1 SCOPE

This statement of work (SOW) defines the effort required to provide the Naval Air Warfare Center, Training Systems Division (NAWCTSD), a Technical Refreshed Software Product to be conducted in accordance with (IAW) the Advanced Computer-Based Training System (ACTS) II

Indefinite Delivery/Indefinite Quality (IDIQ) Statement of Work (SOW) (Section 4.2.1.). This delivery shall deliver to the Government a Virginia (VA) class submarine Carbon Dioxide (CO2)

Scrubbers training system, abbreviated to VA CO2 Scrubbers for the rest of this SOW. The VA

CO2 Scrubbers system shall be inclusive of software, hardware, and curriculum. The simulation shall be designed to run on a government STIG’d Windows 11 operating system for the Student

Stations (SS) and Windows Server 2022 for the Instructor Operating System (IOS).

The developer shall use the MRTS 3D Middleware and Software Development Kit (MSDK) in compliance with all MRTS 3D training systems, in order to design the simulation. This software will be installed on a typical MRTS 3D Classroom and MRTS 3D Laboratory.

The contractor shall conduct a Front-End Analysis (FEA) and Courseware Gap Analysis to determine training requirements for the VA CO2 Scrubbers.

1.1 Background

The MRTS 3D simulation uses Commercial off-the-shelf (COTS) hardware – large touchscreen flat panels and high-end gaming computers - and the Windows operating systems to simulate various naval tactical systems for training purposes. Computers are linked together in a stand-alone, Local Area Network (LAN), which runs government-owned simulation software. All software applications are built using the Unity gaming engine, with C# as the primary language.

All MRTS 3D software are Government owned, royalty free, and incur no licensing fees. MRTS

3D provides a suitable training environment to support the hands-on, skills training required by the desired training tasks.

A software development kit (SDK) framework has been developed to allow for the development of MRTS 3D applications, which utilize a common framework, and allow for all MRTS 3D applications to share a common IOS. The MRTS 3D SDK supplements the Unity gaming engine with a common model library designed for reuse across multiple similar programs. The capabilities of the MRTS 3D SDK allows for several different MRTS 3D applications to run concurrently on a common network.

The VA CO2 Scrubbers, also known as CO2 Removal Plants, are machines located within a US submarine; their primary function is to remove excess CO2 from the ship’s atmosphere.

Although CO2 scrubbers are found on all US submarines, this SOW will be focused on a software product for the Virginia class.

The current AN/BLQ-10 training is a total of 16 days in duration. Fifteen days are taught in an instructor-led format. Instruction on the 16th day is comprised of virtual lab time where the

Sailors complete maintenance and operation tasks on a MRTS 3-D solution (roughly 5 hours of level 4 content). Classroom lessons use a mix of level 2 and level 3 interactivity and include use of an Instructor Guide, Trainee Guide, and PowerPoint files with a mix of 2D images and text.

The contractor shall conduct the Front-End Analysis and Courseware Gap Analysis to make recommendations for upgrades to all needed portions of the training to include Instructor-Led lessons and the virtual lab materials.

1.2 Method of Tasking

This delivery order shall be conducted in accordance with the ACTS-II IDIQ contract.
