At the request of Mr. Joe Cook, on behalf of the National Park Service Land Resource Program, Mill Creek Environmental, LLC (MCE) has completed a Phase I Environmental Site Assessment (ESA) for the property identified by the Hinds County Tax Assessor as Parcel Number 4966-724, located in Edwards, Mississippi (the “subject property”). The Phase I ESA was performed in accordance with the American Society for Testing and Materials (ASTM) Standard Practice E1527-
13. The purpose and scope of work are outlined in Section 3 of this report.
The subject property is 15.09 acres in area and ground cover on the subject property consists of trees, scrub, a creek and grass.
The subject property is surrounded by wooded undeveloped land to the south; Kansas City Southern Railroad, a stream, and wooded undeveloped land to the north; Bakers Creek and wooded undeveloped land to the west; and wooded undeveloped land and agricultural land to the east. The subject property is located in a rural area of Hinds County, Mississippi. Electricity, telephone, and municipal water utilities are available in the area.
According to historical records dating back to 1938, the subject property has not been developed and is comprised of wooded undeveloped land.
The subject property was not identified during the environmental agency database review.
One (1) off-site property was identified during the environmental agency database review; however, based on our review of the data provided in the regulatory database reports and the distance from the subject property this property has a low potential to impact the subject property.
MCE has not identified the presence of any RECs on the subject property as defined by ASTM Standard practice E1527-13.
Based on the findings of this assessment, no additional site assessment activities are recommended at this time.

We have performed this assessment in accordance with generally accepted environmental practices and procedures as of the date of this report. We have employed the degree of care and skill ordinarily exercised under similar circumstances by reputable environmental professionals practicing in this area. The conclusions contained within this assessment are based upon site conditions readily observed or were reasonably ascertainable and present at the time of our site inspection, reasonably ascertainable regulatory information, and reasonably ascertainable historical information.
The scope of this assessment does not purport to encompass every report, record, or other form of documentation relevant to the property being evaluated. To the best of our knowledge, this Environmental Site Assessment has been performed in compliance with ASTM Standard E1527-13 for Phase I Environmental Site Assessments.
We declare that, to the best of our professional knowledge and belief, we meet the definition of Environmental Professional as defined in §312.10 of 40 CFR 312 and we have the specific qualifications based on education, training, and experience to assess a property of the nature, history, and setting of the subject property. We have developed and performed the all appropriate inquiries in conformance with the standards and practices set forth in 40 CFR Part 312.

Mill Creek Environmental, LLC (MCE) has completed a Phase I Environmental Site Assessment (ESA) for the property identified by the Hinds County Tax Assessor as Parcel Number 4966-724, located in Edwards, Mississippi (the “subject property”). The Phase I ESA was performed in accordance with the American Society for Testing and Materials (ASTM) Standard Practice E1527- 13.
3.1 Purpose
The purpose of this assessment was to evaluate the subject property for the presence of “recognized environmental conditions” (RECs) as defined by ASTM. A “recognized environmental condition” is defined by the ASTM as:
“The presence or likely presence of any hazardous substances or petroleum products in, on, or at a property due to a release to the environment, under conditions indicative of a release to the environment, or under conditions that pose a material threat of future release to the environment.
De-minimis conditions are not recognized environmental conditions.”
3.2 Scope of Work
The following tasks were completed during the performance of the Phase I ESA:
• TASK 1- Historical Data Review;
• TASK 2- Environmental Agency Database Review;
• TASK 3- Site Reconnaissance;
• TASK 4- Personal Interviews;
• TASK 5- Contacts with Local Officials; and
• TASK 6- Reporting of Results.
This report contains the results of our database and records review, site reconnaissance, personnel interviews, and additional information obtained during our assessment. Information used to complete this report was reasonably ascertainable and visually observable. This Phase I ESA did not include any testing or sampling of materials (e.g., soil, water, sediment, building materials, etc).
3.3 Limitations
This report and any other information which MCE prepared and submitted to the National Park Service Land Resource Program (the “User”) in connection with this assessment (the “Report”) are for the sole use and benefit of the User and may not be used or relied upon by any other person or entity without the prior written consent of the User and MCE, except as provided for specifically in the agreement. Any such consent given by MCE will be deemed to be and will be subject to the terms and conditions as MCE may reasonably require, including without limitation a monetary limit to MCE’s liability to any person granted such consent (the “Grantee”), and any such Grantee will

The use or re-use of this document or the findings, conclusions, or recommendations presented herein, by any other party or parties is at the sole risk of said User.
MCE and the User agree that (1) the information in the Report relates only to the subject property specifically described in the Report and was presented in accordance with and subject to the scope of work described in the Report or specifically agreed to by MCE and the User; (2) the information and conclusions provided in the Report apply only to the subject property as it existed at the time of MCE’s examination of the subject property. Should the subject property use or conditions change or should there be changes in applicable laws, standards, or technology, the information and conclusions in the Report may no longer apply; (3) MCE makes no representations regarding the value or marketability of the subject property or its suitability for any particular use, and none should be inferred based on the Report; (4) the Report is intended to be used in its entirety and no excerpts may be taken to be representative of the findings of this investigation; and (5) environmental land-use issues and constraints of possible relevance (e.g., wetland surveys, sensitive habitats, radon, lead-based paint, asbestos, etc.), were not included in this scope of services.
3.4 Data Gaps
A data gap is defined by the ASTM Standard E1527-13 as, “…a lack of or inability to obtain information required by this practice despite good faith efforts by the environmental professional to gather such information.” A data failure is a type of data gap that fails to meet the historical research objectives.
• Based on a review of the available data, historic resources at five-year intervals were not reasonably ascertainable. This is considered a data failure in accordance with the ASTM Standard E1527-13.
• As of the printing of this report, MCE has not received a response to our requests for information from the Central Public Health Region or the Hinds County Emergency Management Department. This is considered a data gap in accordance with the ASTM Standard E1527-13.
The presence of these data gaps/data failures did not affect MCE’s ability to identify conditions indicative of a release or threatened release of hazardous substances to the subject property and did not have a material impact on the conclusions of this report.
The subject property is identified by the Hinds County Tax Assessor as Parcel Number 4966-724 which is 15.09 acres in area. Ground cover on the subject property consists of trees, scrub, a creek and grass. The Kansas City Southern Railroad runs parallel to the northern property boundary and Bakers Creek forms the western property boundary.
Based on MCE’s review of the United States Geologic Survey (USGS) Edwards, Mississippi topographic quadrangle map, the subject property is situated at an elevation of approximately 223 feet above mean sea level. A Topographic Map showing the location of the subject property is

4.1 Soils and Geology/Hydrogeology
Based on information obtained from the United States Department of Agriculture's Soil Conservation Service, the most common soil types found in the vicinity of the subject property belong to the Memphis Soil Series. The Memphis Soil Series is classified as silt loam and belongs to the USDA hydrologic group “Class B”. Class B soils have moderate infiltration rates and are moderately well and well drained soils with coarse textures.
The subject property is situated in the Gulf Coastal Plain Physiographic Province of Mississippi.
The Gulf Coastal Plain is generally characterized by alternating layers of sand, clay, and silt sedimentary rocks formed during the Late Cretaceous to Holocene Epochs.
The configuration of the water table is usually a subdued replica of the local topography.
Generally, groundwater in the Coastal Plain flows from highlands to lowlands and discharges to streams, lakes, rivers, or wetlands. The exact direction of groundwater flow at the subject property is unknown, but based on the local topography of the subject property; the general direction of groundwater flow in the area is estimated to be to the west, towards Bakers Creek.
4.2 Site Hydrology
The subject property is relatively flat. Topography on the subject property slopes gradually to the west where storm water discharges to Bakers Creek along the western boundary of the subject property. No RECs related to storm water run-on or run-off were identified at the subject property.
4.3 Surrounding Land Use
The subject property is located in a rural wooded and undeveloped area of Hinds County, Mississippi. The land use surrounding the subject property consists of the following:
North: Kansas City Southern Railroad and Wooded Undeveloped Land
South: Wooded Undeveloped Land
East: Agricultural and Wooded Undeveloped Land
West: Bakers Creek and Wooded Undeveloped Land
Surrounding land use is shown in Figure 2.
5.1 Purpose of Phase I ESA
The user is completing this Phase I ESA as part of the due diligence process prior to the transfer of ownership of the parcel from the Mississippi Department of Archives and History (MDAH) to the National Park Service (NPS) for incorporation into the Vicksburg National Military Park Champion Hill Unit.

5.2 Information Provided by the User
A Phase I ESA User questionnaire was provided to Mr. William Justice, Superintendant of the Vicksburg National Military Park. Mr. Justice did not identify any specific chemicals, spills, chemical releases or environmental cleanups associated with the subject property and did not identify any environmental liens or activity and land use limitations associated with the subject property. A copy of the completed user questionnaire is included in Appendix C.
Interviews with owners, occupants, and local government agencies were conducted in an attempt to obtain information indicating recognized environmental conditions in connection with the subject property. A summary of the interviews is included in the sections below. Interview documentation can be found in Appendix C.
6.1 Personal Interviews
A Phase I ESA Property Questionnaire was provided to Mr. Robert Benson, Deputy Director of the Mississippi Department of Archives and History (Trustee for the State of Mississippi). Mr. Benson indicated in his responses that there are no environmental concerns associated with this parcel. Mr.
Benson indicated that the designation of this parcel and nearby parcels as Mississippi Landmarks limits the type of improvements and the process required to make alterations to this parcel.
However, this land use limitation is not related to environmental issues. The completed property questionnaire is included in Appendix C.
6.2 Agency Contacts
MCE contacted the Central Public Health Region and the Hinds County Emergency Management Department to obtain information regarding environmental conditions at the subject property. As of the printing of this report, the Central Public Health Region and the Hinds County Emergency Management Department have not responded to a request for information. If any pertinent information regarding the subject property should be obtained at a later date, MCE will submit an addendum to this report. Agency correspondence can be found in Appendix C.
Historic information regarding the subject property was obtained from a review of records available from public sources. MCE attempted to identify all obvious uses of the subject property from the present, back to the subject property’s first developed use or 1940, whichever was earlier. Only historic resources that were reasonably ascertainable were reviewed.
7.1 Sanborn Maps
The complete Sanborn Library collection has been searched by EDR, and fire insurance maps were searched for information concerning the subject property. Fire insurance maps for the subject property were not found. The Sanborn “No Coverage” certification is included as Appendix D.

7.2 Aerial Photographs
MCE reviewed and interpreted historical aerial photographs for indications of past land use or site activities that represent potential areas of environmental concern to the subject site. Aerial photograph prints from 1985, 1996, 2006, 2009, 2012, and 2016 were reviewed. MCE’s interpretation of the aerial photography is provided below:
1985: Scale: 1 inch = 500 feet Quality: Good
The 1985 aerial photograph shows land use on the subject property and surrounding properties as primarily wooded and agricultural land. A railroad is depicted along the northern boundary of the subject property and Bakers Creek is depicted along the western boundary of the subject property.
1996: Scale: 1 inch = 500 feet Quality: Good
The 1996 aerial photograph shows that land use on the subject property and surrounding properties appears similar to those shown in the 1985 aerial photograph.
2006: Scale: 1 inch = 500 feet Quality: Good
The 2006 aerial photograph shows that land use on the subject property and surrounding properties appears similar to those shown in the 1996 aerial photograph.
2009: Scale: 1 inch = 500 feet Quality: Good
The 2009 aerial photograph shows that land use on the subject property and surrounding properties appears similar to those shown in the 2006 aerial photograph.
2012: Scale: 1 inch = 500 feet Quality: Good
The 2012 aerial photograph shows that land use on the subject property and surrounding properties appears similar to those shown in the 2009 aerial photograph.
2016: Scale: 1 inch = 500 feet Quality: Good
The 2016 aerial photograph shows that land use on the subject property and surrounding properties appears similar to those shown in the 2012 aerial photograph.
No evidence of environmental concerns could be discerned from the historical aerial photographs.
The EDR Aerial Photo Decade Package is included as Appendix E.
7.3 Topographic Maps
MCE reviewed and interpreted historical topographic maps for indications of past land use or site activities that represent potential areas of environmental concern to the subject property. Historical topographic maps for the years 1938, 1972, 1976, and 2012 were reviewed. MCE’s interpretation of the topographic maps is provided below:

1938: Scale: 1:62,500 The 1938 topographic map shows no structures on the subject property. Bakers Creek is depicted along the western boundary of the subject property and a railroad is depicted along the northern boundary of the subject property.
1972: Scale: 1:24,000 The 1972 topographic map shows land use on the subject property and surrounding properties appears similar to those shown in the 1938 topographic map.
1976: Scale: 1:62,500 The 1976 topographic map shows land use on the subject property and surrounding properties appears similar to those shown in the 1972 topographic map.
2012: Scale: 1:24,000 The 2012 topographic map shows land use on the subject property appears similar to those shown in the 1976 topographic map. The 2012 topographic map does not show the railroad depicted in the 1938-1976 aerial photographs.
No evidence of adverse environmental conditions were identified on the subject property and surrounding properties during review of the topographic maps. The EDR Historical Topographic Map Report is included as Appendix F.
7.4 Tax Records
The Hinds County Tax Assessor’s database was searched for records containing information about the past uses and development history of the subject property. The subject property is identified as Parcel Number 4966-724 which is 15.09 acres in area. The current owner of the parcel is listed as the Mississippi Department of Archives and History. No evidence of past uses of the subject property with the potential to create adverse environmental conditions was identified in the tax records. Tax documentation is included in Appendix G.
7.5 Environmental Liens and Activity and Use Limitations
A deed search for environmental liens (ELs) and activity and use limitations (AULs) was not included in the scope of work for this Phase I ESA report. However, a variety of state and federal databases (including the CERCLA Liens database, federal and state institutional controls databases, and Brownfield sites databases) were searched as part of the regulatory agency database review detailed in Section 9 of this report. No ELs or AULs related to the subject property were identified during the database review.
7.6 Chain of Property Ownership
Chain-of-title research was not included in the scope of services for this assessment. As such, MCE did not acquire or review a chain-of-title report.

No previous environmental reports for the subject property were provided by the user or current owner. Because the property was not identified during the environmental agency database review summarized in Section 9, an additional agency file review was not conducted.
MCE utilized Environmental Data Resources, Inc. (EDR), a national environmental database research provider, to provide a Radius Map Report for the subject property. This database report is used to provide a summary of regulatory agency database entries regarding facilities within the ASTM E1527-13 search radii. The EDR research includes a search and compilation of federal, tribal, state, local, and additional propriety databases in an effort to identify potential environmental sites of concern near the subject property.
A complete listing of all databases searched during the environmental agency database review and a detailed listing of all findings is provided in the Environmental Data Resources Radius Map Report included as Appendix H.
9.1 Subject Property
The subject property was not identified in any of the regulatory databases reviewed.
9.2 Adjoining Properties
No adjoining properties were identified in any of the regulatory databases reviewed.
9.3 Off-Site Properties
One (1) off-site property was identified in the regulatory databases reviewed and is discussed in the following section.
9.3.1 State Hazardous Waste Sites (SHWS)
State Hazardous Waste Sites (SHWS) records are the states’ equivalent to CERCLIS. These sites may or may not already be listed on the federal CERCLIS list. Priority sites planned for cleanup using state funds (state equivalent of Superfund) are identified along with sites where cleanup will be paid for by potentially responsible parties. The data comes from the Mississippi Department of Environment and Natural Resources’ Inactive Hazardous Sites Program. A review of the SHWS list has identified one (1) site located within approximately 1.0 mile of the subject property. This site is identified as:
• Champion Hill Battlefield, Edwards, Mississippi (State No Further Action Date 6/10/1993).
Based on MCE’s review of the data provided, and regulatory status, it appears that activities at this off-site property have a low potential to impact the subject property.
9.4 Orphan and Un-plotted Sites
An orphan site is one with insufficient address information to be mapped in the database report. No orphan or un-plotted sites were identified in the environmental database review.

On April 2, 2019, MCE conducted a physical reconnaissance of the subject property to evaluate for the presence of “recognized environmental conditions”. The observations made during the site reconnaissance are described below.
10.1 Hazardous Chemical or Petroleum Storage
No evidence of hazardous chemical or petroleum storage was observed on the subject property.
10.2 Unidentified Substance Containers
No evidence of unidentified substance containers was observed on the subject property.
10.3 Potential Polychlorinated Biphenyls (PCBs)
No evidence of equipment with the potential to contain PCBs was observed on the subject property.
10.4 Hydraulic Equipment
No evidence of hydraulic equipment was observed on the subject property.
10.5 Drains and Sumps
No evidence of drains or sumps was observed on the subject property.
10.6 Pits, Ponds, or Lagoons
During our site visit, storm water was observed to collect in the low lying areas after heavy rain on the subject property. No evidence of pits, ponds, or lagoons associated with wastewater treatment or storage was observed on the subject property.
10.7 Wastewater
No evidence of waste water treatment was observed on the subject property.
10.8 Structural Staining or Corrosion
No evidence of structural staining or corrosion was observed on the subject property.
10.9 Stained Soil or Pavement
No evidence of stained soil or pavement was observed on the subject property.
10.10 Stressed Vegetation

10.13 Septic Systems
No evidence of septic systems was observed on the subject property.
MCE conducted a vapor migration screening survey of the subject property to assess the risk of “vapor encroachment conditions” (VECs) on the subject property. The scope of this screening was limited to visual observations and review of the environmental database records, and did not include the collection and laboratory analysis of air samples to confirm the presence of airborne contaminants by vapor intrusion A VEC is defined by ASTM Standard E2600-10 standard as, “the presence or likely presence of chemicals of concern (COC) vapors in the sub-surface of the subject property caused by the release of vapors from contaminated soil or groundwater either on or near the subject property… ” Based on the ASTM Standard E1527-13 definition of a REC (as defined in Section 3.1), a VEC constitutes a REC. It is important to note that this vapor migration screening survey is not intended to satisfy ASTM Standard E2600-10, a Tier 1 or Tier 2 investigation, nor does it imply that ASTM Standard E2600-10 must be applied to achieve compliance with all appropriate inquires.
Based on MCE’s site observations and review of available environmental databases, MCE did not identify any conditions on the subject property or on adjoining properties that would indicate a REC relative to vapor migration exists at the subject property.
The following is a summary of the findings of this assessment:
• The subject property is comprised of 15.09 acres of undeveloped wooded land;
• According to historical records dating back to 1938, the subject property has not been developed a of wooded undeveloped land;
• The subject property was not identified in any of the environmental databases reviewed;
• No adjoining properties were listed in the environmental databases reviewed;
• One (1) off-site property was listed in the environmental databases reviewed; however, based on our review of the data provided in the regulatory database reports and regulatory status of this site, this property has a low potential to impact the subject property; and
• MCE’s site reconnaissance did not reveal any RECs for the subject property.
The findings listed above were used to develop the conclusions and recommendations in the following section.
MCE has performed a Phase I Environmental Site Assessment for the property identified by the Hinds County Tax Assessor as Parcel Number 4966-724, located in Edwards, Mississippi (the "subject property") in conformance with the scope and limitations ASTM Practice E1527-13. Any
