About this file

This is an Emergency Purchase Statement from the State of Illinois Chief Procurement Office for General Services, involving the Illinois Department of Public Health (IDPH) and Agiliti Health. The emergency purchase is for sustaining a service agreement to manage the State's ventilator device and supply cache, specifically covering the repair and preparation of 365 ventilator units located at the State Strategic National Stockpile Regional Storage Site. The contract is a short-term, 70-day agreement running from June 1, 2025, to August 9, 2025, aimed at maintaining ventilator readiness for potential emergency response situations.

The emergency purchase is valued at $518,938.96 and will be funded through State Appropriated Funds. Agiliti Health was selected as the sole vendor due to its existing one-year service agreement and comprehensive knowledge of the 449 ventilators currently under maintenance. The procurement bypassed typical competitive bidding due to the urgent need to maintain ventilator readiness, with the agency noting that switching vendors would incur approximately $95,000 in return and inspection costs, and potentially delay critical emergency preparedness. A search for Business Enterprise Program (BEP) vendors was conducted, but only four qualified vendors were found, and none were deemed suitable for this emergency procurement.

Emergency Category (select the appropriate option from the drop-down menu below):

Immediate expenditure is necessary for repairs to State property to protect against further loss or damage

Reason for selection of this particular vendor:

This emergency purchase is necessary to ensure uninterrupted maintenance and repair of the State’s ventilator cache. Agiliti Health, Inc. has held the service agreement for one year and is thoroughly familiar with the condition of the ventilators and the required repairs.

Agiliti Health, Inc. is the selected vendor due to its existing involvement and expertise with the 449 ventilators currently under maintenance. Agiliti Health, Inc. has already completed a thorough inspection of the ventilators and possesses detailed knowledge of the repairs still required. This prior work uniquely positions the vendor to efficiently complete the necessary repairs without additional inspection delays or costs.

Selecting a new vendor would require returning the ventilators, incurring return costs and additional inspection fees estimated at $95,000. this short 70 day agreement is only to cover the time that is needed to complete the assesment of the current bidders for 25-482DPH-FINAN-B-47367 that was opened on 05/06/2025 This would also delay the readiness of these critical devices, which are essential for emergency response.

The pricing was determined fair and reasonable after extensive discussions focused on existing issues and repair options.

A new vendor will need to conduct another examination, which will involve additional time, cost, and potential delays. Denial of this emergency request would force the IDPH to either dispose of the ventilators or return them for inspection by another vendor, resulting in lost federal funding and potential risks to public health.

The ventilators are currently located at Agiliti Health, Inc., which is responsible for ongoing maintenance. Given the short timeframe until a permanent contract can be established, this emergency purchase is crucial for maintaining ventilator readiness in the event of an imminent public health emergency.
