About this file

This document is a Questions and Answers file related to an Invitation for Bid (IFB) issued by the Illinois Housing Development Authority (IHDA) for Property File Review services. The IFB seeks a vendor to perform property reviews, including standard, desk, and limited reviews, of affordable multifamily rental housing developments in IHDA's portfolio. The contract will be for an initial 3-year term, with the possibility of renewals. IHDA will provide detailed guidance on processes, documents, deliverables, and timing during the orientation process, and property assignments will be communicated as the orientation concludes. Only one vendor will be awarded the contract, and there are no performance incentives or performance-based metrics associated with the contract and payment.

The document also indicates that the reviews will be conducted virtually/remotely, and the vendor must be registered to do business in Illinois and in good standing in order to do business with IHDA. The compliance cycle typically runs from February to October, and IHDA will advise of any exceptions during the orientation and assignment provision. The maximum contract amount will be determined and entered by the State prior to execution of the contract.

Vendor Questions and Answers

1. Once contract starts, the first three months reporting is monthly and then quarterly. Would vendor be reporting on the property or percentage of the contract that is completed?

A. That particular reporting is on the overall contract implementation. Property specific reporting will be expected in more real time based on specific assignments, type of review, initial outcomes. Deadlines for this will be communicated as part of orientation.

2. Regarding the assessment of building unit level conditions, is this a standard desk review or a review of on-site conditions?

A. While the procurement allows for the possibility of on-site review in case of evolving regulations, at the present time, all these reviews will be conducted virtually/remotely. Standard review and desk review are synonymous and pertain to the type of review rather than location.

3. Are the NIGP Codes the only codes CEI BEP will review?

A. CEI BEP will review commercially useful functions under the contract.

4. The orientation process broken out by a number of weeks. Will orientation be on-site or virtual?

A. This will be determined based on joint agreement of IHDA and the selected vendor in terms of preferences based on the information being conveyed and the optimal format for doing so. If onsite, would be at IHDA’s downtown Chicago offices. If remotely, would be via MS Teams.

5. Regarding deliverables for each review, are we receiving a deliverable date for that particular property review? Or do we receive an assignment and then a time frame range to deliver?

A. IHDA will provide detailed guidance on applicable processes and documents during orientation including expected deliverables and timing. Property assignments will also be provided as the orientation process comes to a close.

6. Will more than one vendor be awarded?

A. Only one vendor will be awarded.

7. Are there performance incentives in the contract?

A. No, there are no performance incentives in the contract.

8. Are there any performance-based metrics associated with the contract and payment?

A. No, there are no performance-based metrics associated with the contract and payment.

9. Currently, how many total hours (start to finish) does it take the IDHA staff to complete a stand-ard (LIHTC or Multifamily) MOR review?

A. As each review can have unique factors based on applicable regulatory requirements and property size/composition and findings discovered to be documented, it can be difficult to provide an exact average for completion timeframes. However, it is estimated that each review, on average, can span from 1-3 days each (8-21 hours).

10. What is the timeframe expectation between the time of assignment until the review is complete?

A. The compliance cycle typically runs from February – October. During orientation and assignment provision, IHDA will advise of any exceptions.

11. What is the criteria that dictate virtual versus onsite work?

A. While the RFP allows for the possibility of on-site review, in the case of evolving regulations, at the present time, all these reviews will be conducted virtually/remotely.

12. Will the selected contractor be required to be licensed in Illinois to do business with IHDA?

A. The vendor must be registered to do business in Illinois and in good standing in order to do business with IHDA.

13. What is the expected timeframe for the MOR/review to be completed once it is assigned? What is the timeframe for the MOR report deliverable from the date of assignment?

A. See responses above.

14. Under Contract: Pricing: 2.6 Maximum amount: The total payments under "THIS" contract shall not exceed $____. Are they referring to the initial 3 years only, or should we include the renewals?

A. Please leave this blank. Per the RFP, the maximum amount will be entered by the State prior to execution of the contract.
