Contract Specialist Emergency Generators RFI Response Date 11/22/17
| 1. | Bidder’s Question: | Contractor Page 10 of 89 lists the risk levels that are associated with various background checks and costs. What level of risk do you classify this project? | |
| A/E Response: | This is low risk and no costs will be billed to the contractor for getting individuals badged (at least they don’t do that here at this facility). The superintendent would get a non-PIV badge (fingerprint required) since the contract will be over 180 calendar days. All others will get a Flash badge (no fingerprint) and that takes little time to get done. | ||
| 2. | Bidder’s Question: | Specifications section 1.5 (C) Guards states that unarmed guards must be provided by the General Contractor during after construction hours. In lieu of this requirement, will be VA allow for a technology solution, such as cameras, monitoring and access control | |
| A/E Response: | Guards are not required, but contractor shall be responsible for securing their site and materials. | ||
| 3. | Bidder’s Question: | Will the VA provide a geotechnical report for this project? | |
| A/E Response: | Yes. | ||
| 4. | Bidder’s Question: | Specifications section 28 05 00 Part 1.1 (E) contains the statement “The Contractor shall provide 24-hour telephone support for the software program at no additional charge to the owner.” For what period of time should this 24-hour telephone support be provided under this contract? | |
| A/E Response: | Subject support shall be provided for the duration of the warranty (1-year). | ||
| 5. | Bidder’s Question: | Page CC001, Civil Site Notes, General, Item 3 references submitting a Notice of Intent to the Ohio EPA. Is the Ohio EPA the correct office from which we should request a permit? | |
| A/E Response: | The project should request all required permits from the State of West Virginia. | ||
| 6. | Bidder’s Question: | Will the VA provide temporary office space for the contractor? If not, will there be additional space provided onsite, near the construction area, for a trailer and staging? | |
| A/E Response: | No. However, the Contractor can work with the COR for a location for a trailer if space is available. | ||
| 7. | Bidder’s Question: | Does the VA have a riser detail for the 35kV Service, it is our understanding that Customer is to install riser and terminate to Overhead AEP furnished disconnect? | |
| A/E Response: | Drawing Sheet E-601 includes a riser detail of the pertinent portion of the 35kV Service. This sheet and Sheets E-101 and E-102 detail the 35kV work to be performed by the Contractor, which shall include connecting to the AEP furnished disconnect. | ||

There is also reference to modem communication capability. The RS232 requirements and communication requirements should be outlined in a one-line diagram. Routing needs to be outlined. | |
| A/E Response: | Per Specifications Section 23 10 00, 1.3., The fuel oil system shall be a complete, engineered system developed and produced by a manufacturer that has similar systems in operation for at least three years. Aspects of the system to be monitored shall be as described in our response to question #45 below. Equipment and inter-wiring details will vary with equipment manufacturers. Pathways for low voltage wiring from the generator platform to existing Building 26 are indicated on Sheet E-603 in the Feeder Schedule with Cable ID’s #20 and #21, and their routings are shown on Sheets E-101 and E-102. Details for providing a new fiber-optic cable from existing Building 26 to the existing facility data distribution system are detailed in Keyed Notes #3 & #4 on Sheet E-101. | ||
| 9. | Bidder’s Question: | Generally the FO systems are ran back to an existing SCADA system (which would be outlined in230911 not 230923). Please confirm it is the Government’s intent to have these items run back to JCI’s workstation (230923 and not the SCADA – 230911). | |
| A/E Response: | The Fuel Oil System shall be monitored by the JCI (BAS) system. | ||
| 10. | Bidder’s Question: | 262313 (Generator Paralleling Controls), requires interconnecting controls diagrams, showing connections to switchgear, generators, automatic transfer switches, and remote annunciators.
