About this file

This is a Single Source Justification (Simplified Acquisition) document for the Air Force Research Laboratory (AFRL) to procure a perpetual license for VG Studio MAX software. The contracting activity is AFRL/PZLET, and this is not classified as a Bridge Action. The requirement includes three items: VGSTUDIO MAX Composites & Plastic Dongle License – Maintenance, Foam/Powder Analysis – Maintenance, and Digital Volume Correlation – Maintenance, each in a quantity of one.

The justification establishes that VG Studio MAX is necessary for advanced CT scan data analysis, including high-fidelity 3D visualization, precise segmentation of internal structures, dimensional measurements, and defect analysis on aerospace materials. The software must integrate seamlessly with the Air Force's existing CT scanner and reporting systems; failure to acquire this capability would compromise material quality control, delay product development, and prevent compliance with regulatory and safety standards. Market research conducted on January 23, 2026, through extensive Internet searches identified that while some general enterprise software packages offer basic CT analysis, none provide the specialized functionality critical to the AFRL mission. The software is not sold on 2-GIT, NASA SEWP, or DOD ESI. The Contracting Officer has determined under FAR 13.106-1(b)(1) that only a single source is reasonably available. The Government will conduct a new market survey prior to any subsequent procurement to determine if a competitive environment has developed or alternative solutions have become available that meet minimum needs.
