About this file

This is a Questions and Answers document for solicitation 36C25925Q0160, which clarifies that the opportunity is a total set-aside for Service Disabled Veteran Owned Small Businesses (SDVOSBs) for CCURE PACS License and CCTV maintenance services at VHA-MS facilities in Topeka and Fort Riley, KS. The incumbent is CAM-DEX Corporation, though the agency notes this is considered a new requirement. The VA declined to disclose budget/funding information since this is a simplified acquisition under FAR 12.6.

Key clarifications include that vendors must be registered as SDVOSBs in the SBA Veteran Certified system to be considered, and must comply with limitations on subcontracting requirements. The agency confirmed that any non-NDAA compliant video surveillance devices would be reviewed by VHA MS Waco Management for compliance determinations. Vendors must be authorized dealer/distributors for CCURE 9000 OEM Software House and provide certified technicians. Questions were addressed regarding service locations and schedules, with details referenced in the PWS paragraph 6 Schedule of Items/Locations table.

5) Why and how are you going to enforce the Limitations of Sub-Contracting? Answer: As a responsible steward of taxpayer funds, the CO has to exercise the right of the limitations of sub-contracting under FAR 52.219-14 and the CO will use any other pertinent VAAR, VHA Policies, and FAR to ensure that Limitations of Sub-Contracting for set-asides are met.

6) What was the cost of the final full option year of the previous contract?
