About this file
This is a Vendor Questions and Answers document for RFQ 26OD204000, issued by the Illinois Secretary of State for branded promotional items and giveaways related to the Organ Donor Program. The solicitation requests quotes on eight product categories featuring the "Life Goes On" logo: ink pens (5,000-10,000 units), canvas tote bags (500-1,000 units), navy blue tablecloths (10-12 units), State of Illinois-shaped key tags in soft vinyl or metal (2,500-5,000 units), silicon wristbands in royal blue (10,000 units), polyester lanyards (5,000-10,000 units), heart-shaped chip clips with magnetic backing (2,500-5,000 units), and fold-up frisbee fans (2,500-5,000 units). Quotes are due June 4, 2026, with all items to be received by August 15, 2026, and delivery FOB Destination to the Illinois Secretary of State in Springfield. This is a rebid that removes the union requirement from the original solicitation, and award will be made to the lowest-priced responsive and responsible bidder.
The Q&A document provides clarification on product specifications and acceptable variations. Slightly different dimensions are acceptable for items provided they maintain sturdy quality and equivalent functionality, and the State will consider alternative manufacturers and domestic equivalents that meet or exceed specifications. Key specifications confirmed include: canvas tote bags must be sturdy; metal key tags must be rectangular in the shape of the Life Goes On Logo and 2.5 inches in length, while soft vinyl tags must be Illinois-shaped; lanyards must have a metal attachment clip; pens must be retractable gel pens with grippers and clips (not necessarily Pilot brand); and chip clips must have magnetic backing. The contract term runs from execution through June 30, 2026, with no renewal options. Vendors must provide general commercial liability insurance of $1 million per occurrence and $2 million annual aggregate, auto liability coverage of $1 million, and worker's compensation insurance as required by law.
