This document contains Vendor Questions and Answers related to Bid 12324 for an Industrial Shredder/Baler issued by the Illinois Department of Human Services (DHS). The IFB (Invitation for Bid) is for the purchase and installation of a new industrial shredder/baler at the DHS Downstate Warehouse in Springfield, Illinois. The IFB specifies a minimum P-4 shred confidentiality level and indicates the potential volume could reach up to 30+ tons per week. The IFB provides details on the required space allocations around the baler equipment, including allowing space for bale eject and emergency exit access. The customer is open to either manual or automatic tie balers, and accepts both steel wire and PET strap bale tying. The bales can be either bagged or wrapped, and the equipment will be installed on the ground floor.
Regarding pricing, the IFB states that bids should be submitted based on the specifications and pricing requirements outlined. No information is provided about set-asides, incumbents, funding sources, or contract term and renewal options.

VENDOR QUESTIONS AND ANSWERS – BID 12324
INDUSTRIAL SHREDDER/BALER FOR OBS
Question 1 - Is there a required shred width or piece size?
Answer 1 – Per Section 1.2.1.3 of the Invitation for Bid (IFB), minimum P-4 shred confidentiality level.
Question 2 - What is the estimated volume per hour/day/month/year? – We don’t need it broken down like this, just one of these will do.
Answer 2 - Depending on how the amount of shred that comes in weekly, the amount could reach a total of up to 30+ tons a week.
Question 3 - Besides the 25' for the baler, how much space is allotted for the "bale eject"?
Answer 3 - If the baler is going to run along the south wall, there should be 12’ of space for bale eject while still allowing 3’-5’ feet of space for the emergency exit door. This would also allow 7’ off of the east wall to the edge for where the baler begins. A site visit should be made to ensure accurate understanding of the space and accurate measurements.
NOTE: The baling process absolutely needs to avoid encroaching on the exit path and also must provide a path of travel for a forklift or pallet jack to retrieve the bales.
Question 4 - Is the customer looking for a manual tie or auto tie baler?
Answer 4 – Either would be acceptable.
Question 5 - Can the bales be tied with steel wires or are they looking for PET straps?
Answer 5 – Either would be acceptable.
Question 6 - Does the bale need to be "bagged" or can it be "wrapped"?
Answer 6 - Bagging would be the preferred method but either would be acceptable Question 7 – What would the floor number be for installation (ground floor or other)?
Answer 7 – It will be installed on the ground level.
Question 8 – If quoted regarding an equipment of higher specs, would that be honored?
Answers 8 – Bids should be submitted based on the specifications and pricing requirements of the IFB.
