About this file
This is Amendment 01 to Request for Proposal (RFP) 26.200300-020-020 issued by the Virginia Commercial Space Flight Authority (VCSFA) for the Launch Team Maintenance Facility Design-Build project. The project involves the full design and construction of approximately 22,000 square feet of interior renovation within an existing commercial/industrial building located at 13249 Lankford Highway, Mappsville, Virginia 23407. The facility will support aerospace technicians and Operations and Maintenance engineers while providing updated restrooms and general office spaces to accommodate approximately 70 personnel. A mandatory site visit was held prior to this amendment, with an attendance sheet provided as an attachment. All proposals must be submitted via email to solicitations@vaspace.org by April 1, 2026, at 4:00 p.m. EST. Offerors must acknowledge receipt of this amendment by signing and returning a copy with their proposal or, if a response was previously submitted, by submitting a signed acknowledgment prior to the deadline.
Amendment 01 addresses eleven vendor questions and provides clarifications on project scope, including confirmation that uneven concrete surfaces must be ground down and evened, existing trenches shall remain with grates replaced and cleaned, no additional site visits will be provided beyond the mandatory visit, and the project is state-funded but does not require approval from the Virginia Department of General Services' Division of Engineering and Buildings. Key scope clarifications include that ceiling liner panels will remain but must be painted and repaired as needed by the contractor, new roof penetrations are the contractor's responsibility while existing penetration removal is excluded, and a tank near the new loading dock must be removed. The amendment confirms that rubber base flooring is required as specified despite existing integral cove base in some areas, and notes that sprinkler requirements will be determined by the Engineer of Record based on the facility's mixed-use designation of office and general warehouse space.
