About this file

This is a Single Source Justification (Simplified Acquisition) document for a federal procurement by the 19th Civil Engineering Squadron at Little Rock Air Force Base.

The procurement is for replacement of an existing Valent ERU-1 energy recovery unit with a new Valent ERU-1 Model VXC-112PL-7B-1-A3. The 19th Civil Engineering Squadron requires this unit to replace the end-of-life model VRP-110-10JXXE-C-1DX. The new unit will provide 100% fresh outdoor air to indoor spaces while significantly reducing HVAC energy consumption by recycling thermal energy from exhaust air. The existing Valent ERU-1 unit operates on a high-frequency service schedule that has become cost-prohibitive to maintain. The contracting activity is identified as 19 CONS/PKA for the Valent ERU-1 project.

This procurement is being conducted on a Brand Name Only basis for single source acquisition. The justification notes that selecting an alternate brand would introduce direct cost duplication for structural rework, piping repositioning, power/control rewiring, and building automation system re-integration, whereas the Valent unit allows for a direct "drop-in" upgrade with minimal facility structural downtime and negligible cost duplication. The solicitation will be posted on SAM.gov as an unrestricted requirement and will be awarded on a firm-fixed price contract basis via SAM.gov. The government intends to conduct ongoing market research to determine if future vendors can supply interchangeable equipment to preclude future single source awards.
