VLM Preventive and Corrective Maintenance on Automated Storage and Retrieval System (ASRS) Equipment
Statement of Work (SOW)
1. BACKGROUND
The Defense Logistics Agency (DLA) Aviation Warner Robins has 15 pieces of industrial and automated material management storage and retrieval equipment (14 Modula Vertical Lift Modules and 1 Gorbel Bridge Crane) for which Preventative Maintenance (PM) and Corrective Maintenance (CM) services are required to ensure operational availability.
2. OBJECTIVES
DLA requires contractor support for the Preventive and Corrective Maintenance on Automated Storage and Retrieval System (ASRS) Equipment located at Warner Robins, Air Force Base (WRAFB), 280 First Street, Bldg. 155, Robins AFB, GA 31098. The Contractor must provide the necessary Preventive Maintenance (PM) and Corrective Maintenance (CM) services on ASRS and supporting equipment, to limit unplanned downtime and extend the life cycle of all equipment.
3. SCOPE:
The government requires the contractor to provide all labor, equipment, tools, materials, replacement parts, and supervision necessary to perform PM and CM for the ASRS and support equipment. The Equipment Inventory List (EIL), Attachment 1, is provided to identify each piece of equipment that requires PM and CM services. The EIL is subject to change by the Government when equipment addition(s) and/or deletion(s) are required due to equipment disposal purchase or replacement; see attached.
WAGE DETERMINATION: Local wage determination number WD 2015-5227 Rev 24, dated May 07, 2024, applies to the required services to be performed. The applicable Executive Order minimum wage rate will be adjusted annually. Additional information on contractor requirements and worker protections under Executive Orders is available at the following website: https://ww.dol.gov/agencies/whd/government-contracts.
4. PERFORMANCE REQUIREMENTS:
4.1 PREVENTIVE MAINTENANCE (PM) (Scheduled): CLIN 0001
This maintenance service includes the care and servicing by contractor personnel for the purpose of maintaining equipment in satisfactory operating condition in accordance with manufacturer’s recommended PM tasks.
PM services must include but are not limited to overall inspection of SRM to include all components, lubrication of fittings and/or carriages, optical assessments, tightness check on chain drive, overall cleaning of photo eyes, check brakes of different systems, and system adjustments. This will include internal fire suppression systems (if equipped) contained within the unit as per manufacturer’s recommendations.
The contractor must perform PM services as recommended in the manufacturer’s maintenance manual.
The Government will provide available maintenance manuals; however, if the Government does not have the maintenance manual, the Contractor must be responsible for obtaining the manual.
https://ww.dol.gov/agencies/whd/government-contracts
All PM replacement parts, materials, environmental compliance, and contractor personnel transportation used for PM services must be included in the contract unit price for PM service.
The contractor must wipe down and clean each VLM of accumulated grease, oils, grime and dirt, paying attention to areas where greases, oils and fluids could leak and adhere onto the equipment and components after the performance of any PM activity.
PM scheduling will be accomplished by the Government utilizing the Defense Property Accountability System (DPAS). Based on previous maintenance services and recommended maintenance intervals.
The Contracting Officer’s Representative (COR) will provide the contractor, required WOs for all equipment PM due at that time. WOs will identify the DPAS Asset ID number and each PM to be completed. Upon completion of the PM, the contractor must annotate on each WO the time utilized to perform each task identified, the parts used (by part number, part name, quantity, and the cost per unit), and the name of the contractor personnel performing the PM.
PM services must be scheduled and completed within five (5) business days of scheduled service, unless otherwise approved by the COR.
Within four (4) business days of completion and acceptance of the work by DLA, the contractor will provide the signed work order and invoice to the DLA COR for entry into DPAS.
All repairs required as a result of PM inspection, except as noted below, must be accomplished under CM, with the approval of the COR.
For PM, travel must be included in the quoter’s firm-fixed-price total. All PM maintenance must be priced to include travel expenses; therefore, travel must be included in the ‘lump sum’ amounts for the hourly PM services and will not be separately funded.
4.2 TECHNICIAN PHONE SUPPORT: CLIN 0001
Contractor must provide phone number for equipment operators providing 1st level troubleshooting during the hours (0600-2000 EST). If phone support is unable to resolve an issue, a CM onsite visit will be placed by the COR and approved by the KO.
4.3 CORRECTIVE MAINTENANCE (CM) (Unscheduled): CLIN 0002
This maintenance service includes all actions to diagnose equipment malfunctions and restore the equipment to normal operating condition. The COR will advise the contractor of the suspected problem and request an evaluation.
The contractor will inspect the equipment and advise the COR of the problem and provide a cost estimate as soon as practicable, when major repairs exceed $1,500.00. The Contractor will begin repairs only after approval by the COR.
If repairs are more extensive, or cost more than originally estimated, or are determined to exceed 50 percent of the value of a new and identical item of equipment, the Contractor will obtain the approval of the COR and KO before continuing work.
The contractor must provide the COR a point of contact and cell phone numbers to receive and respond to CM service requests. The contractor must ensure that this cell phone number is monitored to guarantee prompt response to CM service requests.
For repair actions estimated to cost $1,500.00 or less, the Contractor is authorized to make any repairs required and must be documented on all WOs.
The contractor must submit a status report on a Microsoft Excel Spreadsheet detailing the status of each open work order on the first day of the week, as needed for any unresolved WOs over four (4) calendar days old.
The status report will contain DPAS Asset ID number, equipment short description, issue reported, date taken out of service, status (repair in progress, waiting for parts, waiting to transport or any other delay status), estimated date of completion, estimated labor hours consumed, and current estimated total costs.
CM services must be responded to, on site, by contractor personnel within eight (8) hours after notification by the COR and must be completed within three (3) calendar days of notification, unless otherwise approved by the COR.
The contractor must make every effort to complete all major (i.e. component rebuild/replacement) CM services within three (3) calendar days.
For CM labor pricing, travel must be included in the quoter’s hourly rate. The contractor is reminded that travel is not reimbursable and therefore anticipated travel should be included in the hourly price. Note: Contractor is reminded that compliance with the Federal Travel Regulation is a requirement and that no additional fees (G&A, profit, etc.) may be added onto travel expenses.
4.4 EMERGENCY MAINTENANCE REPAIRS: CLIN 0002
Emergency repairs, which occur after normal operating business hours (Monday – Friday after 1700), on weekends, or on federal holidays must be considered emergency repairs.
The local management with approval of the COR must determine if the repair is an emergency. For repairs determined to be an emergency and unit is considered mission critical, the contractor must respond, on site, within three (3) hours and must continue the EM service until such time as the piece of equipment is returned to full operational capability or as otherwise instructed by the COR.
The contractor must submit a status report on a Microsoft Excel Spreadsheet detailing the status of each open work order on the first day of the week, as needed for any unresolved WOs over four (4) calendar days old.
For EM labor pricing, travel must be included in the quoter’s hourly rate.
4.5 PARTS/SUPPLIES: Not Separately Priced (NSP); Reimbursable The contractor must use only new parts, or parts which have been refurbished to “like new” condition which enable the part to function or operate at a level equal to the specification of the original equipment. The invoice and WO must indicate if a “like new” part has been installed or used in the repair of the equipment.
The contractor is responsible for obtaining equipment maintenance service manuals that are not available from the Government. In scenarios where PM, CM or EM services require parts which would exceed $1,500.00, the contractor is required to provide the COR/KO with a repair notice via email for the required material.
The contractor must work with and provide the COR a list of recommended parts to purchase annually of items for CM, Emergency Repairs, and parts required to bring equipment to most current revision. This list will be in excel format with a one (1) to three (3) priority level. The Government will make the decision and purchase some or all parts suggested in order to expedite repairs to on equipment.
The contractor must ensure Government has all information for informed decisions, concerning end of life cycle, and major revisions to equipment. All required parts/supplies will be reimbursed based on actuals provided (receipts/BOM required) (OEM parts are the only authorized parts for maintenance services).
All parts/supplies pricing should be inclusive of any handling and shipping expenses. Each invoice submission is required to have a price breakdown which includes a line-item specification for the maintenance repair. Invoice submissions will be submitted for a ‘lot’ or ‘lump sum’ price total that is inclusive of all expenses required for maintenance.
ADDITIONAL CONSIDERATIONS:
a. Technical correspondence (where technical issues relate to compliance with the requirements herein) will be addressed to the Contracting Officer with an information copy to the COR.
b. All other correspondence, including invoices, (that which proposes or otherwise involves waivers, deviations or modifications to the requirements, terms, or conditions of this SOW) will be addressed to the COR with an information copy to the Contracting Officer.
c. After the Contractor submits their invoice into WAWF they must also email a copy to the COR to advise them an invoice has been submitted for approval. The government will not be responsible for any late fees if the Contractor fails to follow-up.

8. SECURITY REQUIREMENTS:
8.1 CONTRACTOR PERSONNEL SECURITY REQUIREMENTS
8.1.1.1 Work to be performed under this contract will require physical access to a federally controlled facility. Prior to beginning work on a contract, DLA requires all contractor personnel working on the federally controlled facility to have a minimum of a favorably adjudicated national agency check with written inquiries (NACI) or NACI equivalent.
8.1.1.2 Additionally, in accordance with DoD Regulation 5200.2- R, Personnel Security Programs, all DoD contractor personnel who have access to federally-controlled information systems must be assigned to positions that are designated at one of three information technology (IT) levels, each requiring a certain level of investigation and clearance, as follows:
8.1.1.2.1 IT-I for an IT position requiring a single scope background investigation (SSBI) or SSBI equivalent
8.1.1.2.2 IT-II for an IT position requiring a NACLC or NACLC equivalent; and
8.1.1.2.3 IT-III for an IT position requiring a NACI or equivalent. Note: IT levels will be designated according to the criteria in DoD 5200.2-R.
8.1.1.3 Previously completed security investigations may be accepted by the government in lieu of new investigations if determined by DLA Security to be essentially equivalent in scope to the contract requirements. The length of time elapsed since the previous investigation will also be considered in determining whether a new investigation is warranted. To assist the government in making this determination, the contractor must provide the following information to the respective DLA Security immediately upon receipt of the contract. This information must be provided for each contractor employee who will perform work on a federally-controlled facility and/or will require access to federally- controlled information systems:
8.1.1.3.1 Full name with middle name, as applicable, with social security number.
8.1.1.3.2 Citizenship status with date and place of birth.
8.1.1.3.3 Proof of the individual’s favorably adjudicated background investigation or NACI, consisting of identification of the type of investigation performed, date of the favorable adjudication, and name of the agency that performed the investigation, company name, address, phone, and fax numbers with email address.
8.1.1.3.4 Location of on-site workstation or phone number if off-site (if known by the time of award); and
8.1.1.3.5 Delivery order or contract number and expiration date; and name of the contracting officer.
8.1.1.4 The KO or COR will ensure that the contractor is notified as soon as the assigned or cognizant DLA Security regarding acceptance of the previous investigation and clearance level makes a suitability determination.
8.1.1.5 If a new investigation is deemed necessary, the respective DLA Security will notify the contractor and KO/COR after appropriate checks in DoD databases have been made.
8.1.1.6 If the contractor employee requires access to classified information and currently does not have the appropriate clearance level and/or an active security clearance, the DLA Security will relay this information to the contractor and KO/COR for further action.
8.1.1.7 The KO/COR will ensure that the respective DLA Security initiates the investigation for the required clearance level(s) of the contractor personnel.
8.1.1.8 It is the contractor’s responsibility to ensure that adequate information is provided, and that each contractor employee completes the appropriate paperwork as required either by the KO/COR or by the DLA Security to begin the investigation process for the required clearance level.
8.1.1.9 The contractor is responsible for ensuring that each contractor employee assigned to the position has the appropriate security clearance level.
8.1.1.10 The contractor must submit each request for IT access and investigation through the KO/COR to the assigned or cognizant DLA Security. Requests must include the following information and/or documentation:
8.1.1.10.1 Standard Form (SF) 85, Questionnaire for Non-Sensitive Positions, or the SF 86, Questionnaire for National Security Positions (see note below).
8.1.1.10.2 Proof of citizenship (e.g., an original or a certified copy of a birth certificate, passport, or naturalization certificate); and
8.1.1.10.3 Form FD-258, fingerprint card (fingerprinting can be performed by the cognizant DLA Security).
8.1.1.11 An investigation request is facilitated through use of the SF 85 or the SF 86. These forms with instructions as well as the Optional Form (OF) 306, Declaration for Federal Employment, which is required with submission of the SF85 or SF 86, are available at the Office of Personnel Management’s (OPM) system called Electronic Questionnaires for Investigations Processing (e-QIP). Hard copies of the SF85 and SF86 are available at OPM’s website, www.opm.gov, but hard copies of the forms are not accepted).
8.1.1.12 Required documentation, listed above, must be provided by the contractor as directed by the KO/COR to the cognizant DLA Security at the time of fingerprinting or prior to the DLA Security releasing the investigation to the Office of Personnel Management.
8.1.1.13 Upon completion of the appropriate investigation, the results of the investigation will be forwarded by the office performing the investigation to either the appropriate adjudication facility for eligibility determination or the DLA Security for review and determination regarding the applicant’s suitability to occupy an unescorted entry position in performance of the DLA contract. Contractor personnel cannot commence work on this effort until the investigation has been favorably adjudicated or has been waived into the position pending completion of adjudication. The DLA Security will ensure that results of investigations will be sent by the office performing the investigation to the Defense Industrial Security Clearance Office (DISCO) or DLA Security.
8.1.1.14 A waiver for an IT-I or IT-II position to allow assignment of an individual contractor employee to commence work prior to completion of the investigation may be granted in emergency situations when it is determined that a delay would be harmful to national security. A request for waiver will be considered only after the government is in receipt of the individual contractor employee’s completed forms. The commander/director or an authorized representative of the DLA organization for which the contractor will perform must approve the request for a waiver. The cognizant DI Personnel Security Office reserves the right to determine whether a waiver request will be forwarded for processing;
however, there will be no waiver for an IT-III position. The individual contractor employee for which the waiver is being requested may not physically work at the federally-controlled facility and/or be granted access to federally-controlled information http://www.opm.gov/ systems until the waiver has been approved.
8.1.1.15 These requirements apply to the prime contractor and any subcontractors the prime contractor may employ during this contract as well as any temporary employees that may be hired by the contractor. The government retains the right to request removal of contractor personnel, regardless of prior clearance or adjudication status whose actions, while assigned to this contract, who are determined by the KO/COR to conflict with the interests of the government. If such removal occurs, the contractor must assign qualified personnel with the required investigation to any vacancy.
8.1.1.16 All contractor personnel who are granted access to government and/or federally-controlled information systems must observe all local automated information system (AIS) security policies and procedures as provided by the DLA site Information Systems Security Officer. Violations of local AIS security policy such as password sharing, performing personal work, file access violations, or browsing files outside the scope of the contract will result in removal of the employee from government property and referral to the contractor for appropriate disciplinary action. Actions taken by the contractor in response to a violation will be evaluated and will be reflected in the contractor’s performance assessment for use in making future source selection decisions. In addition, based on the nature and extent of any violations of AIS security policy, the government will consider whether it needs to pursue any other actions under the contract such as a possible termination.
8.1.1.17 The contractor may be required to obtain a Common Access Card (CAC) for each contractor employee in accordance with procedures established at DLA. When a CAC is required, the KO/COR will ensure that the contractor follows the requirements of Homeland Security Presidential Directive 12.
8.1.1.18 Contractor personnel must additionally receive Operations Security (OPSEC) and Information Security (INFOSEC) awareness training.
8.1.1.19 When a contractor employee who has been granted a clearance is removed from the contract, the contractor must provide an appropriately trained substitute who has met or will meet the investigative requirements. The substitute may not begin work on the contract without written documentation, signed by the KO/COR, stating that the new employee has met one of the criteria set forth in this section (e.g., acceptance of a previously completed security investigation, satisfactory completion of a new investigation, or a waiver allowing work to begin pending completion of an investigation).
Individuals removed from this contract because of a violation of local AIS security policy are removed for the duration of the contract.
8.1.1.20 The contractor must notify the KO/COR when an employee working on this contract resigns, is reassigned, terminated, or no longer requires admittance to the federally-controlled facility or access to federally controlled information systems. When the contractor employee departs, the contractor will relay departure information to the cognizant DI Security Office so appropriate databases can be updated. The contractor will ensure each departed employee has completed the out-processing checklist, when applicable, for the necessary security briefing, has returned any government-furnished equipment, returned the DoD CAC and DLA (or equivalent) badge, returned any DoD or DLA vehicle decal, and requested deletion of local area network account with a prepared Department of Defense (DD) form 2875. The contractor will be responsible for any costs involved for failure to complete the out-processing including recovery of government property and investigation involved.
8.1.1.21 These contractor security requirements do not excuse the contractor from meeting the delivery schedule set forth in the contract or waive the delivery schedule in any way. The contractor must meet the required delivery schedule unless the KO grants a waiver or extension.
8.1.1.22 The contractor will not bill for personnel who are not working on the contract while that employee’s clearance investigation is pending.
8.2 INSTALLATION SECURITY REQUIREMENTS
8.2.1.1 CONTRACTOR ACCESS AND USE OF PREMISES
8.2.1.1.1 No employee or representative of the contractor will be admitted to the work site unless s/he furnishes satisfactory proof that s/he is a citizen of the United States or an alien who has been lawfully admitted for permanent residence, or who presents evidence from the Immigration and Naturalization Service that employment will not affect his immigration status.
8.2.1.1.2 Proof of Identity: Official identification consists of any current government issued picture identification. Examples of official identification are valid state issued driver's license, military ID card, military dependent ID card, green card, etc.
Expired identification is not valid.
8.2.1.1.3 Pass or Badge Management: Expired, invalid, inaccurate, inoperative, or terminated pass, CAC, or any other access control badge must be returned to the COR for disposition. These cards are the property of the U.S. Government and cannot be retained by the cardholder upon expiration, replacement, or when the DoD affiliation of the employee has been terminated. The COR will deliver all returned contractor badges to Chief, Security Operations, or designee at the Welcome Center within five business days. If the pass, CAC, or any other access control badge is lost or stolen, a police report will be completed, and the COR will submit a new request. Compliance with this requirement is mandatory and certification thereof to the KO/COR is required prior to submitting final invoices.
Failure to return badges will hold up contractor's final payment.
8.2.1.1.4 Contractor Security Responsibilities: The contractor is responsible for employees and subcontractors under their employment. Contractors will ensure that employees are familiar with and obey installation traffic, safety, and security regulations. Contractor employees including subcontractors are required to always wear ID cards conspicuously on their outer clothing and above the waist while working on this center. Personnel are subject to challenge and removal from the work area if the ID card is not being worn. It is the COR’s responsibility to enforce this requirement. Failure to do so is just cause for ordering that work on a contract be stopped.
8.2.1.1.5 Firearms, Weapons, Alcoholic Beverages, Illegal Drugs, and Contraband are prohibited on federal property. Violators may be prosecuted. State issued/authorized concealed weapons permits are not valid on federal property.
8.2.1.1.6 Trusted Traveler Program (TTP): Contractors are not authorized to use the TTP to escort individuals on to the installation.
8.2.1.1.7 Cell Phones are not permitted in some facilities on this installation and no exceptions will be permitted.
8.3 PHYSICAL SECURITY
The contractor is responsible for safeguarding all government equipment (including CACs), information, and property accessed while performing the work of this SOW. At the end of normal duty hours and/or after normal duty hours, all government facilities, equipment, and materials must be secured.
8.3.1 SECURITY INCIDENTS. In the event keys are lost or duplicated, the contractor must re-key or replace the affected lock or locks; however, the government, at its sole option, may replace the affected lock or locks or perform re- keying at the contractor’s expense.
The contractor will prohibit the use of government issued keys/key cards by any persons other than the contractor’s employees. The contractor will prohibit the opening of locked areas by contractor employees to permit entrance of persons other than contractor employees engaged in the performance of assigned work in those areas, or personnel authorized entrance by the KO/COR.
8.3.2 LOCK COMBINATIONS. The contractor must establish and implement methods of ensuring that no lock combinations are revealed to unauthorized persons. The contractor must ensure that lock combinations are changed when personnel having access to the combinations no longer have a need to know such combinations.
8.3.3 DISCLOSURE OF INFORMATION. The contractor must not disclose information with regard to this contract. The contractor must ensure that a non-disclosure agreement (NDA) is signed by all its employees assigned to or performing on this contract before performing any work including all subcontractors and consultants. The NDA must be co-signed by a corporate-level official (contractor program manager or higher-level official) and must be produced upon request by the government. The contractor must also ensure that all its employees understand and adhere to the terms of the NDA. All contractor personnel are responsible for protecting the government’s information and the proprietary information of other contractors. Assignment of contractor employees who have not executed an NDA or failure to adhere to provisions in the NDA may be grounds for default under this contract. Information made available to the contractor by the government for the performance or administration of this effort must be used only for those purposes and must not be used in any other way without the written agreement of the KO. The contractor agrees to assume responsibility for protecting the confidentiality of government records, which are not public information. Each contractor or employee of the contractor to whom information may be made available or disclosed must be notified in writing by the contractor that such information may be disclosed only for a purpose and to the extent authorized herein.
