RFP 26.200300-020-020: Launch Team Maintenance Facility Design-Build
This Request for Proposals is issued by the Virginia Commercial Space Flight Authority (VCSFA), a political subdivision of the Commonwealth of Virginia, for comprehensive design-build services encompassing the renovation of approximately 22,000 square feet within an existing commercial/industrial facility located at 13249 Lankford Highway, Mappsville, Virginia. The project scope includes full architectural and engineering design services, construction administration, and execution of an interior renovation to create functional office and technical workspace for approximately 70 personnel, including aerospace technicians, Operations and Maintenance engineers, restroom facilities, and general office areas. The renovation requires integration of modern building systems including HVAC, electrical, and plumbing infrastructure, compliance with applicable codes including the National Electric Code, NFPA standards, OSHA requirements, and Americans with Disabilities Act standards. The RFP was issued on February 24, 2026, with a mandatory site visit scheduled for March 11, 2026, at 1:00 p.m. Eastern time. Questions must be submitted by March 17, 2026, at 4:00 p.m. Eastern time, and proposals are due April 1, 2026, at 4:00 p.m. Eastern time. The desired project completion date is December 18, 2026, with an interim Temporary Certificate of Occupancy milestone targeted for November 20, 2026. Proposals shall remain valid for 90 days from submission.
The RFP requires a firm fixed-price design-build contract with detailed elemental breakouts and comprehensive labor/equipment rates for approved changes. Pricing evaluation criteria prioritizes technical approach and methodology, followed by capability and experience, project price reasonableness, and ability to meet the schedule with minimal disruption. Contract award will be based on best overall value rather than lowest price alone. The contract specifies maximum allowable markups for changes of 10% overhead and 5% profit. Contractor is responsible for all costs including design, permitting, bonds, insurance, labor, materials, equipment, site supervision, and temporary facilities. Performance and Payment Bonds in the full amount of 100% of the contract value are required. The RFP incorporates VCSFA Terms and Conditions and Special Requirements addressing construction schedule, submittals, temporary facilities, safety compliance, insurance requirements, and personnel eligibility including US citizenship and valid REAL ID for facility access. Standard work hours are 7:00 a.m. to 5:00 p.m. Monday through Friday, with overtime requiring prior owner approval and no additional cost to VCSFA.

I. PURPOSE
Virginia Commercial Space Flight Authority (“VCSFA” or “Virginia Spaceport Authority” or “VSA”) is requesting proposals for renovations of its industrial complex located at 13249 Lankford Hwy, Mappsville, VA, generally referred to as the Launch Team Maintenance Facility Design-Build. This Request for Proposal identifies the operational, environmental, and infrastructure requirements for renovating a portion of this facility. The renovations must support company launch team personnel and associated staff.
This project involves the full design and construction of an approximately 22,000 square foot interior renovation within an existing commercial/industrial building. The goal is to create a functional, code-compliant facility to support aerospace technicians and Operations and Maintenance (O&M) engineers, while also providing updated restrooms and general office spaces to accommodate a total occupancy of approximately 70 personnel.
The recently purchased building currently supports aerospace office functions but lacks the infrastructure, Mechanical, Electrical, and Plumbing (MEP) systems, and structural envelope reliability needed for future operations. See Attached Lead Paint Survey Report, Building Engineering Assessment, and Environmental Site Assessment for information on existing conditions.

The existing building consists of a series of pre-engineered metal buildings that will be divided into several interior spaces such as launch team shop, logistics warehouse and offices, office spaces, restrooms, and payload and vehicle processing spaces as shown on project conceptual drawings. The focus of the design criteria will consist of the open shop area, tech ops office space, breakroom, private office, shop entryways, loading dock, fabrication shop, restrooms and storage areas; other sections of the facility will be addressed under separate design criteria.
The final building designers shall coordinate with Virginia Spaceport Engineering, Project Management, & Operations teams for final fit-out needs or improvements to the areas identified in the scope of work as outlined in the RFP.
Although the base design criteria package does include provisions for the project area to be climate controlled, the open office, breakroom, corridor, and private office are intended to be more controlled temperatures than the open workshop, which shall be more of a generalized heating & cooling area. No hazardous material handling, specialty exhaust systems, specialty gases or cryogenic liquids are to be in building.
The electrical service connection shall be supplied from the main electrical room located in the South East electrical room (see Attachment Floor plan)
