About this file
This document is a Statement of Objectives for the Veterans Health Administration (VHA) Print & Mail Requirements, establishing comprehensive requirements for a bulk print-and-mail solution serving Veterans Integrated Service Networks (VISNs) and stations nationwide.
The contractor shall deliver a compliant, efficient bulk print-and-mail service processing over 11 million letters monthly, scaling from 50,000 to millions of pages per VISN. The solution must integrate with Veterans Affairs Enterprise Cloud (VAEC) and support Oracle Health PDF letters and XML metadata outputs via secure AWS S3/Azure File Storage connections compliant with VA Handbook 6500 and FedRAMP standards. The contractor must consume XML manifest metadata files deposited twice daily (5am and 5pm Central Time) to generate coversheets, print black-and-white letters on standard 8.5x11 paper (supporting up to 25+ pages), perform automated folding and insertion with barcode margins for insertion accuracy, and provide First-Class mail services using VISN/station postage accounts with USPS pre-sorting and Intelligent Mail Barcode support. Print accuracy must achieve 99.7% SLA, and mailing accuracy must meet 99.7% SLA with processing within 7 calendar days. The contractor shall manage complete letter lifecycle automation including intake, printing, mailing, archiving, and secure deletion after 60 days, with certificates of destruction upon request and legal hold support.
Technical requirements include development, test, staging, and production environments; nightly automated data transfer to VHA Data Warehouses; comprehensive audit logging retained for seven years; full-lifecycle status transparency with end-to-end tracking by unique Event ID; and disaster recovery capabilities with Recovery Time Objective not exceeding four hours and Recovery Point Objective not exceeding fifteen minutes. The contractor must provide graphical self-service reporting dashboards for 500+ authorized users with real-time USPS Informed Visibility tracking integration, support security incident notification within one hour of discovery, conduct annual security training for staff, permit VA audits and penetration testing, maintain system availability at 99.9% monthly, and respond to critical incidents within 30 minutes. Optional features include color printing, binding folios or magazine-type booklets, patient education materials, front and back printing for A4 letters and postcards, and capacity for community announcement inserts.
