MAPS SBTA Agreement Summary
This is a Small Business Teaming Arrangement (SBTA) Agreement template for the Marketplace for the Acquisition of Professional Services (MAPS) federal contract vehicle issued under Solicitation No. W15P7T-26-R-A006. The agreement establishes a binding partnership between an SBTA Prime contractor and an SBTA First-Tier Subcontractor, committing both parties to collaborate on subsequent Task Order competitions under the MAPS base IDIQ contract. The parties agree to defined workshare allocations mapped to technical capabilities across five primary domains: Engineering, Logistics and Operational Services; Management and Advisory; Research, Development, Test & Evaluation (RDT&E); Emerging IT; and Foundational IT. Each domain contains multiple technical capability options including engineering services, logistics, program management, financial services, basic and applied research, big data analytics, cybersecurity services, and IT management services.
The agreement becomes effective upon final signature and remains in effect through the MAPS period of performance or earlier termination. Either party may terminate with 30 calendar days' written notice by mutual consent, or immediately upon government notification that the SBTA Prime was not selected for award or upon solicitation cancellation. The SBTA Prime may unilaterally terminate if the First-Tier Subcontractor becomes suspended, debarred, or proposed for debarment on SAM.gov. All modifications require written execution by both parties and approval per Section H of the MAPS base IDIQ contract. The First-Tier Subcontractor must certify that it has not entered into other MAPS SBTA Agreements for the same domains and acknowledges that any entity appearing on multiple proposals within the same domain will result in rejection of all affected proposals.
