1.0 INTRODUCTION
This Request for Proposal is to enable an existing national cemetery to continue to provide burial services for eligible veterans in northeastern Florida and southeastern Georgia. Located in the City of Jacksonville, twenty miles south of the Georgia state line and just north of the Jacksonville International Airport, Jacksonville National
Cemetery is approximately five miles from Interstate 95 and the 295 loop. Jacksonville National Cemetery serves a veteran population just over 244,000 within a 75-mile service area. This project will provide the second phase of development. This project will develop approximately 30 acres of land to provide approximately 18,460 gravesites, including both casket and cremation sites in new burial sections.
The contractor shall prepare the following documents consistent with all referenced design guides, NCA Standards and this document titled “Bridging Documents, Phase II Cemetery Development, Jacksonville National Cemetery”:
• Master Plan; the present Master Plan shall be updated to reflect current development and all items to be constructed under this project. There will be no requirement for incremental master plan submissions as long as all development under this project conforms to the layout presented in these bridging documents.
Should the contractor choose to offer an alternate layout, all master plan incremental submittals described in PG 18-15D will be required. The updated master plan shall be utilized as the basis for the new directory sign graphic and gravesite locator map.
• Design Development; submissions for DD1 and DD2 will be required according to PG 18-15D with the exception of construction estimates.
• Construction Documents; CD 1 and CD2 will be required according to PG 18-15D with the exception of construction estimates. CD1 will be peer reviewed and CD2 will be back-checked by the consultant team contracted by the VA to provide these services. Final approved CD documents shall be used for construction.
• Record Documents; the contractor shall prepare and distribute all required record documents according to PG 18-15D.

4.1 ACCESS ROADS AND SIDEWALKS
4.1.1 NARRATIVE
A new access road with storm sewer shall be constructed to expand the existing road system at the Cemetery.
Road profiles shall follow NCA Facilities Design Guide.

Sheet BD- L-7.1 shows the road and sidewalk details for the proposed work consistent with other work that has been performed at the site.
4.2 EARTHWORK
4.2.1 NARRATIVE
Groundwater level fluctuations occur due to seasonal variations in the amount of rainfall, runoff and other factors.
Therefore, groundwater levels during construction or at other times may be higher or lower than the levels.
Groundwater will tend to perch over the near surface clayey soils during and following periods of prolonged or intense rainfall. The possibility of groundwater level fluctuations should be considered when developing the design and construction plans for the project.
Fill for the expansion of the cemetery will be borrowed from onsite. Percolation testing was performed in the expansion area in July 2017. The subsurface conditions typically include a surficial layer of fine sand with silt (SP-
SM) for the first 6-12 inches below the existing ground surface, underlain by layers of clayey fine sand (SC), silty sand with clay (SM-SC) and sandy clay (CL) to depths of five feet or more. The higher fines content SC, SM and CL soils are generally considered to be hydraulically restrictive soils/layers. The borrow soil will require amendment to improve the quality and permeability.
4.2.2 PLAN
Sheet BD-L-1.2 shows the proposed borrow area.
Narrative_FINAL 2017-12-21.docx
Page | 4-2
4.2.3 SPECIFICATION

Material approved from on site or off site sources having a minimum dry density of 1760 kg/m3 (110 pcf), a maximum Plasticity Index of 15, and a maximum Liquid Limit of 40, and a minimum percolation rate of ½” per hour based on ASTM D3385-09.
Onsite material may need to be amended to meet this specification.

7.5 EXIT CORRIDOR EVALUATION IN MAINTENANCE BUILDING
7.5.1 NARRATIVE
A review of the Life Safety Plan included in the existing project documents, and review of the exiting requirements in the Florida Building Code regarding the exit corridor and the corridor door between the office area and the vehicle storage area indicates the following:
A. The corridor and door in question is part of the required emergency exiting system for both the office area and vehicle storage occupants. The buildings exiting system design requires this door to serve the dual functions of providing an emergency exit path out of the office area in one direction, and out of the vehicle storage area in the opposite direction. To function as designed, Door #16 cannot be locked to prevent free passage in either direction. Also, emergency exit signs are required at each side of the door.
