AMENDMENT 3 - Posting of VA responses to all RFI's received as of June 11, 2018.

1. Section 13 B of SF1442 indicates an offer guarantee is required. However, this is IDIQ/JOC, there is no seed nor prototype project. What amount of the bid bond is required to submit with the bid for each location? Please clarify.

RESPONSE: APPLIES ONLY TO TASK ORDER AWARDS AND NOT THE BASE CONTRACT.

2. Revised solicitation is provided in amendment 2. Under the instruction on page 12 & 13 of 87 of this document, it indicates to submit 3 computer disks in Excel or work (as appropriate). Please clarify if PDF is acceptable as we would prefer to provide our proposal in a format that cannot be edited after we submit.

RESPONSE: For clarification the requirement of 3 CDs & 3 copies is also stated in Block 13 of page 1 of the SF1442.

PDF copies are NOT acceptable. The Offeror is required to submit three Computer Disks in Excel or Word (as appropriate). It is recommended the instructions for creating a “read-only” Computer Disk be applied.

3. Reference “VA250-17-R-0136 Attachment 4 - Performance Relevancy Survey.pdf” and Solicitation page 15 of 87, Sub-Factor 1: Capability and Multiple Project Experience, subparagraphs (1) thru (4). There is quite a bit of difference in the submission requirements for these two references. None of the highlighted fields on the following self-generated form (based on requirements of the subparagraphs) are required per Attachment 4. There are also a few items on the Attachment that are not required by the subparagraphs. We believe Attachment 4 is sufficient for all project identification requirements and that responses to the subparagraphs under Sub-Factor 1 are not required. Is it your intent for us to submit project information in both formats, or are we to use only Attachment 4 in describing our projects?

RESPONSE: BOTH FORMATS ARE REQUIRED.

Sub-Factor 1: Capability and Multiple Project Experience: speaks directly to handling MULTIPLE PROJECTS IN ONE LOCATION. To be demonstrated in Offeror’s technical proposal. Offeror can state no experience if applicable.

SUB-FACTOR 1: CAPABILITY AND MULTIPLE PROJECT EXPERIENCE: The Offeror shall demonstrate relevant company construction work experience in handling multiple projects in one location by providing the following information for projects performed within the past three (3) years:

(1) Project titles, location and brief description including the building use (Medical Facility etc.) and contracting method (design build, design bid build).

(2) Project owner and name and telephone number of owner’s contact person.

(3) Project Prime Contractor and Major Subcontractors and name and telephone number of contact person(s). Note each firm and managing persons (project manager/superintendent/foreman as the case may be) also proposed for this solicitation.

(4) Project Statistics including start and completion dates (original vs. actual) for design and construction; cost (with brief explanation of what is included in the cost); square footage; foundation type; number of levels; and any awards (prizes) received.

4. If we are to use “VA250-17-R-0136 Attachment 4 - Performance Relevancy Survey.pdf” to describe our projects, what are we required to submit for “D. Provide detailed description of the work…”? Do you expect an answer immediately following paragraph D, or is paragraph D a preface to the information required on the second page of the Attachment?

RESPONSE: Complete sections A, B, C; then select appropriate relevancy in D and describe why you believe the work is VERY REVELANT, RELEVANT, SOMEWHAT RELEVANT, NOT RELEVANT.” Using descriptions 1, 2 & 3 to description relevancy of the project.

5. Reference solicitation, page 13 of 87, Part 1 – Technical Proposal. The solicitation states here that this Part is limited to 40 pages. The last line on page 17 of 87, under Sub-Factor 4 – Quality Control, requires us to submit our QA/QC Plan. Our QA/QC Plan is 36 pages long. If we submit it, we can’t provide much else. Can you either significantly raise the Part 1 page limits, exclude the QA/QC plan from the page count limit, or eliminate the requirement to submit the QA/QC Plan?

RESPONSE: Page 13, Part I-TECHNICAL PROPOSAL: page count is increased from 40 pages (max) to 60 pages (max).

6. Reference page 17 of 87, at Sub-Factor 2, subparagraph (2). This directs us to provide our available bonding capacity. We are also told to use Attachment 6 – Surety Form. This attachment does not have a space to indicate available bonding capacity. Can you please clarify what we are to provide?

RESPONSE: Attachment 6 – Surety Form: Space is provided for “Bonding Limit for a single project” and “Aggregate amount.”

7. Reference page 16 of 87, Sub-Factor 2, subparagraph (9), Key Personnel (PM, QCM, & SM. The solicitation states that these individuals are to “present a copy of 30-hour OSHA Construction Safety training certificate.” At what time do they present this certificate? Are we to include a copy of it in the proposal, do we submit upon contract award, are these individuals to present a copy of it their first day on a worksite, etc.?

RESPONSE: 30-hour OSHA Construction Safety Training Certificate to be presented with JOC proposal.

8. Reference page 18 of 87, Sub-Factor 5, subparagraph (2). We are directed to provide a sample schedule. Given that some schedules can be multiple pages long (and consuming our 40-page limit), may we submit just the first page of a previously used schedule?

RESPONSE: Requirements as stated in 1 & 2 must be met. Note: as stated in 2 “May provide a sample schedule from a previously completed project.” But must also comply with 1 & 2.

9. Proposal RFI #1 – Reference page 11 of 87 and page 14 of 87, which states: “All Offerors shall submit information regarding their current Experience Modification Rate (EMR).” There is a discussion about who can provide the EMR rating if there is no insurance company that has the information. Our company has only recently established a relationship with an insurance company that can provide our EMR, so no EMR is available from them at this time. One of the points in the solicitation is that contractors from Ohio “shall obtain their EMR rating from their state-run worker’s compensation insurance rating bureau.” We are not an Ohio contractor, but we maintain our information in the Ohio workers compensation bureau (see following page). Will this suffice for our company or must we go through the NCCI to obtain the EMR?

RESPONSE: 3.) Self-insured contractors or other contractors that cannot provide their EMR rating on insurance letterhead must obtain a rating from the National Council on Compensation Insurance, Inc. (NCCI) by completing/submitting form ERM-6 and providing the rating on letterhead from NCCI. Note: Self-insured contractors or other contractors that cannot provide EMR rating on insurance letterhead from the states or territories of CA, DE, MI, NJ, ND, OH, PA, WA, WY, and PR shall obtain their EMR rating from their state-run worker’s compensation insurance rating bureau.

4.) If the NCCI cannot issue an EMR because the Offeror lacks insurance history, Offeror shall submit a letter indicating so from its insurance carrier furnished on the insurance carrier’s letterhead, and include a letter from the NCCI indicating that is has assigned Offeror a Unity Rating of 1.0.

10. Is there going to be any type of Site Visit for this IDIQ? Please advise?

RESPONSE: A site-visit for this JOC solicitation will not be conducted. Refer to page 31, Section 2.9 52.236-27 Site Visit (Construction) clarifies site visits shall be conducted for each task order resulting from any contract awarded as a result of this solicitation.

11. Page 17 paragraph following (4):

“The proposal should address technical and administrative capabilities and plans for meeting Government requirements, and should address self-performance capabilities for the prototypical project as set forth in the corresponding “Instruction to Offerors”.”

Corrected to remove any reference to prototypical project and now by this Amendment 3 reads as follows:

“The proposal should address technical and administrative capabilities and plans for meeting Government requirements.”

12. Page 18 Sub-Factor 5 (2) Workload Management:

(2) Workload Management: The proposal should adequately describe the offeror’s capability to meet formatting requirements of the Critical Path Method (CPM) and demonstrate with a sample schedule, the ability to appropriately utilize this method of scheduling. (May provide the prototypical or a sample schedule from a previously completed project.)

Corrected to remove any reference to prototypical project and now by this Amendment 3 reads as follows:
