About this file

This is a Vendor Evaluation Questions Guide designed to assess contractor technical competency for aircraft polishing, corrosion prevention, and cleaning services at U.S. Coast Guard Air Station Washington. The guide provides targeted evaluation questions across five categories to help Contracting Officers, Contracting Officer's Representatives, and Technical Evaluators determine vendor capability to perform mission-critical work on high-value command-and-control aircraft (C-37A, C-37B, and C-39A Gulfstream variants).

The evaluation framework addresses five critical competency areas: (1) Technical Competency & Brightwork Experience, requiring detailed vendor experience with Gulfstream airframe polishing, material preservation techniques, and Granitize Aviation Xzilon 3 corrosion prevention application; (2) Cabin Interiors & Floor-Heating Protection, assessing safeguards for sensitive electric floor-heating pad systems and high-end interior materials during carpet cleaning operations; (3) Tool Control, FOD, and Hangar Safety, evaluating Positive Tool Control systems, aircraft masking procedures, and chemical spill response protocols; (4) Security, Badging, & KDCA Access Logistics, verifying contractor capacity to obtain necessary DHS/TSA/Coast Guard credentials and manage dynamic scheduling at Ronald Reagan Washington National Airport; and (5) Quality Assurance & Technical Oversight, requiring independent Quality Control Representative operations and incident documentation procedures. Vendors must demonstrate capability to perform all work within a 30-day service window while maintaining strict environmental controls, preventing material loss beyond Gulfstream Aircraft Maintenance Manual specifications, and ensuring 100% accountability of tools and consumables in an active military hangar environment.

Vendor Evaluation Questions Guide Aircraft Polishing, Corrosion Prevention, and Cleaning Services U.S. Coast Guard Air Station Washington (Hangar 6, KDCA) This guide is designed for Contracting Officers (CO), Contracting Officer's Representatives (COR), and Technical Evaluators. These targeted questions will help verify whether a bidding vendor has the technical competency, safety protocols, and operational discipline to perform on high-value, mission-critical command-and-control aircraft (C-37A, C-37B, and C-39A).

Category 1: Technical Competency & Brightwork Experience Polishing high-strength aluminum and titanium leading edges (brightwork) requires precise technique to avoid material removal, "buffer burns," or structural damage.

1. Gulfstream Airframe Experience:

· "What specific experience does your team have performing exterior brightwork polishing and dry washing on Gulfstream V (C-37A), G550 (C-37B), and G700 (C-39A) airframes? Please detail any nuances you have encountered with these specific outer mold lines (OML)."

2. Material Preservation and Buffing Techniques:

· "The PWS explicitly states that the contractor must use the least aggressive approved process and must not remove metallic material beyond the limits permitted by the Gulfstream Aircraft Maintenance Manual (AMM). How do you monitor, measure, and control material loss during buffing and polishing operations?"

3. Corrosion Prevention (Xzilon 3 Application):

· "Explain your process for preparing metallic surfaces for the application of Granitize Aviation Xzilon 3. How do you control environmental factors (such as humidity, temperature, and dust) within Hangar 6 to ensure the chemical cures correctly in accordance with manufacturer specifications?"

Category 2: Cabin Interiors & Floor-Heating Protection The C-37/C-39 aircraft cabins feature ultra-premium finishes and highly sensitive electric floor-heating pads under the carpeting. Moisture or physical damage during carpet cleaning can ground these aircraft.

1. Floor-Heating System Safeguards:

· "Removing and deep cleaning aircraft carpets exposes the floor-heating pad system. What specific operational procedures, extraction techniques, and moisture-control metrics will your team utilize to guarantee that no cleaning solvents, water, or mechanical stress damages the underlying heating elements and electrical connections?"

2. Interior Material Compatibility:

· "The cabin interiors feature high-end materials including leather, premium wood veneers, metals, and specialized fabrics. What cleaning agents do you plan to utilize for the deep detail (Deliverable D-4), and how do you verify their conformity with the Gulfstream Aircraft Outfitting Cleaning Manual to prevent discoloration, delamination, or chemical off-gassing?"

Category 3: Tool Control, FOD, and Hangar Safety Foreign Object Debris (FOD) can destroy aircraft turbine engines. A strict tool control program is non-negotiable in active military hangars.

1. Tool and Consumable Inventory Systems:

· "In alignment with PWS Section 2.9, describe your 'Positive Tool Control' system. How do you track small consumables (such as buffing pads, microfibers, and masking tape) to guarantee that 100% of items brought into Hangar 6 are accounted for and removed post-service?"

2. Aircraft Protection and Masking:

· "Polishing and dry-wash processes generate compound dust and overspray. How do you protect sensitive aircraft components—specifically static ports, Pitot tubes, angle-of-attack sensors, cabin windows, and composite surfaces—from abrasion and chemical intrusion?"

3. Chemical Spill and Hazard Response:

· "What safety measures does your crew employ when handling and disposing of hazardous chemicals, and how will you manage spill containment under your drafted Quality-Control and Work Plan (Deliverable D-2)?"

Category 4: Security, Badging, & KDCA Access Logistics Ronald Reagan Washington National Airport (KDCA) is subject to some of the strictest airport security rules in the United States. Delays in onboarding can cause schedule slippage.

1. KDCA Airport Badging & Escort Operations:

· "Hangar 6 requires strict compliance with DHS, TSA, and Coast Guard facility access rules. What is your company's plan to ensure that all proposed personnel successfully clear background checks and obtain necessary airport/federal credentials in a timely manner to meet the Personnel/Access Roster (Deliverable D-3) deadline?"

2. Emergency Mobilization and Unscheduled Rescheduling:

· "Military command-and-control missions are fluid, and aircraft availability is highly mission-dependent. If the government reschedules an authorized service window on short notice, what is your plan to dynamically adjust your staffing and material logistics without impacting the 30-day service window requirement?"

Category 5: Quality Assurance & Technical Oversight Quality Control (QC) must be independent of the labor force to ensure unbiased standards.

1. Independent Quality Control Inspection:

· "Describe how your Quality Control Representative (QCR) will operate independently of the technicians performing the polishing and cleaning. What standard metrics and tools (such as tactile checks or high-intensity lighting) will the QCR use during the final joint survey before presenting the aircraft to the COR for acceptance?"

2. Incident and Discrepancy Documentation:

· "If your team discovers a pre-existing scratch, dent, or active corrosion during the joint pre-work survey, or if an incident occurs during performance, what is your protocol for immediate reporting, stop-work actions, and completing the Incident/Discrepancy Report (Deliverable D-7) before the end of the shift?"
