About this file
This file contains bid clarification questions and responses for a Lake Superior Law Enforcement Patrol Boat procurement issued by the Wisconsin Department of Natural Resources (WDNR). The RFP (RFP # 17-065-29) requested proposals for the manufacture, testing, and delivery of a single patrol vessel, with bid questions due by June 30, 2017. The document, prepared by SAFE Boats International's Bid Coordinator Jean Charbonneaux, clarifies specifications for electronic display systems, computer docking stations, fuel monitoring systems, work area configurations, davit winch and tow post requirements, switch preferences, and anchor line diameter specifications. Key clarifications include confirmation that two 16-inch Garmin touchscreen displays will be installed, FLIR M-324 camera capability on both screens, a Panasonic CF20 computer dock, a single bench-top work area near the rear cabin, and electric davit winch with 250-pound capacity for raising nets and small watercraft with interchangeable socket base mounting.
The specifications further clarify that a 150-foot tow line is required without a storage spool, rocker switches are preferred with waterproof toggle switches acceptable for limited applications, and the anchor line diameter should be 5/8-inch double-braided nylon rather than 1-inch. The vendor proposal requirements included all technical and supplier services, labor, materials, equipment, delivery to Ashland, Wisconsin, and all costs for a completely operational vessel. Vendors were instructed to address delivery schedules and milestone timeframes that may differ from WDNR's desired delivery and acceptance date, though no specific contract award date, funding amount, or contract term is identified in this clarification document.
