About this file
This is a Vendor Questions and Responses document for Colorado Parks and Wildlife (CPW) solicitation DQ1 PMAA 2017*1450 regarding a Brush office modular unit lease and setup. The solicitation seeks proposals for the supply, delivery, and installation of modular units at the Brush office location. The project requires a custom floor plan designed specifically for CPW's operational needs, and bidders are not permitted to submit alternate floor plans. CPW will be responsible for obtaining applicable permits from Morgan County, while external connections to site water, sewer, electrical, and data services will be provided by ABP Corp. The successful bidder is responsible for supplying, delivering, and setting up the modular unit at the site, with all other site work to be performed by parties other than the modular building company.
The state indicated willingness to negotiate contract terms and conditions, though certain provisions cannot be modified due to state laws and regulations. The document clarifies that this is a modular units solicitation rather than a real property lease proposal, and that existing utilities from a previously located modular building may not be fully reusable without assessment by qualified contractors. CPW expects the bidding contractor to focus solely on the modular building supply and installation, while the state or designated third parties handle site preparation, permitting, utility infrastructure development, and engineering requirements.

Questions and Answers DQ1 PMAA 2017*1450
1. Regarding your Brush office solicitation, can you confirm for me that you are looking for either a proposal to lease real property that would allow for roughly the same usage identified in the documents as what you are also soliciting a bid for in the form of three modular units?
A.1 No, the solicitation is for modular units.
2. Quite frequently the owner/client takes care of the building permits, utility and data hook ups and does this by contracting with a general contractor that is licensed with the local building department, is this something the Parks and Wildlife would be willing to be responsib le for.
A.2 CPW will obtain applicable permits from Morgan County. External connections to site water, sewer, electrical, and data services to be provided by others. (ABP Corp.)
3. I understand there was a existing modular in place but that does not necessarily mean that all the correct utility services are reusable, Again this is what a general contractor can find out. For instance Is there any change in power requirements from the old building to the new building and if so how will that be handled? The building department might require engineered drawings for electrical as well as site drainage, sewer and water and possibly other requirements that the local planning and building department might have. Will a site plan be required, is there a foundation requirement and engineered foundation required?
It makes a lot of sense to have a G.C. take care of all site work and pulling of permits and have the modular building company just supply and set the building along with handling of the lease of the building.
A.3 Successful bidder to supply, deliver, and set up modular unit at site. Site work to be performed by others.
4. Does someone (a competitor) have the floor plan provided in stock?
A.4 The floor plan is custom to CPW needs. (Mod Space)
5. Will you accept alternate floorplan(s)?
A.5 No
6. Are you open to amending the contract terms/conditions?
A.6 The state is willing to negotiate on the terms and conditions in the Contract, however the Vendor must understand the some of the terms and conditions the State will not be able to change due to State laws and regulations.
