* = Required Field FedBizOpps Amendment to a Previous Combined Solicitation Rev. March 2010 U Program Management and Instructional Support Services 21703

VA798-10-RP-0096

05-19-2010 N 541611 Center Acquisition Innovation Frederick Department of Veterans Affairs 7485 New Horizon Way Frederick MD 21703

The purpose of this amendment is to:

Correct the Period of Performance on the attachment J.3 – Program Management and Instructional Support Services Pricing Schedule. Please use the revised J.3 Attachment titled – “ Revised J.3- Program Management and Instructional Support Services Pricing Schedule”.

Correct Section F. Changed language to read: The contract awarded as a result of this solicitation will have an approximate Period of Performance starting on 01 July 2010.

Remove duplicate language on page 12 – The Contractor shall prescreen all personnel who require access to VA site(s) and/or access to VA LAN systems to ensure they maintain a U.S. citizenship or Alien Registration that authorizes them to work in the U.S. and are able to read, write, speak and understand the English language.

Provide Questions and Answers.

Contractors need to acknowledge any amendments when proposal is submitted.

Some of the questions below were a result of technical difficulties when the Government was attempting to post the combined synopsis/solicitation. The questions were included for clarification purposes.

Question:

We are reviewing the solicitation on Fed Biz Ops, and our original reading of the performance suggests leadership, communication, interpersonal relation courses; however, this note:

Note: The contractor will not be responsible for providing FAC-C Levels 1 and 2 certified CON training. The FAC-C CON training will be accomplished through a separate contracting vehicle. However, this contractor is responsible for providing instructional support of the FAC-C electives, and shall coordinate the training schedule with the contractor providing the FAC-C courses, and participate in knowledge transfer with the contractor providing the FAC-C courses to ensure that skills learned in CON courses are solidified and incorporated into learning laboratory/SBLD courses.

suggests something else to us. After reviewing the Electives listed on the FAC-C CON website (http://www.acquisitionacademy.va.gov/schools/contracting/courses.asp), which is very specific toward contracting and not leadership development or training; we decided to contact you for clarification.

Answer:

All electives, as required under FAC-C Levels 1, 2 and 3, shall be incorporated into the proposed curriculum and will be executed under this task order. In the current curriculum, all the FAC-C elective requirements are being satisfied through leadership and/or project management courses. However, offerors may propose other electives and are not limited to the courses listed on the VAAA’s website.
