Vendor Questions & Answers (Updated starting on question 9-22)
1) Is this solicitation only for Service-Disabled Veteran Owned Small Businesses (SDVOSBs) total set-aside? Or can anybody bid on it?
Answer: Yes, the solicitation is only for Service-Disabled Veteran Owned Small Businesses (SDVOSBs) to submit their offers. Unfortunately, if any vendors that are not registered in the SBA Veteran Certified as SDVOSBs submit their offers, those offers would not be evaluated.
2) Who is the incumbent?
Answer: The incumbent is CAM-DEX Corporation.
3) What was the previous/current contract# for this requirement?
Answer: In order to ensure this solicitation’s requirements are met, the previous service contract is not relevant since this is a new requirement with details listed in the RFQ, PWS and Price/Cost Schedule.
4) What is the budget/value for this requirement?
Answer: The VA does not disclose the funding/budgeted amount for the requirement since this is a simplified acquisition under FAR 12.6. Therefore, we highly recommend for vendors to provide their best offer that they believe is competitive.
5) Why and how are you going to enforce the Limitations of Sub-Contracting? Answer: As a responsible steward of taxpayer funds, the CO has to exercise the right of the limitations of sub-contracting under FAR 52.219-14 and the CO will use any other pertinent VAAR, VHA Policies, and FAR to ensure that Limitations of Sub-Contracting for set-asides are met.
6) What was the cost of the final full option year of the previous contract?
Answer: In order to ensure this solicitation’s requirements are met, the previous service contract is not relevant since this is a new requirement with details listed in the RFQ, PWS and Price/Cost Schedule.
7) Please confirm whether licenses can be utilized via subcontractor(s) for this requirement?
Answer: Please review SP1 of the Special Standards of Responsibility from RFQ 36C25925Q0160.
8) If it is found that the devices currently being used for video surveillance are not NDAA compliant, will a replacement plan be initiated?
Answer: It will be reviewed by the VHA MS Topeka and Ft Riley Management Team and their decisions will be made on a case-by-case basis in accordance with any Federal rules and regulations.
9) Will the $8,800 annual maintenance allowance cover all CCURE PACS/CCTV service and repairs?
Answer: The annual maintenance allowance is there to cover what the COR determines as required unscheduled maintenance, and if the allowance needs to be increased for any unscheduled maintenance repairs as a result from preventative maintenance services or inspections, then the COR would coordinate with the CO to increase funding through a contract modification.
10) Could you provide details on the number of cameras installed outside versus inside each facility?
Answer: Topeka-7 outside and 36 inside; Ft. Riley- 14 outside and 15 inside.
11) Will any of the cameras require a lift for access during maintenance?
Answer: No.
12) How many video management servers are there?
Answer: 1 per site.
13) Are any badging stations included in the equipment scheduled for servicing or repairs?
Answer: 1 per site with VA owned equipment.
14) Are any intercoms included in the equipment scheduled for servicing or repairs?
Answer: No.
15) In Section 2.3 PACS/CCTV Service/Repair of the PWS, it seems to imply that the contractor is responsible for supplying the parts, but the next sentence states that the parts will be paid for by the VA. Could you please clarify which interpretation is correct?
Answer: The annual maintenance allowance is allocated to pay for unscheduled maintenance parts and services that requires the COR to review the vendor quote to determine availability of funds and price reasonableness before the COR can approve.
16) The vendor is asking we want maintenance support for Video Management Server software. If yes, what is the Video Management Server software Serial# (VMS)?
Answer: No, VMS support is not required.
