About this file
This is a vendor meeting notes document from the Wisconsin Department of Natural Resources (WDNR) dated June 27, 2017, regarding a Lake Superior Law Enforcement Patrol Boat procurement. The meeting included representatives from four potential vendors: Lake Assault (Gary Smith, Chad Dumas, Lacy Glazer), Moran Iron Works (Mike Mroz, Kevin Pierpont), Willard Marine (Renee St. Lawrence), and Safe Boat (Jean Charbonneaux). Key clarifications provided during the meeting included confirmation that vessel delivery would not be evaluated as a scoring criterion but would instead be negotiated with the selected vendor, that cost proposals would be submitted separately from technical boat proposals, and that decibel level testing at the operator console would be required with maximum specifications to be provided by WDNR staff. The meeting also addressed site visit arrangements, with WDNR committing to flexibility in scheduling vendor testing, and confirmed that WDNR would cover staff travel costs for testing activities. Additional technical clarifications addressed vessel dimension requirements (minimum 11'8" with collar, with no reduction from current specifications), confirmation that all equipment supplied by WDNR would be new, and guidance on propulsion system options.
The procurement established a not-to-exceed budget of $380,000, with WDNR emphasizing that cost would not be the primary driving factor in vendor selection. The meeting confirmed that an onboard generator would not be required and that vendors should provide their best technical recommendations for mission-critical systems, including throttle and shift mechanisms. Vendors were directed to submit vendor qualification forms (pages 36-38 of the RFP) and informed that the cost proposal form was attached to VendorNet rather than included in the printed package documentation.
