About this file
This document contains supplemental contract clauses for a Department of the Air Force acquisition.
The clause DAFFARS 5352.201-9101 establishes an ombudsman function to address concerns from offerors and potential offerors. Mr. Robert Surrey serves as the AFICC ombudsman at Scott Air Force Base (618-229-0267, robert.surrey.1@us.af.mil). Interested parties must first present concerns to the contracting officer before consulting the ombudsman. Unresolved matters may be escalated to the Department of the Air Force ombudsman at SAF/AQC in Washington, D.C. The ombudsman maintains confidentiality, does not participate in proposal evaluation or source selection, and has no authority to render binding decisions. The ombudsman should not be contacted for solicitation copies, due date verification, or technical clarifications—these inquiries must go to the contracting officer.
Three additional supplemental clauses address environmental, safety, and facility access requirements. DAFFARS 5352.223-9000 prohibits contractors from providing products or services that require Class I ozone-depleting substances (ODS) in testing, operation, or maintenance. Class I ODS include specified halons, chlorofluorocarbons, carbon tetrachloride, methyl chloroform, and methyl bromide; materials using these substances only as minor constituents are exempt. DAFFARS 5352.223-9001 requires contractors performing work on government installations to implement reasonable safety and health precautions for contractor and government personnel, comply with Department of the Air Force Occupational Safety and Health Standards as directed by the contracting officer, and promptly correct any violations to avoid contract termination. DAFFARS 5352.242-9000 mandates contractor personnel obtain base identification and vehicle passes for frequent site visits, submit personnel rosters to the contracting officer, comply with personnel security requirements for unescorted access to controlled areas, provide after-hours emergency contact information through the Emergency Mass Notification System, and return all credentials upon contract completion—with failure to comply potentially resulting in payment withholding.

SUPPLEMENTAL CLAUSES
DAFFARS 5352.201-9101 Ombudsman
1. An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern.
2. Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution.
Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A76 competition performance decisions).
3. If resolution cannot be made by the contracting officer, the interested party may contact the ombudsman, Mr. Robert Surrey, AFICC Ol AMC, 510 POW/MIA, Scott AFB, IL 62225-5022, 618-229-0267, fax 618-256-5724, email robert.surrey.1@us.af.mil. Concerns, issues, disagreements, and recommendations that cannot be resolved at the Center/MAJCOM/FLDCOM/DRU ombudsman level, may be brought by the interested party for further consideration to the Department of the Air Force ombudsman, Associate Deputy Assistant Secretary (ADAS) (Contracting), SAF/AQC, 1060 Air Force Pentagon, Washington DC 20330- 1060, phone number (571) 256-2395, facsimile number (571) 256-2431.
4. The ombudsman has no authority to render a decision that binds the agency.
5. Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the contracting officer.
