About this file
This document consists of vendor questions and agency responses regarding Illinois Department of Corrections solicitation 26-426DOC-CENTO-B-51716, a three-year indefinite quantity contract for analog surveillance equipment and related components. The procurement includes five megapixel TVI/AHD/CVI/analog dome outdoor cameras with motorized auto-focus 2.7-13.5mm lenses and 98 feet infrared range; long-range outdoor bullet cameras with 5-2 megapixel field-selectable capability and 197 feet infrared range; RG-59 dual shield BNC connectors in 35-packs; 16-output power supplies rated at 200vA with individually fused 24VAC outputs; Ganz Dr-16M85-RA-12-TB DVRs; and RG59 Siamese wire in 1000 feet per reel configurations. All deliveries must be directed to IDOC's Springfield location at 1021 North Grand Avenue East with fulfillment required within 15 days of purchase order approval. Bid submissions were due electronically through BidBuy on or before April 16, 2026, with questions required to be submitted no later than three business days before bid opening.
The contract establishes firm unit pricing that must remain fixed for the entire three-year term with no provisions for annual CPI adjustments or price escalations; vendors were required to submit pricing that accounts for the full three-year contract duration, and any pricing changes would require formal contract amendment approval by the State. The solicitation is not designated as a set-aside for small businesses, minority-owned businesses, women-owned businesses, persons with disabilities-owned businesses, or veteran-owned small businesses, though bidders may claim applicable preferences under the Illinois Procurement Code. Award will be made to the lowest priced responsive and responsible bidder. Vendors must be licensed resellers capable of providing warranties and ensuring 100 percent of work is performed in the United States. The contract may be partially or wholly funded with Federal funds, with the percentage and dollar amount to be disclosed upon award notification. A $15 fee to cover administration of the Minority Contractor Opportunity Initiative will be deducted from the first payment to any awarded vendor on contracts valued at $1,000 or more.

Vendor Questions and Agency Responses
Bid 26-426DOC-CENTO-B-51716
Vendor Question: On page 4, section 2.1 of the bid document, it states that pricing is firm for this contract, but it does say in Scope / Overview that this a three-year contract. So, I wanted to clarify whether this is a firm fixed quantities contract for a one-time order or if it is an indefinite quantities contract that the items will be ordered as-needed over a 3-year time period?
Agency Answer: The contract is intended to be indefinite quantity contract over the three-year term, not a one-time purchase of fixed quantities. While Section 2.1 identifies pricing as firm, this refers to the unit pricing submitted in BidBuy, which will remain fixed for the duration of the contract. The State will place orders over time, and quantities are not guaranteed.
Vendor Question: If it is indefinite quantities to be ordered as-needed, I don’t see in the pricing section that it addresses how long the contract pricing must remain firm or if annual CPI pricing adjustments are allowed?
Agency Answer: Pricing must remain firm for the duration of the contract term. As stated in Section 2., the contract is established with firm pricing, and there are no provisions within the IFB that allow for annual CPI or other price escalations. Vendors should submit pricing that accounts for the full three-year term, as any changes to pricing would require a formal contract amendment approved by the State.
