The purpose of this amendment is to address eighteen (18) questions from industry below:

Reference 1:

4.12 Policy, Procedures and Standards.

4.12.1 The Contractor shall possess an intimate knowledge of DoD and Industry Policies, Standards and procedures that pertain to ATS and ATE and shall apply them to all work efforts associated with this contract.

Question 003: What are the exact DoD and Industry Policies, Standards and procedures that pertain to ATS and ATE policies that are associated with this contract? Will the government provide the offerors those policies of standard?

USG Response: AR 750-1

Reference 2:

4.15 Administrative and Data Management Support

Question 004: Is there a labor category associated with this support?

USG Response: The Offeror must determine the labor category to address the requirements found in Performance Work Statement.

Question 005: If no additional labor category is required, which existing category will be fulfilling these requirements? How much of the time estimated for that labor category will be allocated for this work?

USG Response: The labor categories identified in the Labor Category Descriptions are the only labor categories that will be required for the performance of individual task orders under this contract. The amount of time required for each category is dependent on an Offerors proposal for individual task orders.

4.20.2 Integrated Master Schedule/Plan

4.20.2.1 The Contractor shall provide data to support, develop, and maintain the Integrated Master Schedule/Plan (IMS/IMP) for each

PWS. Updates to this plan shall be conducted and delivered on a monthly basis.

4.20.3 Task Execution Plan (TEP)

4.20.3.1 The Contractor shall develop and deliver a Task Execution Plan (TEP) for each PWS.

Question 006: Is the Government expecting an IMS/IMP and TEP included in our response to the base IDIQ PWS requirements? Or is this to be provided on a TO basis after award?

USG Response: The IMS/IMP and TEP is expected for use on individual task orders.

Reference 4:

INSTRUCTIONS, CONDITIONS, AND NOTICES TO OFFERORS

EVALUATION FACTORS FOR AWARD

Question 007: The ATSD solicitation W15QKN-17-R-0065 has been issued on a SF1449 as an Acquisition for Commercial Supplies and Services.

It seems confusing to then utilize Sections L and M of the Uniform Contract Format to describe the requirements for Submission of

Proposals and Evaluation of Offers, respectively. Is this format consistent with the Far Section 12 guidance for the Acquisition of

Commercial Supplies and services?

USG Response: The SF1449 has been used and is in compliance with FAR Part 12. Reference RFP section titled Instructions, Conditions, and Notices to Offerors and Evaluation Factors For Award.

Question 008: We understand that the Government intends to make multiple awards on the basic IDIQ. Does the Government intend to make a single award for TO 0001, Subfactor 3 of Volume 1: Technical Factor?

USG Response: No. Task Order 0001 will be awarded to one (1) awardee based on the evaluation criteria in the RFP.

Question 009: If the Government intends to award Subfactor 3 to a single vendor, how will the task order be separately evaluated without impacting the overall IDIQ response?

USG Response: Reference Item 11 of the Special Contract Requirements Section of the RFP, as well as Instructions, Conditions, and

Notices to Offerors and Evaluation Factors For Award.

Reference 6:

Exhibit A: Task Order 0001 CDRL'S DD FORM 1423 A001 - A003, B001 - B003

Question 010: Can the Government clarify the Paragraph number inputs in Box 5: Contract Reference? CDRLs A001, A002, B001, B002, B003 all reference nonexistent PWS paragraphs. Also, CDRLs A002 and B002 seem to be referencing irrelevant material in line with the CDRL function.

USG Response: The PWS Section referenced in Box 5 of each Task Order 0001 CDRL is correct. The CDRLs are associated with Task Order

0001 PWS in Attachment 0004 and not the PWS found in the DESCRIPTION//SPECIFICATIONS/WORK STATEMENT Section of the Solicitation. Task

Order 0001 CDRLs A002 and B002 are associated with the proper PWS Reporting Requirement.

Reference 7:\~

Section L.4.2.2 (3) Subcontracts \'85includes all major subcontractors who will be providing\~critical hardware/services\~or whose subcontract is for more than 25% of the total proposed price.\~

Section M.3.2\~Major/key subcontractors\~are defined as\~those that will be providing\~critical hardware\~or whose subcontract is for more than 25% of the total proposed price.\~\~

Question 011:\~Do major subcontractors include those that will be providing critical services (as well as those that will be providing critical hardware or whose contract is for more than 25% of the total proposed price)?

USG Response: Yes, major/key subcontractors\~are defined as\~those that will be providing\~critical hardware/services\~or whose subcontract is for more than 25% of the total proposed price.

Question 012: We have a question as to the requirement for having a CMMI level 5 rating as listed in Task Order 1 under Paragraph 4.8

Throughout the execution of the task, the Contractor shall follow the Automated Test Systems policies and procedures and incorporate best commercial practices and perform all activities to a CMMI Level 5 (or equivalent) Maturity level. Most small businesses do not have that level, if they participate in the CMMI program at all. Also, what is the definition of equivalent in this context?

USG Response: Task Order 0001 PWSdoes not state theneed to be CMMI Level 5, it states the Offeror must follow the best practices being utilized if the contractor is supporting a task that requires CMMI Level 5)

Question 013: Is there a requirement to provide all team members rates and capabilities within the Price volume? Or are they to be provided after contract award?

USG Response: The proposal should include Labor Categories & Rate Table Rates proposed for Attachment 0002.

Question 014: Can years of experience be used in lieu of the college degree requirement within the labor categories?

USG Response: Yes, years of experience can be substituted where identified in the labor categories.

Question 015: Do the resumes and commitment letters count against the Technical volume page count?

USG Response: No.

Question 016: PWS, L.4.3.9, Task Order 0001: What is the Period of Performance for Task Order 0001? Can we assume that it will be the same as the IDIQ; i.e., 5 yrs.?

USG Response: No, the period of performance for Task Order 0001 is 12 Months. See Attachment 0004 Task Order 0001 Performance Work

Statement, Section 7.1.

Question 017: PWS Paragraph 4.10-1, NetCentric Support Solicitation No. W15QKN-17-R-0065 states that The Contractor shall create, modify

and deliver Virtual Test Environments (VTEs) as required. The environments will provide system simulation and emulation to enable and support automated testing. The requirement pertains to VTE and is almost identical to 4.9.1, Virtual Maintenance Environments. Should the requirement pertain instead to NetCentric support, and if so, what specific support is the government seeking?

USG Response: The VTE environment in question is different than that of NetCentric. The government requires support for VTE for standalone platform training. The Netcentric requirement is when trainers are required when they are being utilized in a network capacity.

Question 018: We understand that the proposal for Solicitation W15QKN-17-R-0065 is due on Monday, October 2, 2017 and fully expect our submittal to be delivered by the end of September. What happens however, if we have a budgetary Government shutdown effective October 1?

USG Response: While there's no guidance in place for this scenario, at this time it is not anticipated that a shutdown will occur. If it does, we will address it at the time and take the necessary steps to accommodate the requirement.
