About this file
This document is a Vendor Questions and Department Responses record for RFI #25/26-17, issued by the Florida Department of Revenue for C&T Testing and Proctoring services. The RFI seeks an online testing and proctoring platform to support testing for both external customers, such as county property appraisers and tax collectors, and internal DOR PTO staff. The Department anticipates administering up to 1,000 tests annually to a testing audience of between 500 and 800 individuals. The platform must store courses and course-related content that are updated annually by the Department. The RFI process does not provide feedback to vendors during the initial response phase; however, feedback will be included if and when a formal solicitation is issued. No specific timeline for the formal solicitation was disclosed.
The Department specified that standards for documenting incidents and disqualifying exam sessions will be developed collaboratively with the selected vendor. At minimum, proctors must log any events that constitute security breaches, rule violations, or technical issues impacting exam completion, with authority to immediately disqualify sessions when major violations occur. Security requirements for the platform include identity verification, a secure browser, randomized test questions and answers, and multiple exam versions. The Department confirmed that all required platform functionalities have been listed and that no additional high-priority features are needed beyond those specified in Section 5a of the RFI.

Vendor Questions & Department Responses C&T Testing and Proctoring
RFI – #25/26-17
Good afternoon:
Questions received timely and the Department responses are below:
1. Question: Regarding Section 5) Objective:
• Can you provide more clarity on the "TBD standards" referenced in sections dealing with proctoring?
• Are there specific security requirements for the online testing platform that vendors should be aware of beyond the general statement of a "secure platform"?
Department Response: The standards for documenting incidents or disqualifying would be developed with the selected vendor. At a minimum the Department would want the proctor to log any events that occur during the test which might be a security breach, a violation of rules, or a technical issue that impacts the completion of an exam session.
The proctor would be entrusted with the option to immediately disqualify an exam session when major violations of the exam process occurred.
A secure platform would include identify verification, a secure browser, randomized test questions/answers and/or multiple versions of exams.
2. Question: Regarding the scope of services:
In addition to the features listed in Section 5a, are there any other specific functionalities that are considered high priority for the online testing hosting platform?
Department Response: No, all requirements have been listed.
3. Question: Regarding the RFI process:
• Can the FDOR provide more information about the anticipated timeline for a formal solicitation after the RFI responses are analyzed?
• Will vendors who respond to the RFI receive any feedback on their submissions?
Department Response: No. Feedback is included as a normal part of the process if and when a formal solicitation is issued.
4. Question: Understanding the Audience
• Who are the individuals being tested? Are they employed by the State of Florida? Or are they external to a state agency or department?
• What is the targeted testing audience number?
Department Response: Individuals are a mix of external customers (such as county property appraisers/tax collectors) and internal DOR PTO staff. We anticipate a testing audience number between 500 and 800 annually.
5. Question: Learning Content Questions
• Are there any courses or overviews that need to be stored on the system? Will they need to be validated or updated?
• How many tests are expected to be reviewed, graded, and administered each year?
Department Response: Yes, courses and other course related content will need to be stored on the system. Most are updated on an annual basis by the Department of Revenue. We anticipate up to 1000 tests per year.
Thank you for your interest in doing business with the Florida Department of Revenue.
Sincerely:
