Performance Work Statement

Support for ARDEC Technical Data Package (TDP), Automated Test Equipment (ATE) And Test Program Sets (TPSs)

1. SCOPE

1.1. To provide engineering support and technical expertise for the Armament Research Development and Engineering Center (ARDEC) and the Automated Test Systems Division (ATSD) in the areas of ATE, TPS’s and Technical Data Management.

2. BACKGROUND

2.1 This Performance Work Statement (PWS) defines ARDEC’s Technical Data Management and Automated Test Systems Division’s (ATSD) requirements for Contractor support for life cycle support and maintenance for assigned Automated Test Applications, Test Program Sets (TPSs) and Technical Data Package (TDPs) on Artillery & Tank Weapon Systems. The Contractor shall provide management and engineering support in the areas of automated test for embedded, At-System and off platform diagnostics, test, measurement, repair and configuration management. The major combatant systems shall include but are not limited to M1, M1A1, M1A2, Paladin, Stryker, M777, M119, Crew Duke, Light Armored Vehicle (LAV), Very Small Aperture Terminal (VSAT) and Common Remotely Operated Weapon System (CROWS).

2.2 The Contractor shall advise the Government on decision points where options exist that may prove to be advantageous. The Government will have final decision authority over decision points for software development and maintenance activities. Throughout the execution of the task, the Contractor shall follow the ARDEC and Automated Test Systems policies and procedures and incorporate best commercial practices and perform all activities to a CMMI Level 5 (or equivalent) Maturity level.

2.2.1 The Contractor shall use the Government servers for project level configuration management (CM). The Contractor shall inform the Government when work products have been placed under CM along with providing the location of the products.

4. REQUIREMENTS

4.1. TPS Upgrades:

The Contractor shall review all assigned change requests, modification orders and/or trouble reports that pertain to generated changes/improvements to M1, M1A1, M1A2, Paladin, Stryker, M777, M119, CROWS, LAV and other Artillery & Tank Weapon systems support by ARDEC.

4.1.1. The Contractor shall screen each Electronic Change Proposal (ECP) for Tank Automotive Command (TACOM) managed Artillery & Tank Weapon Systems. Estimated quantity is 1,000 per year.

4.1.2. The Contractor shall review each assigned ECP for potential impact on its existing related TPS and TDP.

4.1.3. The Contractor shall engineer the hardware, test software and documentation changes required to support the ECP.

4.1.4. The Contractor shall fabricate hardware and software packages to install each TPS update at each designated Army Depot, Special Repair Activity (SRA) and Direct Support Unit (DSU).

4.1.5. The Contractor shall provide detailed reports (DI-ATTS-80285C, CDRL A001), and DI-ATTS-80283B, CDRL A002) for all ECP and related TPS/TDP modifications.

4.2. ECP Evaluation:

The Contractor shall perform evaluation and risk analysis of ECPs provided by the Government, System Upgrades, or Field Trouble Reports (FTR), to determine impact on ATE, TPS and TDP. If the risk evaluation determines that a change is required to a TPS or TDP:

4.2.1. The Contractor shall provide recommendations to the Government and upon approval incorporate and integrate TPS revisions on the weapon system ATE and TDP. Perform validation and verification (V&V) of the TPS upgrade with Government Quality Assurance (QA) personnel (DI-MISC-80508B, CDRL A003). Perform Physical Configuration Audit (PCA) and Functional Configuration Audit (FCA) with government Configuration Management (CM) personnel.

4.2.2. The Contractor shall design and fabricate a new or modified Test Program Hardware (TPH) for each TPS that has been revised. The Contractor shall provide material lists for each change.

4.2.3. The Contractor shall update written text (booklets) and conform to formats that already exist. Text will be created in Microsoft Word latest version and delivered on electronic storage medium or via the Internet such that the material can be added into final document for depot delivery. The Contractor shall merge updates into existing documentation such that any changes will not be detectable because of type style, printer used or other formatting variation in type format (DI-MISC-80508B, CDRL A003).

4.2.4. The Contractor shall update existing Electronic Manuals and conform to formats that already exist. Copy for Electronic Manuals is normally created in Microsoft Word latest version. Images may be created by PROE ® or scanned to a standard format. The final copy is converted to Adobe Acrobat ® for display on the computer screen or printing.

4.2.5. The Contractor shall provide the Government with the means to make future changes in the delivered materials to retain the same type format.

4.3 Configuration Management (CM) and Inventory Data Base

4.3.1 The Contractor shall provide CM support and surveillance to identify and document the functional and physical characteristics of a configuration item. The Contractor shall control changes to those characteristics, and record and report change processing and implementation status.

4.3.2 The Contractor shall develop or improve criteria for CM data consistent with program milestones and the configuration identification progression throughout the functional, allocated, and product baseline stages; such data will include specifications, flow charts, drawings, and parts lists.

4.3.3 The Contractor shall provide expertise to support the development of configuration management policy directives, configuration management plans, software control coordination documents, and configuration control procedures to support:

· Configuration Management

· Configuration Control

· Status Accounting

· Functional and Physical Configuration Audits

· Configuration Item Verification Reviews

· Technical Data Preparation

· Data base design and management.

4.3.4 The Contractor shall review and/or prepare engineering documents In Accordance With (IAW) and the requirements cited in the PWS. Prepared documents shall include each ECP, Requests for Deviation (RFD) or Waiver (RFW), Military or Department of Defense (DOD) specifications and standards, Specification Change Notices (SCN), and Voluntary Standards.

4.3.5 The Contractor shall have experience and a working knowledge of CM PRO software management tool.

4.3.6 The Contractor shall have experience and a working knowledge with the Automated Test System Data Base.

4.3.7 The Contractor shall have experience and a working knowledge with Project Forge.

4.4 Perform Operational Reviews

4.4.1 The Contractor shall review the current operational scenario for support to the TACOM-ARDEC TPS and TDP Configuration Control Center for tracking and updating TPSs and TDPs fielded at Army Depots, Special Repair Activities (SRA), Direct Support Units (DSUs) and TDP repository. The Contractor shall recommend changes and propose a plan for implementation of changes (DI-MISC-80508B, CDRL A003). The Contractor shall provide operational support upon plan approval by the ATSD.

4.5 Prototype Support: The Contractor shall assist the ATSD in developing prototype support kits to support Embedded, AT-System and off platform testing for combatant weapons systems.

4.5.1 The Contractor shall design, build and test cable assemblies and kits to support the M1, M1A1, M1A2, Paladin, Husky, LAV and Stryker diagnostics programs.

4.5.2 The Contractor shall provide DIT-MCO support for testing of all cables and kits created and document findings.

4.6 Drawings

4.6.1 All drawings developed under this task shall be delivered to the Government at the completion of the effort, shall be included with the final report, and furnished with unlimited rights (DI-ADMN-80447A, CDRL B002).

4.6.2 The Contractor will not generate a source control drawing without the specific written approval of the Government.

4.6.3 Drawings shall be prepared in accordance with ASME Y14.5M-2 as guidance.

4.6.4 Maximum drawing and master pattern size shall be ‘F’.

4.6.5 The Contractor shall update all drawings in the current acceptable ARDEC format.

4.7 Administrative Support

4.7.1 The Contractor shall provide support to various programs to include but not limited to meetings, time and attendance and general office support. The Contractor shall be available to attend, brief or take minutes as necessary.

4.7.2 The Contractor shall be responsive and supportive to specific requirements, follow-up actions or program management needs.

4.7.3 The Contractor shall provide network administrative support as required.

4.8 The Contractor shall advise the Government on decision points where options exist that may prove to be advantageous. 5 SECURITY

5.1 THIS EFFORT IS UNCLASSIFIED.

5.2 AT Level I Training. - All Contractor employees, including subcontractor employees, requiring access to Department of Defense installations, facilities, or controlled access areas shall complete AT Level I awareness training within 45 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever applies, and annually thereafter. The Contractor shall submit certificates of completion for each affected Contractor employee and subcontractor employee to the Contracting Officer’s Representative (COR) (or to the Contracting Officer, if a COR is not assigned) within 14 calendar days after completion of training by all employees and subcontractor personnel. AT Level I awareness training is available at http://jko.jten.mil.

5.3. Access and General Protection/Security Policy and Procedures - All Contractor employees, including subcontractor employees, shall comply with all installation and facility access and local security policies and procedures (provided by the Government representative), and security/emergency management exercises. The Contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by the installation Provost Marshal Office, Director of Emergency Services, or Security Office. Contractor workforce must comply with all personal identity verification requirements (CFR clause 52.204-9, Personal Identity Verification of Contract Personnel) as directed by DoD, Headquarters, Department of Army (HQDA) and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in Contractor security matters or processes. During FPCONs Charlie and Delta, services/installation access may be discontinued/postponed due to higher threat. Services will resume when FPCON level and or threat is reduced to an acceptable level as determined by the Installation Commander. Contractor personnel working on an installation are required to participate in the Installation Random Antiterrorism Measures Program (RAMP) as directed. Contractors may be subject to and must comply with vehicle searches, wearing of ID badges, etc.

5.4. iWATCH (See Something, Say Something) Training. - All Contractor employees, including subcontractor employees, shall receive training and participate in the local iWATCH program (training standards provided by the requiring activity). This locally developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the COR. This training shall be completed within 45 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever applies, and then annually thereafter. The Contractor shall submit certificates of completion for each affected Contractor employee and subcontractor employee to the COR (or to the Contracting Officer, if a COR is not assigned) within 14 calendar days after completion of training by all employees and subcontractor personnel. 5.5. For contractors requiring Common Access Card (CAC) - Before CAC issuance, the Contractor employee requires, at a minimum, a favorably adjudicated National Agency Check with Inquiries (NACI) or an equivalent or higher investigation in accordance with Army Directive 2014-05. The Contractor employee will be issued a CAC only if duties involve one of the following: (1) both physical access to a DoD facility and access, via logon, to DoD networks on-site or remotely; (2) remote access, via logon, to a DoD network using DoD-approved remote access procedures; or (3) physical access to multiple DoD facilities or multiple non-DoD federally controlled facilities on behalf of the DoD on a recurring basis for a period of 6 months or more. At the discretion of the sponsoring activity, an initial CAC may be issued based on a favorable review of the FBI fingerprint check and a successfully scheduled National Awareness Check with Inquiries (NACI) at the Office of Personnel Management.

5.6 For contractors that do not require Common Access Card (CAC), but require access to a Department of Defense (DoD) facility or installation - Contractor and all associated subcontractor employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (Army Directive 2014-05/AR 190-13); applicable installation, facility and area commander installation and facility access and local security policies and procedures (provided by Government representative); or, at OCONUS locations, in accordance with status-of-forces agreements and other theater regulations.

5.7 Access to Government Information Systems - All Contractor employees, including subcontractor employees, with access to a Government information system must be registered in the ATCTS (Army Training Certification Tracking System) at commencement of services and must successfully complete the DoD Cyber Awareness training prior to access to the information system and then annually thereafter.

5.8 .Information Assurance ( IA)/Information Technology (IT) Training - All Contractor employees, including subcontractor employees, must complete the DoD Cyber awareness training before issuance of network access and annually thereafter. All Contractor employees working IA/IT functions must comply with DoD and Army training requirements in DoD 8570.01-M, and AR 25-2 within six months of employment.

5.9 Information Assurance (IA)/Information Technology (IT) certification - Per IA best business practices, DFARS 252.239.7001 and AR 25-2, All contractor employees, including subcontractor employees, supporting IA/IT functions shall be appropriately certified upon contract award. The baseline certification as stipulated in DoD 8570.01-M must be completed upon contract award.

5.10 Government Furnished Items -All Contractor employees, including subcontractor employees, will return all issued U.S. Government owned equipment which includes travel laptops, Blackberrys, Common Access Cards, installation badges, and/or access passes to the COR when the contract is completed or when a Contractor employee no longer requires access to the installation or facility.

5.11 Export Control Laws/International Traffic in Arms Regulation - Information Subject to Export Control Laws/International Traffic in Arms Regulation (ITAR): Public Law 90-629, “Arms Export Control Act,” as amended (22 U.S.C 2751 et. Seq.) requires that all unclassified technical data with military application may not be exported lawfully without an approval, authorization, or license under EO 12470 or the Arms Export Control Act and that such data required an approval, authorization, or license for export under EO 12470 or Arms Export Control Act. For purposes of making this determination, the Militarily Critical Technologies List (MCTL) shall be used as general guidance. All documents determined to contain export controlled technical data will be marked with the following notice: WARNING: - This document contains technical data whose export is restricted by the Arms Export Control Act (Title 22, U.S.C., App. 2401 et seq. Violations of these export laws are subject to severe criminal penalties. Disseminate in accordance with provisions of DOD Directive 5230.25.

5.12 For Official Use Only Information (FOUO) and Controlled Unclassified Information (CUI) – Contractor personnel shall be capable of accessing, handling, receiving, and storing UNCLASSIFIED documents, equipment, hardware, and test items, using the applicable standards of FOUO and CUI. Data will not be transmitted offsite.

5.13 OPSEC Standing Operating Procedure/Plan – The Contractor is subject to compliance with the ARDEC Operations Security Plan, per AR 530-1 (or DoDM 5205.02-M),. This SOP/Plan will specify the Government's critical information, why it needs to be protected, where it is located, who is responsible for it, and how to protect it.

5.14 OPSEC Training - Per AR 530-1 (or DoDM 5205.02-M), new Contractor employees, including subcontractor employees, must complete initial OPSEC training within 30 calendar days of reporting for duty and must also complete annual OPSEC awareness training as provided by the appropriately designated OPSEC level II trained OPSEC Officer/Coordinator. The Contracting Officer Representative (COR) or Agreements Officer Representative (AOR) can request ARDEC OPSEC training from ARDEC OPSEC POC e-mail: usarmy.pica.ardec.mbx.ardec-opsec@mail.mil.

5.15 Public Release of Information - Per AR 530-1(or DoDM 5205.02-M), an OPSEC review is required prior to all public releases. All Government information intended for public release by a Contractor will undergo a Government OPSEC review prior to release.

5.16 Information Disclosure: A Certificate of Non-Disclosure shall be signed by all Contractor employees working under this task and returned to the COR prior to task award. The Contractor shall not release any information or data without the approval of the Government.

6. NON-UNITED STATES (U.S.) CITIZEN EMPLOYEE REQUIREMENTS

6.1 Only U.S. citizens are authorized to work on this contract. Non-U.S. citizens will not be allowed to perform work on contracts or subcontracts involving access (or possible access) to sensitive data, software, or equipment without prior approval from Headquarters, Army Material Command (HQ-AMC).

7. GENERAL INFORMATION

7.1 The period of performance for this task shall be twelve (12) months, Firm Fixed Price (FFP).

7.2 Government Furnished Equipment (GFE): Government Furnished Equipment will be provided in the form of office furniture, telephone and lap top computer.

7.3 The Contractor shall submit a monthly report (DI-MGMT-80555A, CDRL B001) and a final report (DI-ADMN-80447A, CDRL B002).

7.4 Travel

7.4.1 The Contractor shall be required to travel to Huntsville, AL for two (2) Design Reviews. The average length of the meetings will be three (3) days. The Contractor shall be required to travel to Albany, GA for two (2) Design Reviews. The average length of the meetings will be three (3) days. The Contractor shall be required to travel to Detroit, MI for two (2) Design Reviews. The average length of the meetings will be three (3) days. Travel shall be in accordance with Joint Travel Regulations (JTR).

7.5 Materials will be used to maintain the proper stock level to maintain the diagnostic laboratory. The Contractor shall provide replacement items as required. A list of commonly used parts and quantities is provided as Attachment B.

7.6 Combating Trafficking in Persons. The Contractor shall establish policies and procedures for ensuring its employees do not engage in or support trafficking in persons or use forced labor in the performance of this contract.

7.7 Work will be performed at Picatinny Arsenal, NJ. The Contractor shall deliver the Contractor Administrative Space report for all personnel anticipated to occupy administrative space at Picatinny Arsenal (DI-MGMT-81596, Tailored, CDRL B003).

7.8 Data Rights.

7.8.1 The Government shall have the unrestricted right to use, modify, reproduce, release, perform, display or disclose technical data, software and products for all work products developed and modified under this task order. All reference material, documents, training support material, and other information obtained, produced, or developed by the Contractor in support of this effort shall become the property of the Government.

Contractor Requirements: The contractor Shall –

9. ACCOUNTING FOR CONTRACT SERVICE

9.1 The Contractor shall report ALL Contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address: http://www.ecmra.mil/, and then click on “Department of the Army CMRA” or the icon of the DoD organization that is receiving or benefitting from the contracted services.

9.2 Reporting inputs will be for the labor executed during the period of performance during each.Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2017. Contractors may direct questions to the help desk by clicking on “Send an email” which is located under the Help Resources ribbon on the right side of the login page of the applicable Service/Component’s Contractor Manpower Reporting (CMR) website.

10. ENVIRONMENTAL

10.1 The Contractor shall adhere to all local, county, state, Army and federal policies, directives, executive orders and regulations required including, but not limited to 32 CFR Part 651, AR 200-1 (Environmental Protection and Enhancement), 40 CFR Code of Federal Regulations, and Picatinny Arsenal local policies/regulations in order to maintain environmental compliance for the duration of the contract. Local policies that must be adhered to include the Picatinny Environmental Bulletin and the Installation Environmental Policy. These documents can be found on the Picatinny Environmental Management System website (https://picac2w5.pica.army.mil/pems) or can be obtained from the contracting officer representative (COR).

10.2 The Contractor shall be responsible to identify, obtain, and adhere to any required local, state, and federal permits/notifications/certifications/licenses prior to beginning work. The permit applications/submittals/plans shall be made available to the Picatinny Environmental Affairs Division (EAD) for review along with the final permit at the time of issuance.

10.3 All work performed at Picatinny Arsenal shall obtain specific approval from the EAD and be placed into PEMS projects for the following actions or activities:

0. All fossil-fuel burning equipment brought onto the installation, including generators, stationary engines, etc.

0. The generation of hazardous waste.

0. Work requiring digging, drilling, and movement of soils.

0. Vegetation disturbances, involving any size tree felling or pruning, which is mostly limited to occur between the months of November 16 through March 31.

0. Vegetation disturbances, involving any size shrubs, heavy vines, or thick herbaceous cover, which is mostly limited to occur between the months of August 16 through April 14.

10.4 The Contractor shall comply with all Affirmative and Green Procurement policies and procedures when ordering materials. Picatinny’s Green Procurement Plan is located at https://picac2w5.pica.army.mil/pems/docs/GPProcedures.pdf or can be obtained from the COR.

10.5 The Contractor shall report immediately any spills of chemicals (including oils, paints, etc.) to the Picatinny Arsenal Police Department at 911.
