About this file
This amendment to solicitation VA770-17-R-0409 provides answers to questions from potential offerors. The Department of Veterans Affairs seeks an automated prescription fulfillment system for its Leavenworth Consolidated Mail Outpatient Pharmacy. Offerors must provide a UPS to bridge power for 20 minutes at 100% capacity, and a performance bond equal to 100% of the contract price is required. The amendment clarifies responsibilities for the UPS and declines to reduce the performance bond requirement. Questions received after this amendment will not be answered.

Amendment A00004 Questions and Answers
Question: Would the Government consider putting the UPS in the building contractor’s scope (as we believe was done in Charleston’s APFS procurement) since it is more closely aligned with facility upgrades, the installation of the emergency generator and transfer switch.?
Answer: The building owner is providing an UPS to support all of the non-APFS equipment. The APFS offeror is responsible for providing the UPS in accordance with Part II.D.1.(e). In both scenarios, the UPS is intended to provide a bridge until the generator sustains the entire building load.
Question: How long is the UPS required to keep the automation running at 100% capacity during a power outage?
Answers: The UPS shall be planned to provide 20 minutes of run time at 100% capacity.
Question: Per the Government’s Requirement for a performance bond, would the government reconsider its position on bonding the entire program and only require bonding associated with the construction of the Automated Prescription Fulfillment System (APFS)? We respectfully request that the performance bond not be required on other ancillary services such the depot of spare parts, maintenance and system performance visits, extended warranty etc.
Answer: The performance bond requirement will not be reduced. Per the solicitation, FAR 52.228-16 Performance and Payment Bonds – Other than Construction Alternate I – (b) the Contractor shall furnish a performance bond equal to 100% of the original contract price.
The government has allowed ample time and opportunity for questions and answers. Therefore, questions received after the posting of this amendment will not be answered.
