Subject: Limited Subsurface Investigation

MDAH Parcel 4966-724 Edwards, Hinds County, Mississippi 39066

Dear Mr. Cook, Mill Creek Environmental, LLC (MCE) has completed a Limited Subsurface Investigation (LSI) for the subject property. The purpose of this investigation was to evaluate for the presence of soil contamination on the subject property that may be present as a result of the operation of a railroad located at the northern property boundary. This LSI was completed at the request of the National Park Service Land Resource Program.

The results of the LSI indicate that regulated compounds are present on the subject property that exceed applicable clean-up standards. Because the contaminants detected are suspected to be from the railroad on an adjacent property, and there are no sources of contamination on the subject property, the owner and purchaser of the subject property are not considered responsible parties and would have no direct liability for the assessment and remediation of the contamination detected.

Since the intended use of the property is for a publically owned part of the National Park System, the NPS may wish to implement engineering controls (limit public access to contaminated areas), institutional controls (file deed restrictions on the contaminated parcel), clean-up the contamination to unrestricted use, or follow MDEQ guidelines to complete a more detailed evaluation of the potential risk of the contamination.

MDEQ clean-up guidelines for uncontrolled sites utilize the MDEQ Brownfield Risk Evaluation Procedures, and would start with a Tier 1 Evaluation. MCE compared levels of contaminants detected to the Tier 1 lookup tables found that several compounds exceed the Tier 1 levels for restricted (deed restriction required) sites. Sites with chemical concentrations in soils that exceed the restricted TRGs may:

1. Clean-up and/or remove the affected media to a value at or below the unrestricted TRG values resulting in an unrestricted land use site;

2. Clean-up and/or remove the affected media to a value at or below the restricted TRG values but above the unrestricted TRG values resulting in a restricted land use site and implement appropriate institutional controls (i.e., land use restriction), or

3. Perform a Tier 2 Evaluation

Since concentrations detected exceed the Tier 1 restricted TRGs, and if additional risk assessment is chosen as the preferred alternative, then a Tier 2 evaluation would be the next step in this process. A Tier 2 Evaluation provides the option of performing a more in-depth evaluation of site-specific conditions to develop site-specific Remediation Goals (RG) and/or to better define site-specific data to be used for a Tier 1 Evaluation.

MCE is happy to discuss our conclusions in more detail or provide a scope of work and cost estimate to complete the Tier 2 Evaluation if needed.

We have performed this assessment in accordance with generally accepted environmental practices and procedures as of the date of this report. We have employed the degree of care and skill ordinarily exercised under similar circumstances by reputable environmental professionals practicing in this area. The conclusions contained within this assessment are based upon site conditions we readily observed or were reasonably ascertainable and present at the time of my site inspection, reasonably ascertainable regulatory information, and reasonably ascertainable historical information.

The scope of this assessment does not purport to encompass every report, record, or other form of documentation relevant to the property being evaluated. To the best of my knowledge, this Limited Subsurface Investigation has been performed in compliance with ASTM Standard E1903-11 for Phase II Environmental Site Assessments.

We declare that we meet the definition of Environmental Professional as defined in §312.10 of 40 CFR 312 and we have the specific qualifications based on education, training, and experience to assess a property of the nature, history, and setting of the subject property.

Mill Creek Environmental, LLC (MCE) has completed a Limited Subsurface Investigation for a portion of Parcel Number: 4966-724 (the “subject property”) located in Edwards, Hinds County, Mississippi. This investigation was performed at the request of Mr. Joe Cook of the Land Resource Program (LRP) of the National Park Service (NPS), as part of the due diligence process prior to the transfer of ownership. This parcel is to be transferred from the Mississippi Department of Archives and History (MDAH) to the NPS for incorporation into the Vicksburg National Military, Park Champion Hill Unit.

2.1 Previous Phase I Environmental Site Assessment (ESA)

A Phase I ESA of the subject property was completed by MCE of April 19, 2019. Based on the observations and information gathered during the Phase I ESA, the assessment revealed no evidence of recognized environmental conditions (RECs) in connection with the subject property. In order to comply with NPS due diligence procedures, a Limited Subsurface Investigation (LSI) was requested to evaluation the potential for soil contamination on the subject property from an adjacent railroad located along the northern property boundary.

2.2 Purpose

The purpose of this investigation was to evaluate for the presence of soil contamination on the subject property that may be present as a result of the long-term operation of a railroad located at the northern property boundary.

2.3 Scope of Work

The scope of work for this LSI included the following tasks:

TASK 1- Prior to completing subsurface penetrations, MCE obtained utility clearance from Mississippi 811 utilities protection center. In addition, other utility protection measures including a visual assessment of the work area and hand-augering was used, to the extent practicable, to minimize potential damage to underground utilities;

TASK 2- A total of twelve (12) hand auger borings were advanced in predetermined locations along the edge of the railroad right-of-way (ROW), along the northern property boundary. The borings were placed approximately 100 linear feet apart, spanning the length of the northern property boundary;

TASK 3- Continuous soil classification was recorded from each of the hand auger borings and used to determine soil sample intervals;

TASK 4- A total of twenty-four (24) soil samples were collected from the twelve (12) soil borings for laboratory analysis. Each of the twenty-four (24) soil samples was submitted to a certified laboratory and analyzed for volatile organic compounds (VOCs), polycyclic aromatic hydrocarbons (PAHs), total

TASK 5- This report was prepared to document MCE’s findings and offer recommendations for further action as needed to address site conditions.

2.4 Limitations

The report and any other information which MCE prepared and submitted to the Land Resources Program of the National Parks Service (the users), in connection with this project (the “Report”), are for the sole use and benefit of the users and may not be used or relied upon by any other person or entity without the prior written consent of the users and MCE, except as provided for specifically in the agreement. Any such consent given by MCE will be deemed to be and will be subject to the terms and conditions as MCE may reasonably require, including without limitation a monetary limit to MCE’s liability to any person granted such consent (the “Grantee”), and any such Grantee will be deemed to have agreed to such terms and conditions by its use and reliance on the Report. The use or re-use of this document or the findings, conclusions, or recommendations presented herein, by any other party or parties is at the sole risk of said users.

MCE and the users agree that (1) the information in the Report relates only to the property specifically described in the Report and was presented in accordance with and subject to the scope of work described in the Report or specifically agreed to by MCE and the users; (2) the information and conclusions provided in the Report apply only to the subject property as it existed at the time of MCE’s site examination. (4) the Report is intended to be used in its entirety and no excerpts may be taken to be representative of the findings of this investigation; and (5) environmental land-use issues and constraints of possible relevance (e.g., wetland surveys, sensitive habitats, radon, lead paint, asbestos, etc.) were not included in this scope of services.

It should be noted that the information and conclusions provided in this Limited Subsurface Investigation report apply only to the subject property as it existed at the time of MCE’s site evaluation. In addition, the scope of this soil sampling was limited to the analysis of shallow soils along the railroad right-of-way, and does not purport to provide a complete analysis of subsurface conditions at the subject property.

3 SITE DESCRIPTION

The subject property is identified by the Hinds County Tax Assessor as Parcel Number: 4966-724, totaling 15.09 acres in area. Ground cover on the subject property consists of trees and brush. The right-of-way to the Illinois Central Gulf Railroad is located on the northern property boundary.

Bakers Creek forms the western property boundary. The adjoining property to the east is used for the cultivation and growth of various row crops.

A topographic map showing the subject property location is presented as Figure 1.

4 SUBSURFACE INVESTIGATION PROCEDURES

MCE conducted the Limited Subsurface Investigation at the subject property on September 4 and 5, 2019. A total of twelve (12) hand auger borings were advanced in predetermined locations along the northern property boundary. The boring locations were detailed in the Proposal for Limited Subsurface Investigation, dated June 25, 2019. The borings were placed at uniform distances along the northern property boundary, adjacent to the Illinois Central Gulf Railroad ROW. The borings were placed approximately 100 linear feet apart, spanning the length of the northern property boundary. The railroad right-of-way is reported to be approximately 80 feet in total width, or approximately 40 feet from the centerline of the railroad. Telecommunications and natural gas underground utilities were observed paralleling the northern property boundary, immediately inside the railroad right-of way. To avoid potential damage of underground utilities, each soil boring was placed approximately 45 feet from the centerline of the railroad.

Each hand auger boring was advanced to a depth of 4 feet below ground surface (bgs). Continuous soil classification was recorded from each of the hand auger borings and used to determine soil sample intervals. Two (2) soil samples were collected from each hand auger boring, one (1) surficial sample (0-1 ft bgs) and one (1) deeper sample (3-4 ft bgs). Soil borings were assigned boring numbers SB-01 through SB-12, increasing numerically along the northern property boundary from west to east. Each hand auger soil boring was flagged in the field and labeled with indelible ink.

Soil boring locations are depicted on Figure 2, 3a and 3b and soil boring logs are provided in Appendix A.

Soil samples were collected with a stainless steel hand auger that was properly decontaminated between each sampling interval and each boring to limit the potential for cross contamination.

Soil samples were submitted to Pace Analytical Services, LLC in Atlanta, Georgia and analyzed for VOCs by EPA Method 8260B, PAHs by EPA Method 8270E, TPH DRO by modified EPA Method 8015C, total metals by EPA Methods 6010D and 7471B (mercury), herbicides by EPA Method 8151A, pesticides (organochlorine) by EPA Method 8081B, and PCBs by EPA Method 8082A.

5 SOIL ANALYTICAL RESULTS

Soil analytical results are summarized in Tables 1a, 1b, 1c and 1d and analyte detections above Mississippi Department of Environmental Quality (MDEQ) Tier I Target Remediation Goals (TRG) are depicted on Figures 3a and 3b. Laboratory analytical report and chain-of-custody documents are included in Appendix B.

5.1 Volatile Organic Compounds (VOCs)

Each soil sample was analyzed for VOCs by EPA Method 8260B. Acetone was detected in seventeen (17) of the twenty-four (24) soil samples submitted for analysis. The maximum

P:\NPS\Parcel # 4966-724\NPS-1901-3\Limited Subsurface Investigation Report.docx October 11, 2019 concentration of acetone in the soil samples analyzed was 0.401 mg/kg in SB-05 (0-1 ft). The Mississippi Department of Environmental Quality (MDEQ) Tier I Target Remediation Goals (TRG) for areas of unrestricted soil use is listed as 7,820 mg/kg. The acetone present in the soil samples is likely to due residual contamination involved with laboratory glassware cleaning or reactions between the sample bottle preservative and natural compounds in the soil. Regardless of the source of acetone, the concentrations observed were below the Tier I TRGs.

No other VOC compounds were detected in the soil samples submitted for analysis.

5.2 Herbicides, Pesticides and Polychlorinated Bi-phenyls (PCBs)

Each soil sample was analyzed for herbicides by EPA Method 8151A, pesticides (organochlorine) by EPA Method 8081B, and PCBs by EPA Method 8082A. No herbicides, pesticides or PCBs were detected in the soil samples submitted for analysis.

5.3 Metals

Each soil sample was analyzed for metals by EPA Methods 6010D and 7471B (mercury). Arsenic, iron, manganese and phosphorus were detected above their respective Tier I TRGs for areas of unrestricted soil use. No other metals were detected above their respective Tier I TRGs.

MDEQ has published literature indicating that concentrations of arsenic naturally occur in this area above the respective Tier I TRGs. The environment in which the soil samples were collected is a floodplain that contains decomposing organic materials that release organic phosphorus during plant decomposition. Because the arsenic and phosphorus were detected in most borings in similar concentrations, and in an environmental setting conducive to organic decomposition, the arsenic and phosphorous appear to be naturally occurring in soils in this area.

5.4 Polycyclic Aromatic Hydrocarbons (PAHs)

Each soil sample was analyzed for PAHs by EPA Method 8270E. PAH compounds were detected in the surficial soil samples (0-1’) collected from soil borings SB-01, SB-02 and SB-04 at concentrations above the most stringent Tier I TRGs. These compounds were not detected in the subsurface soils analyzed at 3-4’ bgs in each of the soil borings. These borings are located within the floodplain of Bakers Creek which is periodically inundated during periods of heavy rainfall.

5.5 Total Petroleum Hydrocarbons (TPH)

Each soil sample was analyzed for TPH diesel range organics (DRO) by EPA Method 8015C. TPH was detected in six (6) of the twenty-four (24) soil samples submitted for analysis. Of the six (6) samples with detections, none exceeded the Tier I TRG value of 300 mg/kg.

5.6 Laboratory Notes

Laboratory detection limits were elevated in some of the samples analyzed resulting in method detection limits (MDLs) that are above their respective Tier I TRGs. The elevated MDLs are primarily a result of matrix interference that occurs during the laboratory analysis. The matrix interference is most commonly due to the presence of non-targeted compounds (i.e. compounds that

MDEQ clean-up guidelines for uncontrolled sites utilize the MDEQ Brownfield Risk Evaluation Procedures found in MDEQ regulations, Title 11: Mississippi Department of Environmental Quality, Part 3: Hazardous Waste Management Regulations, Chapter 2: Mississippi Commission on Environmental Quality Final Regulations Governing Brownfield Voluntary Cleanup and Redevelopment in Mississippi.

The regulations utilize risk-based criteria for site evaluation and remediation. MCE compared levels of contaminants detected to the Tier 1 lookup tables in the rules and found that several compounds exceed the Tier 1 levels for restricted (deed restriction required) sites. Sites with chemical concentrations in soils that exceed the restricted TRGs may:

1. Clean-up and/or remove the affected media to a value at or below the unrestricted TRG values resulting in an unrestricted land use site;

2. Clean-up and/or remove the affected media to a value at or below the restricted TRG values but above the unrestricted TRG values resulting in a restricted land use site and implement appropriate institutional controls (i.e., land use restriction), or

3. Perform a Tier 2 Evaluation

The Tier 1 risk based evaluation process also requires completion of a Conceptual Exposure Model, a detailed Site Characterization, and an Ecological Checklist.

Since concentrations detected exceed the Tier 1 restricted TRGs, and if additional risk assessment is chosen as the preferred alternative, then a Tier 2 evaluation would be the next step in this process. A Tier 2 Evaluation provides the option of performing a more in-depth evaluation of site-specific conditions to develop site-specific Remediation Goals (RG) and/or to better define site-specific data to be used for a Tier 1 Evaluation. The Tier 2 Evaluation may include, but is not limited to, an evaluation of site-specific conditions by:

1. Utilizing statistical methods and comparing the results to the Tier 1 TRGs;

2. Comparing exposure point concentrations (EPCs) to calculated background chemical concentrations;

3. Comparing EPCs to calculated regionally prevalent chemical concentrations;

4. Utilizing site-specific variables (i.e., exposure frequency, exposure duration, etc.) to calculate site-specific RGs;

5. Eliminating or minimizing exposure to contaminants;

6. Conducting analysis of Petroleum Hydrocarbons using TPH Fractioning; or

7. Utilizing other methods approved by MDEQ.

The Tier 2 risk based evaluation process also requires completion of a Conceptual Exposure Model, a detailed Site Characterization, and an Ecological Checklist.
