About this file

This document is a response to vendor questions regarding an Invitation for Bid (IFB) issued by the Illinois Department of Corrections (IDOC) for waste hauling services at the Western Illinois Correctional Center in Mt. Sterling, Illinois and the Clayton Work Camp in Clayton, Illinois. The IFB requests bids for the provision of containers, waste disposal services, and sewage dumpster removal. The IFB has a due date of Monday, April 29th. The key clarification provided is that the agency will not allow a separate line item for compactor rental, as the cost of such equipment is to be included in the estimated tonnage rates.

Regarding pricing, the IFB utilizes a per-ton rate structure, rather than a fixed monthly fee. No information is provided about set-asides, incumbents, funding sources, or contract term and renewal options.

DOC – Western Illinois Correctional Center – Waste Hauling Bid #24-426DOC-WESTE-B-41870 Amendment #4 Response to Vendor’s Questions to Invitation For Bid (IFB)

A question-and-answer deadline has been added to the IFB document.

Below is the response to the questions that IDOC has received regarding the above IFB:

Question: I have a structural question regarding the bid for waste removal services for Western Illinois Correctional Center in Mt Sterling, due Monday, April 29th.

Our preference would be the compactor(s) rental should be a separate line item on Bid Buy for accurate asset cost recovery. The current RFP has a request for cost for tons as the metric for hauling charges, with the notion that equipment rental is to be included in estimated tons. This could be a variable where asset recovery from the contractor cannot be realized.

Would you consider adding that line item to Bid Buy so the bid request accurately reflects 100% of the obligations requested of the contractor?

Agency Response: Refer to bid buy.
