About this file

This is a Vendor Questions and Answers document for Invitation for Bids Number IFB1 2017000072 issued by the State of Colorado Department of Agriculture. The bid solicits direct thermal fanfold paper with a preprinted State of Colorado seal watermark for legal documents, including brand inspection certificates and proof of ownership on livestock. The Colorado Department of Agriculture (CDA) is requesting 3,335 packs, with each pack containing 33 sets of 99 pages, providing approximately a two-year supply. The paper must have an archival rating of at least 20 years and be formatted as 8" x 11" fanfold pages with 10 packs per case. The State of Colorado seal watermark, approximately 4 inches in size, must be centered on the bottom half of the first page of each set in light gray to remain visible without obstructing additional printing. The entire quantity must be shipped in a single order.

The procurement is a one-time purchase rather than an annual contract, and vendors should quote based on delivered terms for the complete shipment. The paper must accept printed thermal images across the entire page surface while maintaining the visibility of the preprinted watermark background. No special inks or anti-counterfeit features are required. Previous bid history indicates quantities around 333-350 cases, though CDA clarified the specification to 3,335 packs to reflect actual needs. Vendors must ensure their equipment can accommodate the specific watermark placement and size requirements to provide accurate cost estimates.

INVITATION FOR BIDS NUMBER: IFB1 2017000072

THERMAL PAPER WITH BLACK AND WHITE STATE OF

COLORADO SEAL WATERMARK

VENDOR QUESTIONS AND ANSWERS

Question 1: Please clarify what the end application is?

Answer 1: Legal document. Brand inspection certificate, proof of ownership on livestock.

Question 2: Is this a special archival type direct thermal paper? Is the paper archived for records in a historical library or just needs to last for 20 years on the paper for record purposes?

Answer 2: Thermal paper with an archival rating of at least 20 years.

Question 3: Is the paper requested direct thermal? Are you possibly requesting a synthetic paper (print receptive plastic films known as synthetic paper)?

Answer 3: Direct thermal.

Question 4: This is a bid for one time purchase (as opposed to annual contract)?

Answer 4: One time purchase.

Question 5: Any special inks such as anti-counterfeit features or just straight preprinted seal/watermark?

Answer 5: No special inks.

Question 6: Is the watermark a traditional paper watermark subsurface in paper or is it a surface printed watermark acceptable?

Answer 6: The paper must accept the printed thermal image on the entire 8 ½” x 11” page. The pre-printed watermark is to be visible in the background.

Question 7: The bid was amended to 3,335 sets but we would still like clarity. A case of paper normally contains 1000 pages with 10 packs of 100 pages, the pages being fan folded. We show the normal Brother 763 fanfold pack. So you want 333.5 cases? We took the 10 packs per case and divided that into the 3,335 that you have called sets. We understand you actually want 99 pages per pack or 990 pages per case.

Answer 7: CDA is requesting 3,335 packs (each pack would contain 33 sets (99 pages)). This would give CDA approximately a two year supply of paper.

Question 8: Previous bid history shows 350 cases and other quantities close to this amount so we believe the 333 cases (full case) is in line with the past history.

Answer 8: No response needed.

Question 9: The past history states rolls but you want fanfold. Rolls are 95% of the volume we do and we just wanted to make sure you wanted the fanfold. We are aware of fanfold and a very small percentage of 100 sheets (8.5 x 11) to a pack, with ten packs per case.

Answer 9: Yes, CDA requires fanfold.

Question 10: We have attached the Colorado state seal. You want this in black and white. Is this the correct seal or do you want the seal for the State of Colorado Department of Agriculture? There was no State of Colorado seal attached just the Colorado Department of Agriculture.

Answer 10: The seal will be the State of Colorado seal. See sample following answer 13.

Question 11: Where on the first set of each sheet three pages is the state seal to be printed and what size is the seal on the page? We will need to know exactly where but can quote it for now as one of every three pages. Can you scan the current logo and where it is centered on a page and send to us?

Answer 11: Centered on the bottom half of the page. The image will be approximately 4”.

Question 12: Is the entire quantity shipped on one order? If not, we will need to know to calculate the freight on the specific number of cases being shipped each release, as you have stated delivered terms.

Answer 12: Yes, the entire quantity will need to be shipped on one order.

Question 13: Would it be possible to see a PDF of the placement of the artwork on this ticket? That knowledge will allow us to select the best suited equipment of ours to ensure that our estimate is accurate and cost effective.

Answer 13: The image is to be a watermark on the first page of each set. The image will be on the bottom half of the page. The image will be approximately 4”. The image must be visible but not obstruct any printing that may occur on the bottom half of the page, so a light gray is the best description of the color of the image.
