About this file

This document is a BID AMENDMENT #2 related to IFB IDJJ Data Analysis and Planning Services for GOV Transformation, a contract opportunity issued by the Illinois Department of Juvenile Justice (IDJJ). The amendment addresses vendor questions regarding the required BEP Utilization Form and pricing for the 36-month contract term. The agency confirmed that vendors not BEP certified must request a waiver per the instructions, and that pricing should be submitted for the overall term rather than annually. The contract aims to provide data services, geo-mapping, and planning services to support the Governor's Transformation Plan for IDJJ.

Regarding pricing, the agency stated that it will evaluate the overall term and renewal cost when awarding a vendor. The solicitation also includes requirements related to electronic submissions only, as outlined in the attached Notice of Electronic Submissions Only document.

BID 27079 - BID AMENDMENT #2

Interested Vendor submitted the following question to IDJJ on 4/18/2022

1. VENDOR QUESTION: For the required BEP Utilization Form - we are not BEP Certified, so am I correct in assuming that we need to request a waiver per section Ill?

AGENCY REPONSE: Vendor will need to request a waiver per section Ill of the Utilization Plan.

2. VENDOR QUESTION: Are there instructions somewhere that I can consult, or can you provide clarification as to how to address that form in this instance?

AGENCY RESPONSE: Pages 5-7 of the U-Plan should be followed step by step. Additional resources regarding best practices can be found at https://www2.illinois.gov/cms/business/sell2/bep/Pages/Business Resources.aspx.

SEE BEP GOOD FAITH EFFORT GUIDANCE ATTACHED BELOW

3. VENDOR QUESTION: Given the RFP's contract length is 36 months, should vendor submit pricing per year or for the overall term.
