C-37A (Gulfstream V), aircraft CG-101;

C-37B (Gulfstream G550), aircraft CG-102; and C-39A (Gulfstream G700), aircraft CG-103 and CG-104, subject to Government confirmation of designation and aircraft identifiers before solicitation release.

All work shall be performed in accordance with the current, Government-approved Gulfstream Computerized Maintenance Program (CMP), Aircraft Maintenance Manual (AMM), Aircraft Outfitting Cleaning Manual, manufacturer application instructions, applicable Coast Guard maintenance directives, and this PWS. Where a conflict exists, the Contracting Officer (CO) shall obtain technical direction from the designated Government engineering or maintenance authority before the Contractor proceeds.

1.2 Background

Air Station Washington provides safe, reliable, worldwide long-range command-and-control air transportation for the Secretary of Homeland Security, the Commandant of the Coast Guard, and other senior Government officials. Periodic surface preservation and cleaning are required to support corrosion prevention, appearance, cabin condition, and aircraft mission readiness.

1.3 Objective

The objective is to restore and maintain clean, corrosion-resistant, serviceable exterior metallic and coated surfaces and a clean, undamaged passenger cabin while protecting aircraft finishes, components, systems, furnishings, floor-heating elements, and adjacent Government property. The Contractor shall complete each service event within the Government-approved schedule and provide objective evidence that the applicable tasks and acceptance standards were met.

1.4 Performance-Based Approach

This PWS describes the required results, performance standards, and acceptance methods. Except where compliance with approved aircraft technical data requires a specific method, the Contractor is responsible for selecting and managing its work methods. The Contractor shall not deviate from approved maintenance data or substitute products without prior written approval through the CO.

1.5 Order of Precedence for Technical Requirements

For technical performance only, the following order applies unless the CO issues have written directions otherwise:

USCG AIR STATION WASHINGTON | AIRCRAFT POLISHING, CORROSION PREVENTION & CLEANING PWS

1. Airworthiness directives, approved Coast Guard engineering instructions, and other mandatory Government technical direction applicable to the aircraft;

2. Current Gulfstream CMP, AMM, Aircraft Outfitting Cleaning Manual, and approved manufacturer instructions applicable to the aircraft and task;

3. This PWS and task order or service request; and

4. The Contractor’s approved work plan and quality-control procedures.

Contract terms, conditions, and clauses control over the Contractor’s work plan. Only the CO may change the contract.

2.0 PERFORMANCE REQUIREMENTS

2.1 General Requirements

The Contractor shall perform only the tasks authorized in writing by the CO or COR within the scope of the contract. The Government will identify the aircraft, required task(s), technical-data revision, service window, and any mission-driven restrictions for each event. The Contractor shall protect all adjacent surfaces, openings, sensors, static ports, antennas, windows, seals, painted areas, composite structures, and interior components from contamination, abrasion, chemical exposure, and impact damage.

2.2 Maintenance Task Matrix

Appendix A reproduces and reorganizes the CMP task numbers supplied in the original PWS. Before each service event, the Government shall identify the applicable current task number and revision. The Contractor shall not rely on an obsolete task number or perform a task for an aircraft model where the applicable task number is not provided.

2.3 Pre-Work Coordination and Condition Survey

Before beginning work on each aircraft, the Contractor and COR or designated Government aircraft-maintenance representative shall conduct and document a joint condition survey. The survey shall record pre-existing scratches, dents, corrosion indications, coating defects, damaged trim, carpet condition, floor-heating system status, loose furnishings, inoperative components, and other observable discrepancies in the work areas. Photographs may be taken only when specifically authorized by the Government.

The Contractor shall submit a written work plan identifying task sequence, personnel, estimated duration, tools, materials, chemical products, Safety Data Sheets (SDS), aircraft-protection methods, foreign object debris (FOD) controls, and quality-control inspections.
