About this file
This is a Vendor Question and Answer document related to a specialty paper replenishment solicitation (26-350SOS-COMM3-B-50973) for the Illinois Department of Revenue. The document addresses vendor inquiries regarding the procurement of watermarked paper with state seal imagery and goldenrod vellum stock. The specification calls for watermarked paper featuring a 4.75-inch circular seal positioned centrally on 11x17-inch sheets, with two seals per sheet to allow for centered placement when cut to 8.5x11 inches. For the goldenrod product, the department specifies 11x17 60# vellum as the acceptable standard, with an alternative option to cut and repackage 23x35 50# stock if necessary. The awarded vendor will receive graphic artwork for seal placement from the department.
The incumbent supplier information is referenced under previous Purchase Order 25-350SOS-COMM3-P-77685, which is available in BidBuy for vendor review. The Q&A clarifies that the watermark seal is not a light screen printing application but rather a watermark feature visible only when backlit. The document indicates that only the current provider possesses the seal artwork necessary to meet the timeline constraints, establishing a competitive limitation for bidding. This procurement supports the four-year Illinois Department of Revenue contract for cigarette tax stamp printing and delivery, effective July 1, 2026 through June 30, 2030.

Vendor Q & A Set 3 Replenish Specialty Paper
26-350SOS-COMM3-B-50973
1. Only the current provider will be able to bid this as we do not have the seal artwork or time for the mill to quote us and them get the information back before the opening.
A graphic will be provided to the awarded vendor. It is to be placed in the center the 11” direction & center of the 8.5” direction. We will need 2 seals on a 11X17 sheet so that when we cut it in half it is centered on 8.5x11. The seal is 4.75” circle. A picture of the watermark paper shall be provided in the attachments. The paper is on a light table so you can see the seal, that is the only reason it does not look like white paper. You cannot see the seal without the light behind it.
2. The closest you are going to get in 11X17 Goldenrod packaged in reams and cartons from the mill will be 60# vellum. Or we would have to cut 23X35 50# down and repackage it in our facility.
11X17 60# Goldenrod vellum will be fine.
3. Who is the incumbent/most recent supplier of this paper and what is the bid solicitation number of the most recent purchase for these items?
The last Purchase Order can be found under 25-350SOS-COMM3-P-77685 in BidBuy.
4. Question on the watermark paper. Would this be the state seal printed just in a lighter screen tone?
No, there is no light screen printing.
