VA Transition Assistance Program Information Session Summary

This document is an Industry Day presentation from the Department of Veterans Affairs' Office of Military to Civilian Readiness dated January 29, 2026, outlining contract support requirements for the VA Transition Assistance Program (TAP). The presentation is marked pre-decisional and provides an overview of the interagency TAP program, which serves approximately 200,000 transitioning Service members annually across the DoD, VA, DOL, ED, DHS, SBA, and OPM. The program is governed by a hierarchical structure including the Joint Executive Committee (JEC), Transition Executive Committee (TEC), Senior Transition Steering Group (STSG), and Transition Working Group (TWG), with co-chairs rotating among DoD, VA, and DOL annually.

The contract encompasses five primary tasks: (1) Program Management and Administration including Project Management Plan development and robust program administration with disciplined processes; (2) TAP Program Execution involving onsite support by VA Benefits Advisors at over 300 military installations organized into nine operational regions, delivery of mandatory VA Benefits and Services briefings (6 modules totaling approximately 5-6 hours), Military Life Cycle micro-learning modules (14 modules covering benefits topics), Women's Health Transition Training, one-on-one engagements, and Capstone event support; (3) TAP Training including New Hire Training, Virtual Delivery Training, Refresher Training, and Master Advisor Training; (4) TAP Curriculum development and revision for Benefits and Services, Women's Health, Military Life Cycle, and training curricula per VA standards; and (5) Strategic Action Planning, Coordination and Implementation, and Data Analysis to modernize TAP through best practices identification and data-driven improvements. In FY 2025, the program conducted 5,871 VA Benefits and Services briefings across 268 installations serving 145,898 attendees, 60,705 one-on-one appointments, 3,886 Military Life Cycle modules with 26,028 attendees, and incorporated 205 Veterans Service Officers from 57 organizations. The contractor must maintain a regional hub-and-spoke model supporting permanent installations with high/medium demand and itinerant installations with lower demand while utilizing knowledge management systems and complying with Project Management Institute standards.
