About this file

This document is the Vendor Instructions to Submit Pricing for a state and local contract opportunity with the Illinois Department of Human Services (DHS) for an inserter solution for its industrial mail processing unit. This bid is specifically for submitting pricing only, as technical proposals and other required documentation must be submitted under a separate bid, Bid # 23402. Due to the COVID-19 disaster proclamation, all submissions must be made electronically, and the pricing proposal will remain sealed until after the technical evaluations are completed. The contract opportunity ID is 66ab10c77cf5b14e190bbb50, and the state is Illinois.

The pricing must be attached in the Attachments tab, as the Items tab has been disabled for pricing input. Vendors are instructed to review the "How to Respond Electronically to an RFP" tutorial for further guidance. No paper responses will be accepted, and vendors must follow the instructions provided in the Chief Procurement Office for General Services' CPO Notice 2020.06 regarding the electronic submission process.

Due to the Governor’s COVID-19 disaster proclamation, the closure of many State buildings, and the compelling interest in stopping the spread of the virus, State agencies will not accept offers via paper or manual submission. To allow electronic submittals for Request for Proposals, vendor submissions must be divided into two BidBuy Bids: one for the technical proposal and to attach all required documentation and the other for pricing. This ensures the vendor’s pricing proposal remains sealed until after technical evaluations are completed. For further information please see CPO Notice 2020.06 here: https://www2.illinois.gov/cpo/general/Pages/CPONotices.aspx.
