(202) 382-2708 The Contractor shall provide and furnish all supervision, labor, materials, tools, transportation, supplies and travel necessary to expand and improve the existing Florida National Cemetery. This project will comprise the next and final construction phase of cemetery development, and will primarily include master planning design and construction of gravesite burial capacity and infrastructure to provide 10 years of service on remaining existing, undeveloped land.

Since this is an existing cemetery, only those facilities and infrastructure elements necessary to support the added maintenance, operations, and burial capacity for approximately 10 years will comprise this phase of construction.

This project will develop approximately 40 acres of undeveloped land to provide approximately 50,350 gravesites, including both casket and cremation sites in new burial sections. In addition to the undeveloped area, Phase 4 traditional casket burial sections #607 (1,555 sites); #610(1,130 sites); and #613 (1,533 sites) all 6’x8’ will be re-developed as either casket pre-placed crypts (3’x7’) or inground cremation (4’x4’) sites for maximum land development efficiencies. This project will also provide a new Honor Guard building, a new Satellite Public Restrooms, and renovations to the existing Maintenance facilities and Committal Service Shelters.

This project will also address corrections and repairs as identified by the Facility Condition Assessment (FCA) Report, including lightning protection. The latest technology in energy efficiency, LEED and Green Globe building requirements will be incorporated into this project where economically feasible. Evaluate existing structures and landscaping for sustainability. Retrofit as economically feasible. Cost-efficient lighting systems should be employed where economically feasible (public restroom, PIC, new vehicle/equipment storage areas, etc) Additionally, all structures will receive the necessary security upgrades according to the latest Physical Security Design Standards.

This is a Design-Build project, the project magnitude is between $20,000,000 and $50,000,000. Davis Bacon Wages apply.

INSTRUCTIONS, CONDITIONS AND OTHER STATEMENTS TO BIDDERS/OFFERORS

A. PREAMBLE

This preamble is provided for informational purposes only to assist Offerors with understanding the unique features of this solicitation. It is not intended to address all of the requirements of the solicitation. In the event of discrepancies between the contents of this preamble and the solicitation, provisions within the solicitation will prevail.

A.1 Overview This solicitation is for the qualifications phase (Phase I) for the Design/Build of the Florida National Cemetery. The primary objective of this project is to award a single Design-Build contract for the expansion of the Florida National Cemetery.

A.2 Contract Characteristics The Government intends to award a Design-Build, Firm Fixed Price contract for this project. Selection of Phase I participants may be made without discussions. As part of the selection process, the award of the construction contract will require Phase II Offerors to present their Phase II proposal to the Technical Evaluation Board at an interview session to be held at the project site.

A two-phased, best value design-build selection process in accordance with Federal Acquisition Regulation (FAR) Part 36.3 will be utilized for this source selection. This solicitation, Phase I, is an SDVOSB/VOSB Request for Qualifications. Successful Offerors from Phase I will be invited to submit proposals in response to the Phase II Request for Proposals (RFP). The Phase II Proposals require the submission of a conceptual design to demonstrate an understanding of the project. All drawings and documents submitted for the Phase II response will become the sole property of the Government without reservation and may be used in any means determined by the Government.

A.3 Guiding Principles Each national cemetery exists as a national shrine worthy of the sacrifice of our National Veterans and their families. National cemeteries carry expectations of appearance that set them apart from private cemeteries. VA will continue to maintain the appearance of national cemeteries as national shrines dedicated to preserving our Nation’s history, nurturing patriotism, and honoring the service and sacrifice Veterans have made.

The overarching goal for this acquisition is to design, renovate and build additional interment sites and facilities at the Florida National Cemetery in Bushnell, Florida worthy of national landmark. The Government seeks to work in an effective partnering relationship with the successful Offeror to accomplish this goal.

A.4 Challenges

The successful design/build team will need creative solutions to address the following significant challenges:

· Completion of Master Planning/Design Development/Construction Documents consistent with NCA Design Standards as tailored for a design-build project.

· Construction of Early Turnover (ETO) section by required date.

· Completion of Cemetery construction without impacting cemetery operations.

· Working with local agencies having jurisdiction over certain elements of this project such as but not limited to existing landfills, landfill monitoring, wetlands, stormwater management, easement restrictions, and conservation districts.

A.5 Partnership The degree of success of this project will depend largely upon the nature of the relationship between the Contractor and the Government. The Government’s intent is to work with the Contractor as an integrated team with common goals of improving quality, improving productivity, achieving cost savings, and achieving other economies and efficiencies across the full spectrum of performance. To the greatest degree possible, the Government intends to adopt commercial practices to accomplish these goals. The Government will provide the Contractor maximum flexibility to determine specific work methods that satisfy the performance-based requirements in the contract.

The Government expects the Contractor to produce a professional and complete design in accordance with VA and industry standards, construct in strict compliance with the approved plans and specifications, take customer preferences into consideration, participate with the Government in continuous improvement activities (such as optimizing the phasing of the effort such as utilizing fast-track design-build approaches), and proactively address risks and challenges to project success. The Government also intends to work with the Contractor to devise and implement processes that are appropriate for this design-build project, that maximize efficiency, and provide the Government insight into project progress.

B.PROJECT SCOPE AND SCHEDULE
B.1Identification of the Project Office

The Department of Veterans Affairs, Office of Construction and Facilities Management (CFM) issues this Request for Qualifications (RFQ) soliciting qualifications from those design/build contractor teams interested in designing and constructing the Florida National Cemetery Expansion Project. CFM is the project office for this effort. The design and construction services described herein are being procured as a SDVOSB set-aside.

All correspondence in conjunction with this solicitation should be directed to the Government’s Point of Contact (POC) Crystal Cole, Contracting Officer, Phone: (202) 382-2708, E-mail: Crystal.Cole2@va.gov.

B.2 Project Description

1.0 BACKGROUND

1.1 The National Cemetery Administration (NCA) is one of three Administrations within the U.S Department of Veterans Affairs (VA) that provide for the delivery of services and benefits to Veterans. NCA is responsible for providing cemetery services to Veterans and other eligible persons pursuant to the provisions of the National Cemeteries Act of 1973 and other statutory authority and regulations (38 U.S.C. 2306, 38 U.S.C. Chapter 24, 38 CFR Parts 38-39.) NCA’s responsibilities include the operation and maintenance of 135 national cemeteries, and the construction of new national cemeteries.

1.2 The NCA mission is to honor Veterans with final resting places in national shrines and with lasting tributes that commemorate their service to our Nation. The NCA provides burial space for eligible Veterans and family members; maintains the graves and their environs as national shrines in perpetuity; assists state and tribal organizations in providing burial benefits to Veterans through the Veterans Cemetery Grants Program; furnishes headstones and markers for graves in national, federally-administered state, tribal, and private cemeteries; marks Veterans' graves with a Government-furnished headstone, marker or medallion and provides Presidential Memorial Certificates in recognition of their service to a grateful nation; and administers grants for establishing or expanding state and tribal government veterans cemeteries.

1.3 Located in Bushnell Florida, approximately 40 miles northwest of Orlando and 60 miles northeast of Tampa, Florida National Cemetery was established in 1983 on 400 acres donated by the State of Florida, later expanded to 513 acres through another land donation. Opened for service in 1988, this cemetery serves over 251,400 Veterans included in the 75-mile service area and slightly overlaps with the Cape Canaveral National Cemetery opened in late 2015. This project provides for the Phase 5 Gravesite Development at the Florida National Cemetery and develops the last remaining large contiguous area of undeveloped land.

1.4 By the close of FY 2015, Florida National Cemetery conducted a total of 143,529 cumulative interments and ranked the 2nd busiest national cemetery by interment workload within the VA system of 135 cemeteries. With these burial rates, NCA is projecting depletion of the existing gravesite inventory by November 2023 for crypts [casket burials] and May 2022 for cremation interment sites.

2.0 PROJECT GOAL

2.1 In addition to developing a 10-year inventory of both casket and cremation gravesite burial options, this project provides for other needed cemetery enhancements. Included in this project are major renovations to the Maintenance Area Complex constructed in 1988. These enhancements include, but are not limited to building evaluation/expansion (foremen office renovations, tool & parts area renovation, storage renovation, restrooms, locker rooms, plumbing, electrical, lighting, HVAC, interior finishes in admin and maintenance bay spaces, floor slab repairs in storage/fertilizer storage bay, etc), new generators, security protection, energy efficiencies, sufficient paved employee parking, covered equipment storage areas, and fencing as needed. The Honor Guard room in the rear of the maintenance building will be re-located as an extension or stand-alone facility per NCA standards. A Satellite Public Restroom, sited during the Phase 4 project Master Plan, will be constructed during this Phase 5 project.

A study of the existing irrigation system will determine if it is sufficient, with upgrades/corrections, to include this 40-acre Phase 5 project or whether an additional irrigation well and system is required. If an additional well is required, the Phase 4 Development area may be altered to utilize the new water source. Several areas along the cemetery perimeter that adjoin the Public Lands with high public utilization will be fenced off with 6’ security fencing to prevent unauthorized access to the cemetery, approximately 3-miles in length (from Mx complex around the 300 sections, around the new South expansion area, around the 600 sections and all the way along the North perimeter to the highway). Site signage will be standardized throughout the cemetery and follow NCA standards. The existing cemetery road infrastructure will also be evaluated and corrections will be implemented, and the road surfaces will be repaired, replaced or restored as deemed necessary by the evaluation, to include mountable curbs.

Cost-efficient lighting systems should be employed where economically feasible (public restroom, PIC, new vehicle/equipment storage areas, etc). Additionally, all structures will receive the necessary security upgrades according to the latest Physical Security Design Standards.

This project will expand the burial capacity by developing about 40 acres of land with approximately 13,000 pre-placed crypt gravesites for casket interments (incl 850 oversized), 500 traditional gravesites, 14,000 garden niche cremains sites, and 22,000 columbarium niches, for a total of 50,350 interment sites. Phase 4 traditional casket burial sections #607 (1,555 sites); #610 (1,130 sites); and #613 (1,533 sites) all 6’x8’ will be re-developed as either casket pre-placed crypts (3’x7’) or in-ground cremation (4’x4’) sites for maximum land development efficiencies.

In addition to gravesite development, construction will include 2 memorial walls, repairs to Committal Service Shelters A-F (rehab) and G-H (widen service drives and curbing), escort vehicle parking/pass-thru lane at cortege area, access roads with mountable curb, parking, utilities, signage, site furnishings, upgrades to the existing Maintenance Complex and Satellite Maintenance Complex, vehicle/equipment storage areas/buildings, irrigation modifications, holding pond cleaning, protective traffic barrier at Pond 2A, grading and drainage improvements, landscaping, Facility Condition Assessment deficiency corrections, Public Information Center (PIC) facility repairs including roof evaluation and pressure wash to remove staining, GIS/GPS site integration, and environmental preservation and mitigation.

2.2 The performance period for the design and construction of the project is 1,260 calendar days from Notice to Proceed (NTP). Construction will include an early turnover (ETO) section of approximately 1,000 PPC, 1,500 in-ground cremains gravesites, and 2,000 Columbaria gravesites, and associated site improvements within 12 months of Notice to Proceed.

3.0 SITE LOCATION AND CONTEXT

3.1. The Florida National Cemetery is located at 6502 Southwest 102nd Avenue, Bushnell, Florida within Sections 32-33 of Township 21 South, Range 21 East and Sections 4-5 of Township 22 South, Range 21 East. It is located in a rural area and is bounded on the north by the Sumter Correctional Institute and undeveloped lands, and on the northwest, west, and the south by the Withlacoochee State Forest. The southeast side is bordered by undeveloped lands and I-75.

3.2 In 1980, the VA announced that it would establish a new National Cemetery in Florida, its fourth. The original phases of the Florida National Cemetery were constructed beginning in 1986, and the first interment occurred in 1988 (VA, 2017b). By 1999, the VA recognized that the capacity of the Florida National Cemetery as originally planned would reach full capacity in 2006, approximately 20 years sooner than anticipated. In response, the VA purchased an approximately 137-acre tract located adjacent to and west of the existing cemetery boundary (Florida Times Union, October 27, 1999; see Appendix A). Approximately 25 acres of the 137-acre tract were protected from development under a conservation easement with the State of Florida, leaving 112 acres available for development for cemetery purposes.

In 2005, the VA completed an Expansion Site Master Plan for the phased development within this 112-acre tract (VA, 2005) (Figure 1). To date, the VA has developed the majority the 112-acre tract with interment sites, roadways, and a satellite maintenance building. However, three burial areas have not yet been developed, and the prior environmental analyses did not assess site-specific impacts associated with constructing and operating this phase V expansion. Accordingly, a site-specific environmental assessment (SEA) of the Phase V expansion is being accomplished prior to implementing the expansion phase as designed and depicted in the 2005 Expansion Site Master Plan (VA, 2005).

Under the Phase V expansion, development will occur at a Project Study Area comprised of three separate areas (East, South, and West Area), totaling approximately 50 acres within the remaining 112-acre tract (Figure 2). Within this 50-acre Project Study Area, only approximately 40 acres would be developed as depicted on the individual expansion area map (Figure 3) given environmental and site constraints.

4.0 OPERATIONAL CONSIDERATIONS

4.1 Each national cemetery is managed by VA National Cemetery Administration (NCA) personnel in conformance with national and regional (Memorial Service Districts – South East District) policies, priorities, goals, and objectives. Florida National Cemetery is operated and maintained by local NCA staff supervised by the cemetery director. Operating hours are Monday through Friday, 8:00 am – 4:30 pm.

4.2 The functions of a national cemetery include the operation and maintenance of all aspects of the cemetery. Typically, this includes burial of veterans and eligible family members, the interment of cremated remains, and the placement and maintenance of a headstone or grave marker. Cemetery operations include the conduct of Memorial Day and other special ceremonies, as well as the care of graves, structures and grounds.

5.0 PROGRAM REQUIREMENTS

5.1 This Statement of Work (SOW) identifies the goal and objectives of the Master Plan and the Gravesite Expansion project, as well as guidance on submittals for the preparation of design and construction documents hereafter-called “the documents.” This SOW covers Phase One – Master Plan, Phase Two – Gravesite Expansion Design and Phase Three – Construction and Construction Management for the Gravesite Expansion project.

5.2 This project will develop a Master Plan, prepare Construction Documents and construct additional gravesites and cemetery improvements on the existing cemetery and/or newly acquired land in accordance with this scope of work. Cemetery improvements to existing facilities as listed below are also part of this scope of work.

5.3 This project will comprise the next and final construction phase of cemetery development, and will primarily include the development and construction of additional gravesite burial capacity and infrastructure to provide 10 years of service on remaining existing, undeveloped land. Since this is an existing cemetery, only those facilities and infrastructure elements necessary to support the added maintenance, operations, and burial capacity for approximately 10 years will comprise this phase of construction.

This investment will develop approximately 40 acres of undeveloped land to provide approximately 50,350 gravesites, including both casket and cremation sites in new burial sections. In addition to the undeveloped area, Phase 4 traditional casket burial sections #607 (1,555 sites); #610 (1,130 sites); and #613 (1,533 sites) all 6’x8’ will be re-developed as either casket pre-placed crypts (3’x7’) or in-ground cremation (4’x4’) sites for maximum land development efficiencies.

5.4 This project will provide for the following elements and features. Work will be comprised of an expansion area for the 50,350 new gravesites and related features, as well as improvements to existing cemetery facilities, gravesite, and related features:

(a) Interment Areas (Burial Sections, including Early Turn Over area):

(1) Casketed Remains:

- approximately 13,000 pre-placed crypt full casket gravesites (1.1) Oversized/ Private Vault Casket Burial Section:

Provide new irrigation for turf around the Satellite Maintenance Facility and entry drive.

Contractor shall furnish all design and construction to replace existing irrigation pump station controls, refill well controls, and install lightning protection on buildings 3W02, Irrigation Pump House, and IB-02 Well Pump House and Storage.

The cemetery’s irrigation water is supplied by reclaimed water and ground water from four wells. A three acre holding pond receives the reclaimed water and ground water. A pumping station draws irrigation water from the holding pond for supply to the cemetery. The holding pond was constructed approximately ten years ago, has a depth of approximately 12 feet, uses aeration to reduce algae, and has a pond liner to prevent percolation. Currently, the holding pond has lost approximately 25% of its capacity due to algae, sludge, and debris buildup over the years. Phase 4 replaced all the irrigation pumps, motors, and controls providing a new irrigation pumping system; four - 75 hp, one - 50 hp, and one - 40 hp pumps. The project did not clean the holding pond resulting in continual sludge being pumped thru the irrigation system clogging sprinkler heads. In addition, sludge causes excessive wear on pumps and motors resulting in premature failure. Clean and environmentally dispose of sludge buildup and debris from the irrigation holding pond.
