About this file
This is a Questions and Answers document from a TAP (Transition Assistance Program) Industry Day held on January 29, 2026. The document does not address specific required products or services, pricing terms, response dates, or award dates. Instead, it captures industry questions and VA responses regarding the upcoming TAP solicitation.
Key information includes: the solicitation will be competed on OASIS+, with no hard timeline currently provided by the VA, though industry requested a draft RFP. The VA is retooling the CLIN structure and confirmed there are no significant changes to the Performance Work Statement (PWS), with any future changes to be posted on SAM.gov. The requirement is subject to SCAS and will use NAICS code 541612 (HR Management and Advisory Domain under OASIS+), with no additional NAICS codes being considered. The VA will not provide tools to benefits advisors but will receive attendee data, as the VA does not own the tool. Past performance will be evaluated on size, scope, and relevancy, with contractors able to supply additional information. The VA identified connecting outcomes to course material as a primary pain point, trackable through data collection and training courses. Military life cycle courses are optional and can be delivered in person by benefits advisors. Current vendors have not requested curriculum changes; modifications come from internal surveys and legislation rather than interagency agreements.

Generally big pain points are to connect outcomes to course material. This can be tracked through data and training courses correctly.

No most changes come from internal data collection (surveys) and legislation.

VA can’t speak to DOW with their retention goals. TAP does help with retention.

We are using the HR NAICS 541612 under the Management and Advisory Domain of OASIS+. No other NAICS are being considered at this time.
