SECTION C - DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK
1. Background
The VA Acquisition Academy (VAAA) was created to address the growing acquisition workforce challenge facing the Department of Veterans Affairs and the federal government as a whole. Due to all the downsizing of the last decade as well as legacy workforce retirements, the current acquisition workforce have had to strain to keep pace with the increased amount of and complexities associated with outsourced work in support of the VA mission. In addition, oversight of the acquisition function across the entire Federal Government has grown dramatically in recent years. All of this, combined with recent mandates by the Office of Federal Procurement Policy (OFPP), as implemented by the Federal Acquisition Institute (FAI) to meet required certification standards for the acquisition workforce, prompted the VA to take action to build the VAAA.
The VAAA has four schools, The Acquisition Internship School, The Contracting Professional School, The Program Management School and The Acquisition Corps Development School. Through all these schools, the VAAA is committed toward not only meeting OFPP certification mandates, but also toward ensuring that our training curriculum takes a holistic and synergistic approach to:
| • | Create a workforce that is regarded as “best in class” where acquisition professionals are referred to as “trusted business advisors” who are sought out by their peers and customers for their expertise in crafting the most effective and efficient acquisition strategies to meet mission needs. |
| • | Incorporate electives in all four schools that address the entire suite of competencies needed for success: innovation, leadership, team building, communication, interpersonal skills, and others. |
| • | Align course content to increase consistency and standardization in performing the acquisition function that is grounded by the Federal Acquisition Regulation’s (FAR) Guiding Principles for exercising sound business judgment. |
| • | Leverage institutional knowledge and wisdom of the VA’s legacy acquisition workforce by creating knowledge sharing activities and opportunities for all employees coming through our programs. |
| • | Bridge the gap that often exists between program and contracting offices to create “acquisition teams” that are committed to collectively achieving results. |
This acquisition will support the VAAA Acquisition Internship School which was launched in September 2008 and reflects a holistic approach to develop FAI mandated competencies of entry-level acquisition professionals. The current curricula focuses on technical, communication, leadership, business savvy, creative thinking, and interpersonal skills to assure that interns learn an array of skills and obtain requisite acquisition certifications. Program components currently include: formal Federal Acquisition Certification in Contracting (FAC-C) classroom training, leadership development, program management, FAC-C certification electives, learning laboratory (currently called skill-building activities or SBLD) or simulated activities, job rotational assignments in operational contracting offices, mission service work, independent study, and field trips.
2. Objective
The VAAA’s objective is to award a contract to a firm that has extensive program management expertise and knowledge of the federal acquisition process and regulations. The contractor shall also possess the ability to train and develop future acquisition professionals, using adult learning methodologies through a variety of structured, yet flexible, intern programs.
At the start of this contract, the following three intern cohorts (classes) will be training at the VAAA Acquisition Internship School:
The 2008 class (26 interns) - began training in August 2008 and entering their third and final year of the program.
The 2009 class (30 interns) - began training in August 2009 and entering their second year of the program.
The class of 2010 (estimated at 26-34 interns) will begin training in August 2010.
VA’s objective is to hire a new cohort of 26 - 34 interns each year so that approximately 90-100 interns are in the program, at various stages, at any given point in time. The program is currently a three-year program.
The VA may task the contractor to support more than three concurrently running cohorts (classes) or design and manage a variety of innovative intern programs, both in-resident and non-resident, if the need arises.
3. Period of Performance
The Period of Performance for this requirement will be 5 years.
4. Place of Performance
All in-resident training will take place at the VAAA located at 7485 New Horizon Way, Frederick, MD 21703. Some tasks may involve remote learning, in which case the place of performance will be specified with each task order.
5. Government Provided Classroom Equipment
All VAAA classrooms include: student computers, instructor laptop (with CD-ROM/DVD but no USB access) to utilize for classroom instruction, SMARTboards and projector, VTC capability and/or other similar in-classroom technology.
6. Government Responsibilities
The Government will be responsible for providing the following:
All telecommunications and IT equipment associated with the office space for the interns.
All VA approved travel/temporary duty (TDY) costs associated with the interns.
The VAAA Chancellor and Vice Chancellor will be primarily responsible for the development and management of the intern job rotational assignments.
The VAAA Chancellor and Vice Chancellor will be primarily responsible for stakeholder communications, advertising, intern recruitment, and marketing efforts.
The VAAA Chancellor and Vice Chancellor will assume a significant share of the management duties over the Intern program, including direct management of Government personnel working on the program, and establishing and managing the Intern program Governance structure.
7. Travel
If travel outside of the Washington, DC area is deemed necessary, a not-to-exceed amount will be specified with each task order. Travel costs incurred shall be billed in accordance with the guidelines provided by the Federal Travel Regulations (FTR).
8. Potential Tasking
As a five-year IDIQ contract, the VA may task the contractor with a wide variety of Program Management and Instructional Support services. Such services will be specified in each task order issued hereunder and may include, but not be limited to the following:
In-Resident Intern Program
Task Order Proposal Request No. 1(see Attachment J.4 for statement of work and proposal request) will be evaluated as part of the evaluation for the base contract and will be issued at the time of award of basic contract.
The contractor shall deliver a competency based holistic career development program for intern cohorts consisting of between 26-34 interns per cohort (may include VA and other non-civilian agencies). This would include development and delivery of training, non-classroom activities (e.g. mission service program), leadership training, skill-building activities, and overall program management support services. (While this contractor will not be responsible for providing FAC-C Certified CON training, this contractor will be responsible for providing the FAC-C certification electives.) All FAC-C Contracting (CON) training will be provided by a separate contractor.
Non Resident Intern Program
The VAAA Acquisition Internship School has experienced success in its first two years of operation and is attracting attention across the VA and from other civilian agencies. Therefore, the VAAA may be modifying or adding to the existing program framework to accommodate non-resident interns from both the VA and other federal civilian agencies.
Seriously Wounded Intern Feeder Program
To support the VA’s mission of caring for veterans, the VAAA Acquisition Internship School has a vision to develop and implement a formalized training program for seriously wounded veterans to obtain the positive education requirement for entry into the GS-1102 Contracting Series.
Leadership Training/Development
During the contract performance period, the VAAA Acquisition Internship School may have a need for distinct offerings of additional leadership development or elective course offerings. In these cases, separate task orders will be issued for such training, courses and/or developmental activities.
Program Management Support Services
While the program management support services shall be built into the price of each task order; there may be instances where additional support is required. Some examples include, but are not limited to: development and implementation of a change management strategy for intern integration with operational contracting workforce, additional individual development planning process assistance, and development and implementation of a stakeholder engagement strategy to ensure this contract is meeting the mission needs of those stakeholders the VAAA is supporting.

The Contractor will inform VA, by the most expeditious method available to Contractor, of any incident of suspected or actual access to, or disclosure, disposition, alteration or destruction of, VA information not authorized under this Contract ("incident") within one hour of learning of the incident. An incident includes the transmission, storage or access of VA information by Contractor or subcontractor employees in violation of applicable VA confidentiality and security requirements. To the extent known by the Contractor, the Contractor's notice to VA will identify the information involved, the circumstances surrounding the incident (including to whom, how, when, and where the VA information was placed at risk or compromised), and any other information that the contractor considers relevant.
Contractor will simultaneously report the incident to the appropriate law enforcement entity (ies) of jurisdiction. The Contractor, its employees, and its subcontractors and their employees will cooperate with VA and any law enforcement authority responsible for the investigation and prosecution of any possible criminal law violation(s) associated with any incident. The Contractor also will cooperate with VA in any civil litigation to recover VA information, to obtain monetary or other compensation from a third party for damages arising from any incident, or to obtain injunctive relief against any third party arising from, or related to, the incident.
The VA will provide the Contractor with the name, title, telephone number, fax number and email address of the VA official to whom the Contractor will provide all notices required by this Contract.
VA has the right during normal business hours to inspect the Contractor's facility, information technology systems and storage and transmission equipment, and software utilized to perform the contract to ensure that the Contractor is providing for the security of VA data and computer systems in accordance with the terms of this Contract.
Contractor will receive, gather, store, backup, maintain, use, disclose and dispose of VA sensitive information only in compliance with all applicable Federal Information Processing Standards (FIPS) and Special Publications (SPs) issued by the National Institute of Standards and Technology (NIST) concerning VA sensitive information that is the subject of this contract. If NIST issues or updates an applicable FIPS or SP after execution of this contract, the parties agree to negotiate in good faith to implement the FIPS or SP in this contract.
The Contractor will provide appropriate administrative, technical, and physical safeguards to ensure the confidentiality and security of the Owner's data and to prevent unauthorized use or access to it. VA sensitive information must not be transmitted by remote access unless VA-approved protection mechanisms are used. All encryption modules used to protect VA data must be validated by NIST to meet the currently applicable version of Federal Information Processing Standards (FIPS) 140 (See http://csrc.nist.gov/groups/STM/cmvp/ for a complete list of validated cryptographic modules). Only approved encryption solutions using validated modules may be used when protecting data during transmission. Additional security controls are required to guard VA sensitive information stored on computers used outside VA facilities. All VA data must be stored in an encrypted partition on the hard drive and must be encrypted with FIPS 140 validated software. The application must be capable of key recovery and a copy of the encryption key(s) must be stored in multiple secure locations. Further, the Contractor agrees that the data must not be physically moved or transmitted in any way from the site without first being encrypted and obtaining prior written approval from the VA data owner.
A determination by VA that the Contractor has violated any of the information confidentiality and security provisions of this contract, including a violation of any applicable FIPS or SP, shall be a basis for VA to terminate the contract for cause.
If anyone performing this contract, including employees of subcontractors, accesses VA computer systems or data in the performance of the contract, VA may monitor and record all such access activity. If VA monitoring reveals any information of suspected or potential criminal law violations, VA will refer the matter to the appropriate law enforcement authorities for investigation.
Contractor shall inform its employees and other individuals performing any part of this contract that VA may monitor their actions in accessing or attempting to access VA computer systems and the possible consequences to them for improper access, whether successful or not. The Contractor shall ensure that any subcontractors or others acting on behalf of or for the Contractor in performing any part of this contract inform their employees, associates or others acting on their behalf that VA may monitor their access activities. Execution of this contract and any subcontract or agreement constitutes consent to VA monitoring.
The Contractor will ensure that all individuals who will access VA data or systems in performing the contract are appropriately trained in the applicable VA confidentiality and security requirements. Contractor may do this by requiring and documenting that these individuals have completed the VA training for its employees.
To the extent practicable, Contractor shall mitigate any harmful effect on individuals whose VA sensitive information was accessed or disclosed in an incident.
Contractor shall require subcontractors, agents, affiliates or others to whom Contractor provides access to VA information for the performance of this contract to agree to the same VA information confidentiality and security restrictions and conditions that apply to the Contractor before providing access.
