About this file
This document includes an amendment to a federal solicitation and details of the related federal contract opportunity. The amendment provides responses to contractor questions on the solicitation, clarifying that the bid due date and the request for information submission date are separate requirements. The federal contract opportunity is for indefinite delivery indefinite quantity job order contracts for general construction services under $500,000 at ten Department of Veterans Affairs medical centers in Indiana, Michigan, and Ohio. The small business set-aside requires that awardees be service-disabled veteran-owned small businesses. The base period of performance is one year with four optional one-year extensions. The minimum guarantee per contract is $2,000 and the maximum value per contract including options is $5 million. Technical evaluation will be more important than price. Awards will be made to contractors demonstrating construction expertise and capabilities.

AMENDMENT 8 - Posting of VA responses to RFI's.
Yvonne Demorest NCO10 Contracting Officer Response to RFIs:
1. Item 13 of form 1442 states that the Bid is due at 2 Pm on July 9th 2018, whereas on page 8 of VA250-17-R-0136 under RFI, it is stated that the RFI submission for this particular solicitation is 4 PM on July 13 2018. Would you please confirm with me if this is true.
RESPONSE: Both requirements are correctly stated.
NOTE: The SF1442 and the RFI are two separate & different documents.
2. The Scope of work on the project appears a little vague to me, would you please help me out and point me towards it so as to figure out what should we base our pricing off of. Section 17 of standard form 1442 refers so enter the pricing in reference to page 5, which also has me confused since page 5 does not seem much relevant.
RESPONSE: This solicitation is for the base Job Order Contract – there is no project to submit a proposal. The Statement of Work attached to this solicitation is an overarching document to the base contract. Once each base contract is awarded, then, a more detailed Statement of Work will be provided with each solicitation for each task order.
Page 5 provides contractor’s Coefficient price proposal per normal working hours & other than normal working hours. It is the responsibility of the Offeror to have knowledge and understanding of working with coefficient pricing. Recommend referring to PRICING INFORMATION in the Statement of Work. Offerors may choose to research the subject of coefficients to obtain a better understanding.
3. If it’d be possible for you to release the following information:
1). What was the prior contracts coefficients for all locations? Not available.
2). Who was the incumbent contractor for each location? Not available.
