About this file

This is a Vendor Affidavit document issued by Hillsborough County Public Schools in Florida, required for all nongovernmental entities executing, renewing, or extending contracts with the school district. The affidavit pertains to the Armored Car Services solicitation and requires authorized company representatives to certify under penalty of perjury that their organization does not engage in coercive labor practices or human trafficking as defined under Florida Statute 787.06(13). The District seeks armored car services for cash pickups at approximately 240 locations, including high schools (three pickups per week), middle schools and elementary schools (two pickups per week), and administrative centers. Technical questions are due by July 23, 2025, at 3:00 PM, with final bids required by July 30, 2025, at 3:00 PM, submitted through www.myvendorlink.com. The contract will commence upon board approval with potential automatic renewals for up to four additional one-year periods.

Vendors must certify they do not use or threaten physical force, restrain or confine persons unlawfully, establish exploitative debt arrangements, confiscate identification documents, cause financial harm through threats, use fraud or deceit, or provide controlled substances for exploitation. Contractors must maintain $1,000,000 in Armored Car Cargo Liability Insurance, utilize armored vehicles, and employ uniformed personnel while maintaining an unbroken audit trail. The solicitation includes restrictions prohibiting vendors with connections to countries of concern including China, Russia, Iran, North Korea, Cuba, Venezuela, and Syria. The W-9 Substitute Form encourages diversity and provides optional self-identification options for minority-owned, women-owned, and service-disabled veteran-owned businesses, though no specific set-aside designations are explicitly mentioned. Estimated yearly spending is subject to budget availability, and the District reserves the right to modify pickup frequencies and terminate the contract with appropriate notice.
