About this file

This is a Vendor Questions and Department Responses document for a Request for Information (RFI) issued by the Florida Department of Revenue regarding SAP S/4HANA Process Intelligence and Business Process Management Platform solutions. The RFI seeks information on enterprise process intelligence platforms to support the Department's transition from SAP ECC to S/4HANA and establish permanent process governance capabilities. Vendor questions were due June 19, 2026 at noon Eastern Time, with RFI responses required by July 3, 2026 at noon Eastern Time. The Department seeks automated process discovery, standards-based process modeling (BPMN 2.0), conformance checking, continuous process monitoring, simulation tools for testing changes, and regulatory gap identification within a single governed environment. The initiative encompasses approximately 200+ business processes across multiple SAP environments, with an initial focus on three end-to-end processes for the proof of value. If demonstrations are requested, they will be conducted either onsite in Tallahassee, Florida or virtually via Microsoft Teams, with five Department users assigned to participate during the 30-day hands-on evaluation period. The Department plans to conduct the SAP S/4HANA transformation over the next three years using a brownfield approach that preserves existing stable processes while selectively modernizing.

The Department intends to deploy the process intelligence platform on-premise or within government cloud infrastructure with U.S.-based data residency only, though it remains open to reviewing secure SaaS solutions hosted in government clouds such as AWS GovCloud or Azure Government if on-premise options are unavailable. The Department currently operates a single instance each of SAP ECC and SAP CRM (both EHP8 for SAP ERP 6.0 SPS 22 based on SAP NetWeaver 7.5 SPS 29) supporting the SUNTAX system, generating multiple terabytes of transaction data through BAPIs, RFCs, and APIs across less than 2TB of SAP HANA database storage. The proof of value will utilize offline evaluation with pre-cleansed, static historical datasets provided by the Department, with data extraction handling available through native connectors, external ETL tools, or real-time API integrations. The Department has established a budget for this project and is open to subscription-based, usage-based, or enterprise license cost models. Vendors are expected to be registered with the State of Florida Department of Management Services through MyFloridaMarketPlace and the Department of State, Division of Corporations, with no subcontracting permitted during the proof of value phase. The RFI is an information-gathering exercise only, and the Department is not obligated to any vendor nor liable for response costs.
