Questions & Answers

1. QUESTION: Under Initial Field Reconnaissance. I’m assuming this would be a standalone site visit to lay out the boring locations? If so, it seems that it would be preferable to prepare the soil boring plan first, then travel to the site to lay out the approved boring locations.

a. ANSWER: The Initial Field Reconnaissance can be conducted independent of other contractor activities or upon the contractor's initial work at the site. And yes, the boring plan should have been developed by the contractor and approved by the NPS prior to the Initial Field Reconnaissance.

2. QUESTION: The SOW references potential groundwater sampling. Although unlikely based on review of the previous LSI, is there a preferred method of groundwater sample collection? Unless a well is installed, groundwater samples collected from an open borehole will be highly turbid, low quality, and will particularly affect the metals results.

a. ANSWER: No wells are planned as part of this investigation

3. QUESTION: How close can the sampling crew get to the sampling site with a standard four wheel drive vehicle?

a. ANSWER: The NPS owns land immediately south of Champion Hill Road that can be used for parking vehicles in the event the contractor's vehicles can not navigate the terrain or vegetation cover on the MDAH property

4. QUESTION: Will a utility vehicle be necessary?

a. ANSWER: I believe a utility vehicle would prove useful.

5. QUESTION: Based on review of online parcel ownership, it appears that access to the site may require crossing private property. Is there an access agreement in place? Or is there an access route from Champion Hill Rd. via MDAH property?

a. ANSWER: Vehicular access to the site will be provided by MDAH to allow the contractor to move equipment and personnel as close to the boring locations as possible and to allow the contractor to conduct other field observations. Portions of the site are heavily wooded and cutting vegetation to gain vehicular access will require additional MDAH approval.

6. QUESTION: Why are laboratory analyses of pesticides, herbicides and PCBs being required if none of these compounds were detected in the initial LSI?

a. ANSWER: The NPS Environmental Compliance Division has requested these analyses.

7. QUESTION: The period of performance is listed as 7/26/21 - 9/30/21 in the SOL. Do you anticipate awarding this by 7/26/21 with work to be complete by 9/30/21?

a. ANSWER: The performance period will be 60 days with a changed start and end date to 8/15/2021 -10/15/2021
