QUESTION
1. On the list of cost reducing measures: will you be following cost reductions precisely in the order listed, or will you be treating this like a shopping list were you’ll pick off the list in no particular order? I ask because if option #13 (Pavement from concrete to asphalt) is not a viable option, but #10 (Defer Memorial Walk) and #14 (Defer Back road/Bridge) are to be considered, the credit for these two will already have the concrete to asphalt substitution included (or not?).
RESPONSE
Cost-reducing measures will be exercised if necessary in priority order as listed and as described in the Amendment. It will not be treated like a shopping list. The order listed in the bid sheet and the narrative reflects the priority from 1 to 16. Cost reductions for pavement from concrete to asphalt apply to roads only and should be captured in item #13. Cost reductions for deferring the Memorial Walk should be captured in item #10 (based on original design) and cost reductions for deferring the back road/bridge (based on original design) should be captured in item #14.
QUESTION
1. Can we gain access to the site to sample the proposed fill material? We are skeptical at the wording of “process the material to comply…” as adding a mechanical processing might make this option too burdensome to the schedule/cost. With a possible processing and more internal earthwork operations: Can you do something about the noise restrictions requirements for this contract 01 57 19 – 9 “F”? During a service we will be respectful and be muted.
RESPONSE
The government does not wish to assume liability for an unsupervised site visit prior to award. The material at the identified location is characteristic of material found throughout the site and as identified in the Geotechnical borings and Geotechnical Report provided in the bid documents. Some processing may or may not be necessary in order for this material to meet A-2-6 backfill specifications. The government does not anticipate this processing to significantly pose schedule or cost risk and has considered that into the period of performance specified for the project as well as cost-reduction potential. Obtaining fill material nearby at no initial cost is more cost-effective than purchasing and hauling a greater distance, even with efforts to comply with fill material specifications. With respect to noise restrictions, contractor can submit an RFI during construction for government approval to implement measures that make it possible to adjust restrictions on noise (i.e. advance notification to nearby communities that these operations will be taking place, limiting to certain hours, etc). After Early Turn Over is completed and the cemetery is conducting burials, noise will need to be closely coordinated with government personnel to minimize impact to cemetery operations.
QUESTION
1. We might need an additional week – May 7th. Please consider.
RESPONSE
At this time, the government does not intend to extend the Final Proposal Revision due date specified in the Amendment.
