About this file
This is Addendum #1 to Request for Proposal No. 2420 issued by the East Central Wisconsin Regional Planning Commission on behalf of Valley Transit and the City of Appleton, Wisconsin. The addendum provides clarifications and responses to bidder questions regarding a Transit Development Plan (TDP) update project. The RFP seeks consultant services to update Valley Transit's 2009 TDP, which will guide transit system development over the next five to ten years. The project encompasses analysis of current transit operations including 19 fixed bus routes, paratransit services for ADA-certified customers, senior transportation services, and specialty services such as The Connector and downtown trolley. Key deliverables include steering committee coordination of at least five meetings, public outreach and engagement with both stakeholders and the general public, ridership analysis using GFI fare box data, and strategic recommendations. The original RFP due date is August 23, 2017, with the addendum issued on August 21, 2017. The steering committee has not yet been formally established but will be in place by contract commencement and will include representation from multiple agencies and community organizations.
Ridership data will be provided by Valley Transit and ECWRPC in GFI proprietary format, sourced from the 2015 strategic planning process and current fare box systems; stop-level ridership data is not available. Current average weekday ridership includes motorbus point transfer service at 102 riders, motorbus demand-responsive service at 3,360 riders, and demand response paratransit at 586 riders. The scope of work does not include conducting a new rider survey, though prior 2015 survey data will be available for analysis. Public outreach will involve meetings and events coordinated primarily by East Central, with all stakeholder meetings open to the public and dedicated public input meetings to be aggressively advertised. The budget for the contract has not been defined at the time of this addendum. Bidders must acknowledge receipt of Addendum #1 by signing and submitting the acknowledgment form with their proposals for the submission to be considered responsive.
