Pre-Bid RFIs
| # | RFI Question | Date Rcvd | Date Rspns | Response: |
The ground loops for the lightning protection systems are specified to be 4/0 copper. Can a smaller diameter wire be used? | 9/28/26 | 10/5/26 | No. Provide the ground-loop/counterpoise conductor as indicated in the contract documents. Drawing E001 requires a complete #4/0 bare 19-strand copper cable counterpoise around each structure and a #4/0 copper conductor from the ground loop to the building main grounding bus. A reduction in conductor size requires an approved substitution/design revision. Reference: E001, lightning protection/grounding notes.
Industrial hygiene: Section 02 82 13.21 assigns duties to the contractor’s CPIH/CIH and also describes VA industrial hygienist services. Please clarify each party’s scope and payment responsibility, including final clearance. | 9/28/26 | 10/5/26 | The Contractor shall provide and pay for its CPIH/CIH, associated IH technician, and the monitoring, inspection, testing, personnel/area monitoring, and documentation required for execution and worker safety within the regulated area. The VA separately provides and pays for its VPIH/CIH or independent industrial hygienist for representative monitoring, oversight, and final acceptance/clearance. Repeat final inspection/testing necessitated by unsatisfactory initial results is the Contractor's responsibility and cost. Reference: Section 02 82 13.21, contractor and VA industrial hygienist responsibilities. The estimate identifies third-party testing as "BY OWNER." Phase I RFI #22 addresses similar monitoring responsibilities.
Yankee gutter demolition: Demolition note D10 removes the existing lining, while note 7.08 and detail 8/A401 retain it beneath new copper. Please confirm the required demolition limits and whether removed material must be handled as ACM due to the green epoxy coating. | 9/28/26 | 10/5/26 | Architect review/addendum required: Demolition Note D10 and the Basis of Design require removal of existing gutter lining/flashing, while Keynote 7.08 and Detail 9/A401 indicate retention beneath the new copper lining. Resolve this conflict before issuance. Proposed response, subject to confirmation: Remove the existing gutter lining/flashing and install new copper gutter lining. Handle the existing green epoxy gutter coating identified in the abatement documents as ACM under Section 02 82 13.21 (1,075 SF at Building 12 and 300 SF at Building 27). Correct the conflicting retention notes by addendum. References: D10, Keynote 7.08, Detail 9/A401, Basis of Design concealed-gutter scope, and Section 02 82 13.21.
New Yankee gutter lining: Please identify the governing detail for each building and provide the complete copper lining requirements, including its connections to the existing gutter, outlets, and roof. | 9/28/26 | 10/5/26 | Architect review/addendum required: Use Detail 9/A401, Typical Concealed Gutter Detail, for Buildings 12 and 27. The Keynote 7.08 reference to Detail 1/A401 is incorrect and requires correction. Provide copper gutter lining/flashing, leaf guard, ice-and-water shield, 3/4-inch plywood substrate, and associated work as shown and specified in Section 07 60 00. Replace gutter drain bodies per Keynote 7.08. Building 27 internal downspout/drain connections are addressed by Keynote 5.03 and the Basis of Design. Coordinate final lining demolition limits with RFI #3 and provide/confirm outlet and recessed-drain transitions with RFI #8. References: Keynotes 7.08 and 5.03, Detail 9/A401, Section 07 60 00, and Basis of Design Building 27 scope.
Building 27 flashing and caulk: The asbestos schedule identifies white caulk beneath copper flashing. Please identify the affected flashing limits and confirm whether the copper is to be reused or replaced after abatement. | 9/28/26 | 10/5/26 | The Building 27 asbestos scope includes approximately 300 SF of white caulk beneath copper flashing at the pitched roof and 345 SF of white flashing associated with the flat roof, as identified on ASB127 and in Section 02 82 13.21. Remove and replace existing flashing within the roofing work; reuse of existing copper flashing is not intended. Perform selective removal needed for ACM abatement and provide new copper flashing per the architectural drawings and Section 07 60 00. References: ASB127, architectural flashing/demolition notes, Basis of Design Building 27 scope, and Sections 02 82 13.21 and 07 60 00.
A/E coordination note: The estimate lists the 345 quantity as LF, while the abatement documents identify SF. Confirm/reconcile the estimate unit before issuance.
Pitched roof insulation: The roof notes call for netted batt insulation below the deck. Please confirm its limits and R-value at each building, and whether existing insulation is to remain. | 9/28/26 | 10/5/26 | Provide new 6-inch batt insulation, R-21 minimum, between the roof joists below the deck at all terracotta/clay-tile roof areas of Buildings 12 and 27, per Keynote 7.01 and the architectural details, including Detail 9/A401. The Phase I RFI #42 response states that the sloped roofs did not have existing insulation and that new batt insulation was to be installed from the attic/interior side between the roof joists. References: Keynote 7.01, pitched-roof details, Basis of Design Buildings 12 and 27 scope, and Phase I RFI #42.
Clay tile: Section 07 32 00 names Morando Closed Shingle, describes Classic 14, and gives dimensions matching Classic 16. It calls for “custom color,” while keynote 7.01 specifies a 60% brown, 20% slate gray, and 20% forest/empire green blend. Please confirm the tile model and whether the specified blend uses standard or custom colors. | 9/28/26 | 10/5/26 | Section 07 32 00 identifies Ludowici Morando Closed Shingle Interlocking Tile, Classic 14, with nominal dimensions of 10.75 x 16 inches. Confirm and reconcile the model/profile and dimensions before bid issuance; the contractor reports that the dimensions correspond to Classic 16. The indicated blend is 60% brown, 20% slate gray, and 20% forest green/empire green, per Keynote 7.01 and the Basis of Design. The specification calls for "custom color." Confirm with the Architect/manufacturer whether the blend uses standard color components or requires custom manufacturing. References: Section 07 32 00, Keynote 7.01, and Basis of Design clay-tile roofing scope. The basis-of-design roof tile shall be the Ludowici Morando Closed Shingle Interlocking Tile, Classic 14 profile. The conflicting dimensional information contained within Section 07 32 00 is corrected as follows: provide the manufacturer's standard Classic 14 profile meeting the specified appearance and performance requirements. The required color blend shall remain 60% Brown, 20% Slate Gray, and 20% Forest Green/Empire Green as indicated in Keynote 7.01. The blend shall be manufactured as necessary by Ludowici to achieve the specified final appearance. Contractor shall base bid on the specified blend regardless of whether standard or custom manufacturing is required.
The drain/catch basin is recessed below and offset from the gutter floor. The drawings do not provide a detail showing how the ice-and-water shield is to transition into and be made watertight at this recessed drain condition. Based on previous experience with this existing gutter configuration, ice-and-water shield is difficult to properly terminate and seal at these drain locations. A rubberized/liquid-applied roofing membrane has previously performed well as a continuous gutter liner and allows the waterproofing to be properly transitioned into the recessed drain pit. Please provide an enlarged detail showing the required waterproofing transition and termination at the recessed drain/catch basin, or confirm that a compatible rubberized/liquid-applied roofing membrane may be utilized in lieu of the specified ice-and-water shield within the concealed gutters. | 9/29/26 | 10/5/26 | Detail 9/A401 establishes the copper gutter lining and ice-and-water-shield assembly but does not show an enlarged watertight transition/termination at the recessed drain/catch basin. A liquid-applied/rubberized membrane is not specified as an alternate. Maintain the specified assembly pending A/E clarification; submit the proposed drain-transition detail with roofing/sheet-metal shop drawings for review. The A/E should resolve the detailing gap before issuance and, if permitting the proposed membrane, define the approved system and transition by addendum. References: Detail 9/A401 and Section 07 60 00. The intent of the contract documents is to provide a complete watertight concealed gutter assembly. Due to the recessed drain geometry and lessons learned from Phase I construction, a compatible liquid-applied waterproofing membrane may be utilized within the concealed gutter and recessed drain pit areas in lieu of sheet ice-and-water shield, provided the system is compatible with the copper gutter liner, drain components, adjacent roofing materials, and manufacturer's requirements. The liquid-applied membrane shall provide a continuous waterproof transition from the gutter lining substrate into the drain recess. Contractor shall submit manufacturer data and shop drawing details demonstrating the transition for review prior to installation. Detail 9/A401 otherwise remains applicable.
The detail also depicts plywood installed within the existing stone gutter, apparently to provide a substrate for installation of the copper gutter in multiple sections. If the copper gutter can be fabricated and installed as one continuous piece across the gutter width, the plywood substrate would not appear to be necessary. Additionally, due to the age and condition of the existing stone gutter construction, there does not appear to be a practical means of securely fastening the plywood substrate to the existing stone without potentially damaging the existing construction. Please confirm that the plywood may be omitted where the copper gutter can be fabricated and installed as one continuous piece and properly secured without the plywood substrate. | 9/29/26 | 10/5/26 | No. Provide the 3/4-inch plywood substrate shown on Detail 9/A401 beneath the new copper gutter lining. Fabrication of the copper as a continuous piece does not eliminate the detailed substrate requirement. If field conditions prevent installation without damage to the existing stone cornice/gutter construction, submit the specific condition and proposed alternate attachment/substrate method for A/E review. Reference: Detail 9/A401, Typical Concealed Gutter Detail.
The plans call for the mixture of Ludowici terracotta tiles to be 60% brown, 20% slate gray and 20% forest green. The recently completed project on adjacent buildings appears to have yielded a mixture of about 65% green and 35% brown, please advise if the same color and pattern will be utilized. | 9/29/26 | 10/5/26 | Provide the tile blend indicated in the contract documents: 60% brown, 20% slate gray, and 20% forest green/empire green. The apparent blend on the recently completed adjacent roofing does not change the Phase II requirements. A change to match adjacent completed work requires VA/A/E direction. References: Keynote 7.01 and Basis of Design clay-tile roofing scope.
The IFB scope identifies Montrose Buildings 12 and 27, while specification section 01 00 00 lists Buildings 3, 5, 6, 12, 13, 14, 17, 27 and 36. Please confirm the buildings included in this procurement and any corresponding drawing/specification exclusions. | 9/24/26 | 10/5/26 | Only Buildings 12 & 27 are part of this project for Phase II.
The attached VAAR 852.219-75 certificate has Services checked, although the IFB identifies roofing construction and NAICS 238160. Please confirm the applicable category and provide a corrected certificate if appropriate; MMC will not alter the Government's selection on its own. | 9/24/26 | 10/5/26 | Corrected VAAR 852.219-75 certificate uploaded
