11a. MARKET RESEARCH/ACQUISITION PLAN (continued)
AR25-1, DA PAM 25-1-1, CIO/G6 Memo dated 4 May 2009 designates CHESS as the primary source for the purchase of COTS software, desktops, notebook computers and for all other commercial IT equipment (servers, routers, printers, etc.) regardless of dollar value for the Department of the Army.
AFARS 5139.101-90(a) Commercial information technology hardware and software
(1) The Army?s Computer Hardware, Enterprise Software and Solutions (CHESS) program, under the Program Executive Office Enterprise Information Systems, is the mandatory source for commercial IT hardware and software purchases. CHESS contracts provide IT products and services that comply with U.S. Army Network Enterprise Technology Command, Army and DoD policy and standards. Purchasers of commercial hardware and software must satisfy their IT requirements by utilizing the Joint and Enterprise License Agreements (J/ELA), DoD Enterprise Software Initiative (ESI) agreements, and/or CHESS contracts first, regardless of dollar value or financial appropriation.
Market research conducted revealed many small business ITES-3H CHESS vendors could potentially fulfill this requirement. A CHESS RFQ was posted as an ITES-3H small business set-aside for fourteen (14) days from 28 AUG 2024 - 11 SEP 2024. At the close of the CHESS RFQ, zero (0) small business CHESS vendors responded with a proposal. Therefore, we are re-posting this requirement as Full & Open competition to all ITES- 3H CHESS vendors for an additional fourteen (14) days from 11 SEP 2024 - 25 SEP 2024.
