About this file

This is a Vendor Questions and Answers document issued by the Maryland Department of Health (MDH) for a janitorial staffing services contract (eMMA# BPM058293) at the Potomac Center and Secure Evaluation & Therapeutic Treatment (SETT) facilities in Hagerstown, Maryland. The solicitation seeks a business entity or staffing organization to provide three full-time janitorial staff members working eight hours per day, five days per week on day shift (8:00 a.m. through 4:30 p.m.), Monday through Sunday, excluding state holidays and inclement weather closures. The staff will perform daily cleaning and housekeeping tasks at these residential care facilities serving developmentally disabled adults and individuals with co-existing mental disorders. The Potomac Center operates 62 licensed beds while SETT, a secure forensic facility, operates 32 licensed beds. The contract term is seventeen weeks, approximately four months.

The solicitation permits bids from staffing agencies that employ or subcontract janitorial staff or from cleaning companies. Bidders or their proposed subcontractors must demonstrate a minimum of three years of experience providing janitorial staffing or commercial cleaning services in healthcare and/or behavioral health facilities, supported by three references documenting at least two years of service in such facilities. All required documentation—including experience certifications, proposed staff lists, driver's licenses, and criminal background check certifications—from subcontractors must be submitted with the bid package. The contract covers labor only; the State does not require the contractor to provide cleaning supplies, materials, or equipment. This is a new contract need; previous janitorial services included supply provision, making cost comparisons to prior contracts not feasible.

Janitorial Staffing Services for MDH Potomac Center and SETT

VENDOR QUESTIONS AND ANSWERS NO. 1

1. Question: Can the healthcare/behavioral health experience and references required by Section V be satisfied through a proposed subcontractor or teaming partner that will perform a portion of the contract, or must the prime contractor independently meet this requirement?

Response: Experience and references required by the solicitation can be satisfied through a proposed subcontractor; if a subcontractor is being proposed to perform duties under this Contract, the subcontractor’s credentials/minimum qualification documentation should be submitted with the bid package.

2. Question: Section IV.2.a states that the State "will accept bids from staffing agencies that employ or subcontract janitorial staff, or a cleaning company". Where a bidder subcontracts the janitorial staffing on that basis, does the performing subcontractor's experience and personnel satisfy the Section V minimum qualifications? Specifically:

a. The three references required under Section V.1.a, each with a minimum of two years of service in a healthcare and/or behavioral health facility; and

b. The proposed staff list, driver's licenses and criminal background check certifications required under Sections V.2.a and V.5.a, for personnel employed by the subcontractor rather than by the bidder.

Response: Please see response to Question #1 above.

3. Question: Can you please confirm the last contract price?

Response: This is a new contract/need. Our previous janitorial contract included the provision of supplies as well as labor, so the scope/cost are not comparable between the last contract and this new one.

4. Question: Also, can you please confirm that only labor is required, no cleaning supplies, materials or equipment?

Response: Correct, please refer to the IFB.

5. Question: The solicitation states that staffing agencies may employ or subcontract janitorial staff. Regarding the requirement that the Bidder have at least three years of experience providing janitorial staffing or commercial cleaning services for a healthcare and/or behavioral health facility, along with three qualifying references:

a. Would a staffing agency be permitted to satisfy this requirement through the documented experience and references of an experienced janitorial subcontracting partner?

b. If so, would the subcontractor's references and documentation be submitted with the bid to demonstrate compliance with Section V.1?

Response: Please see response to Question #1 above.

6. Question: Section IV.2(a) of the IFB states that the State will accept bids from staffing agencies that employ or subcontract janitorial staff, or a cleaning company.

However, eMMA Pricing line I1_000001 states "Is this Subcontractable? No".

Please confirm whether a bidder may use subcontracted janitorial personnel, or whether all three proposed personnel must be direct employees of the bidder.

Response: Please see response to Question #1 above; bidders may use subcontracted personnel as long as the required documentation is provided evidencing that the subcontractor meets the minimum qualifications.
