PROJECT DESCRIPTION
Project Background The Illinois Road resurfacing project is located in the Village of Wilmette, Cook County, bounded by Locust Road to the north and Wilmette Avenue to the south. The Roadway Functional Classification of Illinois Road is a "Minor Collector" from Locust Road to Lake Avenue and a "Major Collector" from Lake Avenue to Wilmette Avenue. The Village has jurisdiction over Illinois Road within the project limits. Illinois Road to the west of Locust falls under the "Minor Collector" Functional Classification and is under the jurisdiction of Cook County (“County”). Lake Avenue falls under the "Minor Arterial" Functional Classification and is under the County’s jurisdiction. Wilmette Avenue falls under the "Minor Arterial" Functional Classification and is under the jurisdiction of the IDOT. The intersection of Illinois Road and Lake Avenue is omitted from the Scope. The improvement area spans a total length of 1.2 miles, with a posted speed limit of 30 mph within the project limits.
Project Need/Purpose Within the project limits, Illinois Road lies within a 66-foot right-of-way and has an edge-to-edge roadway pavement measurement of approximately 28 feet. The existing concrete curb & gutter type is B-6.12 and runs on both sides of the roadway. A 5-foot sidewalk runs on both sides of the roadway and, in most cases, is separated from the back of the curb by a parkway with varying widths.
However, a few locations within the project limits feature a sidewalk that transitions to a carriage walk with varying widths. Large, mature trees run the entire length of the project within the existing parkway. The traveled surface of Illinois Road within the project limits is bituminous and has moderate to severe longitudinal and transverse cracking. Land use along the project corridor is mainly residential. Illinois Road also serves as major access route for both Highcrest Middle School near Washington Avenue and Harper Elementary School near Greenwood Avenue.
Project Objective The primary objective of the Illinois Road Resurfacing project is to rehabilitate the current roadway, guaranteeing improved road safety, and fulfilling the transportation requirements of the community without compromising the natural environment. The detailed goals for this construction project are:
1. Remediate the moderate to severe longitudinal and transverse cracks by resurfacing the entire corridor for a more seamless and enduring road surface.
2. Introduce efficient tree preservation strategies to shield the mature trees during the construction phase.
3. Upgrade ADA curb ramps to meet current accessibility norms, ensuring an inclusive infrastructure for all users.
4. Repair the present drainage and utility structures for better runoff collection.
5. Conduct selective curb and gutter replacements, driveway aprons repairs, and restore the parkway to pre-construction condition.
6. Begin and finalize construction by the within the proposed schedule, with commencement of construction planned for early spring 2027.
